OBAMACARE WORKS: New Health Care Options for Uninsured Marylanders // PLUS: Gov. O'Malley on Health Care Reform

QUESTION: ARE YOU OR A LOVED ONE UNINSURED DUE TO A PRE-EXISTING HEALTH CONDITION? SEE A NEW COVERAGE OPTION BELOW.

Help Marylanders get the healthcare they deserve. If you or a friend is uninsured, see if you qualify: www.getmdhealthcare.com/eligibility-requirements.

REMEMBER: ObamaCare was never sold as a deficit-reduction measure. It is about saving lives and reducing pain.

GOV. O'MALLEY DEFENDS OBAMACARE: Gov. Martin O'Malley yesterday had an op-ed in The Baltimore Sun defending President Barack Obama's universal health care plan (aka Obamacare). With the Supreme Court taking up legal challenges to the new law, Gov. O'Malley hopes to highlight benefits of Obamacare in Maryland (see excerpt below):
MARTIN O'MALLEY: With the Supreme Court reviewing the Affordable Care Act (ACA), there is no shortage of legal analysis to handicap the decision. But unfortunately, not enough attention has been paid to the real value this law provides to millions of American families and businesses.

As governor, I have heard from families unable to purchase coverage at any price because of pre-existing illness, from seniors forced to choose between medications and energy bills and from businesses required to drop employee coverage to stay afloat. These stories represent failures that reach far beyond the individual people harmed. They put us all at risk, for a health care system that supports a healthy workforce at reasonable cost is essential for job growth and our success in the global economy....

Thus, the ACA provides states with a vital toolbox made effective by the support and resources of the federal government.

At the top of the toolbox: key insurance protections. Chronically ill children can no longer be denied coverage in the private market because of pre-existing conditions. More than 50,000 young Maryland adults have joined 2.5 million across the country to benefit from the new provision permitting them to stay on their parents' coverage until age 26. The law's ban on insurance companies' practice of imposing arbitrary limits on coverage has already given this real protection to more than 2 million Americans.

Recently, Maryland's bipartisan health reform council heard from a young woman with a rare kidney disease who lost her job and insurance in the economic downturn. No carrier in the private insurance market would offer her coverage. She found insurance through a high-risk pool authorized and funded by the ACA — a program that now supports more than 50,000 Americans.

WE LOVE OBAMACARE // NEW COVERAGE OPTION FOR UNINSURED MARYLANDERS: Maryland Juice finds it amusing that Republicans have taken to using Obamacare as a pejorative term. I think we should just co-opt the term and take full credit for expanding health coverage in the United States. See below for an example of one clear result of Obamacare in Maryland. We received an email from the Maryland Health Insurance Plan (MHIP) about a new option for uninsured Marylanders. Maryland Juice took the opportunity to ask a few questions about the plan, and we received useful responses, which we provide below. If you or someone you know lacks health coverage due to a pre-existing condition, please read the information below:
MARYLAND HEALTH INSURANCE PLAN: In Maryland, 720,000 people are uninsured. That's nearly 1 in 10 people who might not have access to the medical care they need or deserve, and many of these are simply because they had a condition that major medical insurance companies won't cover. I am writing on behalf of the Maryland Health Insurance Plan (MHIP Federal) in hopes that you will join forces with us to get the word out about our program. Thanks to legislation recently passed, MHIP Federal provides quality health insurance and restores quality of life to Marylanders who have been uninsured because of a pre-existing condition.
MHIP Federal did emerge from Obama's health care reform package. In 2010, the Patient Protection and Affordable Care Act established a federal high risk pool for US citizens and lawful Maryland residents who have pre-existing medical conditions and have been without health insurance coverage for at least six months. MHIP is contracted with the US department of Health and Human Services to operate the federal high risk pool for Maryland (MHIP Federal).

MHIP Federal and MHIP Standard (the Maryland-specific program) are the only insurance programs in the state specifically for those who are uninsured due to a pre-existing condition. MHIP Federal is indeed often a "last resort" for members who, due to a pre-existing condition, were denied by other medical insurance companies, or were only offered coverage at an astronomical cost because of their condition. However, any Maryland resident who has a qualifying medical condition and has been uninsured for at least six months can get coverage with MHIP Federal - they do not have to have been denied. In terms of coverage, MHIP Federal has partnered with CareFirst to provide insurance that is comparable in both coverage and cost to the insurance available on the market.
This year, our team is increasing our efforts more than ever to make sure that everyone knows about this option for affordable, comprehensive medical coverage in Maryland. That's why we just launched a brand new website, www.getmdhealthcare.com, which I hope you'll check out. We were also particularly excited to be featured in The Baltimore Sun recently: www.bsun.md/MHIPFederal. We would be very grateful for your partnership in spreading the word any way that you can!
MHIP Federal/@MHIP_Federal helps Marylanders get the healthcare they deserve. If you or a friend is uninsured, see if you qualify: www.getmdhealthcare.com/eligibility-requirements.

