Shannon Sneed Plans Write-In Campaign for Baltimore City Council District 13

Two weeks ago, Maryland Juice wrote about the 15-vote margin in the Baltimore City Council District 13 race. The battle between incumbent Warren Branch and newcomer Shannon Sneed stretched for days after the election ended. But at last check, Mr. Branch had doubled his margin, thereby ending discussions of a possible recount. Even still, Mr. Branch's surge in the absentee count led Mr. Branch's 2007 opponent Vernon Crider, to launch allegations of impropriety.

B'more blog Baltimore Brew had a write-up of the race, which they called a "David and Goliath" battle. Since then Ms. Sneed conceded the Democratic Primary to Mr. Branch, but she now appears to be weighing a write-in campaign for the General Election.

Today, a Maryland Juice reader tells us the story may not yet be over. They point us to a post on Shannon Sneed's Facebook page. On it, she announces that she's filed as a write-in candidate in the General Election:


The General Election is scheduled for Tuesday, November 8, 2011 (voting information here). Though write-in campaigns are notoriously difficult to win, it has been done -- even on a large scale (see ie: DC Mayor Anthony Williams). Also, General Election turnout in all-Democratic Baltimore will be very, very low. Turnout in the 2007 General Election was a measly 1,970 votes, so a motivated challenger could organize a mobilization effort.