A NEW SILENT MAJORITY? - Maryland Juice has always wondered whether Americans really think health care is a privilege and not a right. The media coverage of rightwing activists ranting about universal health care and death panels has always seemed unrepresentative to me. But, in truth, I've been waiting for the rest of America (ie: not Tea Party) to wake up and start countering the madness. Now that the GOP Presidential candidates have spent months advertising their Party's insanity to the world, I think it is about time for Democrats and ordinary Americans to fight back.

In the late 1960's, Republican President Richard Nixon spoke with disdain about Americans who protested against the Vietnam War at the time. He called those who did not participate in the counterculture of the time "the silent majority." The term has since become quite popular in our national political culture. Wikipedia notes:
WIKIPEDIA: The silent majority is an unspecified large majority of people in a country or group who do not express their opinions publicly. The term was popularized (though not first used) by U.S. President Richard Nixon in a November 3, 1969, speech in which he said, "And so tonight—to you, the great silent majority of my fellow Americans—I ask for your support." In this usage it referred to those Americans who did not join in the large demonstrations against the Vietnam War at the time, who did not join in the counterculture, and who did not participate in public discourse. Nixon along with many others saw this group of Middle Americans as being overshadowed in the media by the more vocal minority.

THE REPUBLICANS ARE THE PROBLEM: The current political counterculture right now is not on the left. Most of the high-profile activity we are seeing is on the right (ie: from Ron Paul to Sarah Palin to Rick Santorum). Maryland Juice believes that with the collapse of the modern Republican Party, we are witnessing the formation of a new silent majority -- and it consists of people who think the GOP has gone insane. The ranting from the Tea Party against ObamaCare should've been their first warning. But now even conservative scholars are blaming the Republicans for the drift. The bi-partisan think tank duo of Norm Ornstein (AEI) and Thomas Mann (Brookings) recently penned an op-ed in The Washington Post that has been widely circulated among politicos. It is a worthwhile read (excerpt below):
Let’s just say it: The Republicans are the problem

By Thomas E. Mann and Norman J. Ornstein

Rep. Allen West, a Florida Republican, was recently captured on video asserting that there are “78 to 81” Democrats in Congress who are members of the Communist Party. Of course, it’s not unusual for some renegade lawmaker from either side of the aisle to say something outrageous. What made West’s comment — right out of the McCarthyite playbook of the 1950s — so striking was the almost complete lack of condemnation from Republican congressional leaders or other major party figures, including the remaining presidential candidates.

It’s not that the GOP leadership agrees with West; it is that such extreme remarks and views are now taken for granted.

We have been studying Washington politics and Congress for more than 40 years, and never have we seen them this dysfunctional. In our past writings, we have criticized both parties when we believed it was warranted. Today, however, we have no choice but to acknowledge that the core of the problem lies with the Republican Party.

The GOP has become an insurgent outlier in American politics. It is ideologically extreme; scornful of compromise; unmoved by conventional understanding of facts, evidence and science; and dismissive of the legitimacy of its political opposition.

When one party moves this far from the mainstream, it makes it nearly impossible for the political system to deal constructively with the country’s challenges.

“Both sides do it” or “There is plenty of blame to go around” are the traditional refuges for an American news media intent on proving its lack of bias, while political scientists prefer generality and neutrality when discussing partisan polarization. Many self-styled bipartisan groups, in their search for common ground, propose solutions that move both sides to the center, a strategy that is simply untenable when one side is so far out of reach.

It is clear that the center of gravity in the Republican Party has shifted sharply to the right. Its once-legendary moderate and center-right legislators in the House and the Senate — think Bob Michel, Mickey Edwards, John Danforth, Chuck Hagel — are virtually extinct.

The post-McGovern Democratic Party, by contrast, while losing the bulk of its conservative Dixiecrat contingent in the decades after the civil rights revolution, has retained a more diverse base. Since the Clinton presidency, it has hewed to the center-left on issues from welfare reform to fiscal policy. While the Democrats may have moved from their 40-yard line to their 25, the Republicans have gone from their 40 to somewhere behind their goal post....

The GOP’s evolution has become too much for some longtime Republicans. Former senator Chuck Hagel of Nebraska called his party “irresponsible” in an interview with the Financial Times in August, at the height of the debt-ceiling battle. “I think the Republican Party is captive to political movements that are very ideological, that are very narrow,” he said. “I’ve never seen so much intolerance as I see today in American politics.”

And Mike Lofgren, a veteran Republican congressional staffer, wrote an anguished diatribe last year about why he was ending his career on the Hill after nearly three decades. “The Republican Party is becoming less and less like a traditional political party in a representative democracy and becoming more like an apocalyptic cult, or one of the intensely ideological authoritarian parties of 20th century Europe,” he wrote on the Truthout Web site....

We understand the values of mainstream journalists, including the effort to report both sides of a story. But a balanced treatment of an unbalanced phenomenon distorts reality....

ARE YOU PART OF THE NEW SILENT MAJORITY?
IT IS TIME TO FIGHT BACK!

MD Juice Society Pages: Photos & Videos from Events w/ MoCo Young Dems, Jubilee, American Constitution Society & More!

Maryland Juice recently checked out a few events around the region and bumped into a number of politicos. Below you can view some photos and videos from our explorations.

EVENT #1: JUBILEE ROAST OF HON. JEFFREY SLAVIN

This year Maryland Juice discovered that the annual Jubilee Roast is apparently the place to be. Indeed, we bumped into numerous politicos at this year's roast of Somerset Mayor Jeffrey Slavin. Councilmember Valerie Ervin, Attorney General Doug Gansler, and Lt. Governor Anthony Brown roasted Mr. Slavin to help raise funds for Jubilee's programs for the developmentally disabled. Below you can view thumbnails from our photo gallery, but we encourage you to check out the full-size photos at Maryland Juice's Facebook Page.

ANTHONY BROWN TEASES DOUG GANSLER: We also provide two videos from the Jubilee Roast. The first video features Lt. Gov. Anthony Brown commenting on a potential running-mate from Montgomery County. Mr. Brown also pokes fun at Attorney General Doug Gansler in the clip below:

COUNCILMEMBER VALERIE ERVIN ROASTS JEFFREY SLAVIN: The second video is a small clip from County Councilmember Valerie Ervin's roast of Jeffrey Slavin:

Lt. Gov. Anthony Brown mingles with guests at the Jubilee roast of Somerset Mayor Jeffrey Slavin.

EVENT #2: MOCO YOUNG DEMOCRATS POLITICS PANEL

Last month, Maryland Juice had the privilege of speaking on a panel with Center Maryland's Josh Kurtz and WTOP's Kate Ryan. The Montgomery County Young Democrats invited us to come and discuss local politics. Democrats of all ages came out for the event, including a number of elected officials -- and even CD6 GOP candidate Robin Ficker. The Young Dems published a number of photos on their Facebook page, but we hijacked a few of them below:

Moderator Evan Glass, David Moon (aka Juice), Kate Ryan, Josh Kurtz.
MoCo Young Dems Officers with panelists and Councilmember Valerie Ervin.
Recent U.S. House candidates Dave Lockwood and Robin Ficker chatting with Maryland Juice.
Former Delegate Saqib Ali, Delegate Shane Robinson & MoCo Democrats discuss local politics.
Board of Ed. District 2 candidate Rebecca Smondrowski chats with MCYD Secretary Nik Sushka.

EVENT #3: AMERICAN CONSTITUTION SOCIETY MOCO LAUNCH

Last night, Maryland Juice dropped in on the American Constitution Society's Montgomery County launch. We only snapped a couple of photos at this event, since we arrived at the tail end of the program. But we were told a few politicos dropped in to support the group's advocacy of liberal legal principles, including State Senators Brian Frosh & Jamie Raskin, Delegates Bill Frick, Brian Feldman & Jeff Waldstreicher, and Gaithersburg Councilmember Ryan Spiegel.

State Senator Jamie Raskin and MoCo Democratic Central Committee Member Marc Korman.
MoCo attorneys at the ACS kickoff event.

EVENT #4: SWEETLIFE FESTIVAL

Maryland Juice checked out the Sweetlife music and food festival at HoCo's Merriweather Post Pavilion last weekend. I was there mainly to hear an excellent instrumental rock band called Explosions in the Sky. But amazingly, in the crowd of thousands, a former aide to State Senator Rob Garagiola spotted me, and so I got to chat a bit of politics at the festival. I'm still amazed he spotted me, given the mob-like atmosphere (see my photo below):

Maryland politicos are everywhere, apparently! Even at HoCo music festivals.

MoCo JuiceBlender: Ambulance Fee Returns, O'Malley Launches Bike Share, Roger Berliner Calls for Innovation Officer

PLUS: A WARNING TO DEMOCRATS ABOUT INTERNET POLICY

Now that Annapolis legislators are currently pausing from legislative activity, Maryland Juice is paying closer attention to policy proposals floating through Montgomery County. We've provided extensive commentary on County Executive Ike Leggett's corporate welfare plan for Lockheed Martin, but there is much more to discuss. Below we provide a few recent tidbits, starting with a news item on a proposed Montgomery County ambulance fee:

JUICE #1: IKE LEGGETT'S AMBULANCE FEE PROPOSAL BACK FROM THE DEAD - MoCo politicos are likely familiar with the long-running debate about whether to charge insurance companies for residents' use of County ambulances. The proposal passed the County Council in 2010, but was struck down by voters later that year. Now County Executive Ike Leggett seeks to overturn the will of voters and is attempting to pass the ambulance fee yet again. Should the Council pass the plan one more time, opponents would have to organize yet another petition drive to strike down the measure. That doesn't seem fair -- no matter where you stand on the ambulance fee. The Washington Post reported last week:
WASHINGTON POST: An ambulance fee is back on the agenda in Montgomery County.

On Thursday, Montgomery County Executive Isiah Leggett (D) proposed legislation to reinstitute the fee, which was struck down by referendum in 2010....

After dueling campaigns that involved hundreds of volunteer and career fire and rescue personnel, the law failed in a referendum. Leggett said the circumstances are different this time, because the state legislature is in the midst of adding significant costs to the county.

The General Assembly approved changes to the formula deciding how much counties must allocate each year for school funding, and Leggett said he expects that the legislature will soon enter a special session to approve a shift of teacher pension costs to the counties. Both measures will create substantial costs to the county in the long term, and Leggett said he wanted a stable source of revenue to help mitigate the effect.

“It would be irresponsible not to put this as an option given the financial conditions we’re in today,” he said.
Maryland Juice finds Ike Leggett's worries about MoCo's cash-flow to be very strange, given that the County Executive seems to think we have hundreds of thousands of dollars to give away to profitable multinational corporations right now.

JUICE #2: COUNCIL PRESIDENT ROGER BERLINER CALLS FOR MOCO INNOVATION OFFICER - MoCo's current Council President Roger Berliner has at least one idea for a better way to spend county money than on mindless corporate welfare. Yesterday, he sent some of his colleagues on the County Council a letter calling for MoCo to hire a Chief Innovation Officer (CIO). In a letter to members of the County's Government Operations (GO) Committee, Mr. Berliner stated some concrete goals for a CIO:
ROGER BERLINER: ...an early funder of Twitter and a representative from Google advised us that in their view our County needed to do more to embrace innovation. They specifically pointed to the wealth of data that our County possesses and how other communities are using that data to create economic opportunities.
The Chief Innovation Officer would assist in putting the data our County collects to work for our residents: turning information into services through cutting‐edge technology like mobile phone “apps”. He or she would engage a new generation of problem‐solvers, our County’s most tech‐savvy residents, to come up with new solutions to old problems.

CANARY IN THE COALMINE: AN EARLY WARNING ABOUT INTERNET POLICY: Over and over again, Maryland Juice has pleaded with politicians and policymakers to start taking Internet policy and citizen engagement more seriously than they may have in the past. We already witnessed citizen backlash to proposals to censor or invade privacy on the Internet (ie: SOPA & CISPA). I am pleading one more time for the Democrats to own Internet freedom as an issue, and to not cede one inch to the Republicans. In the short-term I believe this will aid Democrats in building a brand among younger voters; and in the long-term it will build us loyalty among a new majority voting population of Internet users who self-identify as such. More importantly, protecting the free-flow of information (and now commerce) on the Internet should be a bigger government priority than it currently is.

The New York Times today had a timely warning for U.S. policymakers. Germany notably has a multiparty democracy due to their country's proportional representation election system. But amazingly, the third most popular party in the nation right now is The Pirate Party. Given that the party is focused on Internet issues and is only six years old, Maryland Juice thinks this is pretty significant:
NEW YORK TIMES: The sudden roar erupting from the Jägerklause bar in east Berlin’s bohemian Friedrichshain district late on a recent Sunday sounded like the usual soccer-match pandemonium. But the crowd inside, with their jeans and sneakers and easygoing looks, didn’t seem like typical soccer fanatics.

Nor did they look like political operatives — but that’s what they were: members of the upstart Pirate Party, which had just scored a key electoral victory in the small western state of Saarland.

The German Pirates, founded in 2006 and long dismissed as a niche party obsessed with copyright reform and online privacy, picked up four seats in the Saarland regional Parliament, twice as many as the once strong Green Party — and far more than the pro-business Free Democrats, who were shut out.

This month they face their biggest challenge, with elections in two more states, including North Rhine-Westphalia, the country’s most populous. Should the results match recent poll numbers — as high as 13 percent, making the Pirates Germany’s third-most-popular party — they will serve notice that a new electoral force has arrived and offer a compelling political lesson for parties on both sides of the Atlantic.

On the surface, the Pirates are indeed niche: their platform stands for stronger protection for file sharing and against censorship, along with unorthodox ideas like voting rights for teenagers.

But their real goal, and the root of their success, is more meta: using the Internet to create a new structure of politics that can solve the problem of how to energize citizens — not only for the excitement of a campaign but also the often dreary realities of actual governance....

But the Pirates’ generation isn’t as radical as their parents’, and they understand the value of conventional politics. They just believe that it’s stuck in the past....

Still, the real lesson for American observers is not how to build a viable third party, but how Mr. Obama and other politicians must adapt to the political sensibilities of Internet-savvy voters. It’s easy to dismiss the Pirates as a quirky band of idealists. But as countless old-line German politicians can attest, American parties ignore them at their peril.

Montgomery County Council President Roger Berliner Calls for MoCo Chief Innovation Officer (CIO)

JUICE #3: O'MALLEY ANNOUNCES FUNDING OF MOCO BIKESHARE PROGRAM - Montgomery County Planning Board member Casey Anderson alerted Maryland Juice to an exciting new development:
CASEY ANDERSON: I just found out that Montgomery County received a grant to fund their bike-share program. Assuming the County Council funds the required match, the program could be operating by the end of the year. The state grant, if matched by County funds, would pay for all of the bike-share stations proposed inside the Beltway. It looks like there will be 29 stations and 204 bikes for now.
Councilmembers Valerie Ervin and Roger Berliner deserve huge credit for this. Valerie was pushing for bike sharing before anyone else, and Roger has pushed the County's Department of Transportation repeatedly to get it funded. Even MCDOT has come around and seems to be genuinely enthusiastic.

UPDATE:  A Maryland Juice reader notes that several state legislators also played a large role in ensuring funding for MoCo's bikeshare program. Effort was sponsored in the House by Delegates Bill Frick, Al Carr, Ana Sol Gutierrez, Sheila Hixson, Tom Hucker, Ariana Kelly, Susan Lee, Eric Luedtke, Heather Mizeur, and Jeff Waldstreicher. In the Senate, the measure was sponsored by Senators Brian Frosh, Rich Madaleno, and Jamie Raskin

Maryland's Department of Transportation made the announcement via press release yesterday (excerpt below):

GOVERNOR O’MALLEY KICKS OFF BIKE MONTH
BY ANNOUNCING $2.5 MILLION IN GRANTS
TO BRING BIKESHARE STATIONS TO MARYLAND

Seven Winners throughout the Baltimore-Washington Region

HANOVER, MD – As part of the O’Malley Administration’s Cycle Maryland Initiative, Governor Martin O’Malley today kicked off bike month, by announcing the first seven winners of his new Maryland Bikeshare Program grants to help Maryland communities plan, establish or expand bikeshare programs.  He announced the new Maryland Bikeshare Program in November 2011 to create bikeshare systems in Maryland.  Bikeshare systems can help solve the “last mile” problem, connecting public transportation riders to their final destinations.  Governor O’Malley’s new program will provide $2.5 million this year to three counties and several municipalities for a variety of projects in different stages of development from feasibility assessment to implementation of bikesharing stations....

JUICE #4: MOCO TO FACE EMPLOYEE RECRUITMENT COMPETITION FROM VA? - Maryland Juice periodically gets irate when policymakers blindly believe unproven claims that our state and county tax rates are responsible for residents moving to Virginia. During the recession (and even today), Virginia was constantly being used a bogeyman to justify tax cuts, corporate welfare, pay freezes, and government layoffs. Now some policymakers are hinting that we need to reverse course. Amusingly, the argument is still competition with Virginia. See the recent debate about government employee pay in The Gaithersburg Patch:
GAITHERSBURG PATCH: Instead of pay raises, most Montgomery County employees could receive a one-time $2,000 payment next year, according to a compensation and benefits package reviewed by a council committee Tuesday.

Analysts briefed the Government Operations Committee on County Executive Isiah Leggett’s recommendations, needed because the economic outlook was “uncertain,” Council Staff Director Stephen B. Farber said Tuesday.

According to county records, the lump-sum payouts to county government employees would cost $16.5 million — $14.4 million coming from tax-supported funds — and would include “longevity adjustments” or raises for certain employees who’ve worked for 20 years, according to county records.

Roughly 500 employees would be eligible for such a raise, a cost of $1.3 million, county data show....

Councilman Hans Riemer, D-At Large, said he was concerned that surrounding counties were doing more to increase employee pay, making Montgomery County seem like an “outlier.” Councilwoman Valerie Ervin, D-Dist. 5, asked Farber for “apples-to-apples” figures from surrounding counties and jurisdictions in Northern Virginia.

Councilwoman Nancy Navarro, the committee’s chairwoman, said offering the lump sum instead of pay raises was not ideal, but it was “better than nothing” given the state of the economy and not knowing whether the county would wind up picking up teachers’ pension costs — part of the so-called doomsday budget that resulted from the General Assembly’s unfinished business.

VIDEO: Montgomery Councilmember George Leventhal Slams Steve Silverman on Ike Leggett's Lockheed Martin Welfare Plan

PLUS:  SEE VIDEO COMMENTARY FROM VARIOUS COUNCILMEMBERS ON LEGGETT'S PLAN

BACKGROUND: Maryland Juice has been tracking the strange saga of Montgomery County Executive Ike Leggett's repeated efforts to give Lockheed Martin nearly $1 million from the government treasury -- in exchange for nothing at all. He previously sought County Council approval for his corporate welfare plan, but the nine-member body balked at the idea. Two years later, he has re-packaged the welfare plan as an economic stimulus measure, and is trying once again to spend money on mindless corporate welfare. Montgomery County resident Jean Athey, has a new column at the Foreign Policy in Focus website, that explains some of the political context to the Lockheed controversy.

Most County Councilmembers have expressed disapproval at the idea of using economic stimulus dollars to give a single, profitable corporation a tax rebate. But even some who oppose the Leggett plan are still open to the idea of permanently implementing a tax break for Lockheed Martin. Below, we provide several video clips of Councilmembers expressing their opinions on the Lockheed welfare plan:

MARYLAND JUICE CAMEO AT COUNCIL COMMITTEE MEETING: Last week, Maryland Juice reported that the proposed Lockheed tax giveaway was debated during a County Council PHED committee meeting. We have now obtained video footage of the April 26th meeting and are amused to see that Maryland Juice's advocacy against the Lockheed welfare plan was a topic of discussion (see below).

Below Maryland Juice presents a random blend of tidbits from recent political news. We begin with an early peek at Maryland's 2014 Attorney General's race:

JUICE #1: EARLY PEEK AT 2014 ATTORNEY GENERAL PRIMARY - Last week, Maryland Juice previewed lists of potential 2014 candidate fields. We did not, however, discuss the 2014 Attorney General's race -- and now Center Maryland's Josh Kurtz has beaten us to the punch! Today, he published a worthwhile analysis of the early dynamics. We print an excerpt from Josh Kurtz's column below, followed by a current list of the potential candidates:
CENTER MARYLAND: ... it’s been widely assumed that state Sen. Jamie Raskin ... will try to replace [Doug Gansler] in the AG’s office when the time comes.

Raskin told me last week that he’s still thinking seriously about it and hopes to make up his mind sometime in the fall (his most immediate electoral priority, he said, is preserving the same-sex marriage law and the DREAM Act on the ballot in November)....
