Gov. Larry Hogan Tows Trump & Carson's Party Line on Syrian Refugees // Will HoCo's Exec Allan Kittleman Break With GOP?

A SHAME IN MARYLAND: In the week following the tragic terrorist attacks in Paris, 30 Governors have said they won’t allow Syrian refugees to resettle in their states until security concerns are concerned. All but one of those governors have been a Republican.

Maryland Governor Larry Hogan - who is huddling with his fellow Republican Governors at their conference in Las Vegas this week - had initially sought more time to make a “reasoned and careful decision“ but a day later followed the direction of  almost all the Republican candidates for President and called on federal authorities to “cease any additional settlements of refugees from Syria in Maryland.

Granted, Hogan - nor any of his fellow governors - don’t really have anything with whether refugees are allowed into the US or where they are resettled. Though they can make the lives of women and children fleeing a violent civil war even more miserable. Also it doesn’t seem to matter that of the 2 million refugees welcomed in the US since 1990, zero have been involved in a terrorist attack.

THE ACTUAL SCREENING PROCESS FOR SYRIAN REFUGEES: The US - which has a stringent 18-24 months process to vet and approve refugees - admitted less than 200 Syrian refugees between 2011 and 2014, and only recently quickened the pace. According to the US State Department, 39 such refugees have resettled in Maryland since 2011 - 79% of them arriving in 2015. The United States had planned to accept 10,000 refugees in 2016. In contrast, French President Francois Hollande said his country would accept 30,000, and expend 50 million euros to support refugee housing.

MARYLAND DEMOCRATS RESPOND: Hogan’s decision has drawn widespread criticism from Democrats. Rep. Cummings called Hogan’s actions “heartless” and “a betrayal of America’s values” while Rep. Van Hollen decried the Governor’s “shameful” demagoguery. Former Governor O’Malley - who was the first Democratic candidate for President to call on the Obama Administration to accept more refugees fleeing Syria’s civil war -- called on Americans to “overcome fear and remain true to [our] values.”

Local Democratic leaders have also sought to separate themselves from the Governor. Baltimore Mayor Rawlings-Blake released the following statement (emphasis mine):
BALTIMORE MAYOR STEPHANIE RAWLINGS-BLAKE: Baltimore, Maryland and the United States have proud traditions of welcoming refugees seeking assistance from crises around the world. There are few among us who can claim that their ancestors were indigenous to the United States. Welcoming immigrants and New Americans is a critical part of my strategy to grow Baltimore, and I hope that refugees from Syria will look to our city as a potential place to call home.
This call was echoed today by the Democratic members of the Howard County Council. On Thursday, In a letter to Governor Hogan, the four Democratic members of the Council - Mary Kay Sigaty, Calvin Ball, Jenn Terrasa and Jon Weinstein - stated (emphasis mine):
HOCO DEMOCRATIC COUNCILMEMBERS: In Howard County, we know that our diversity is our strength. Your request to end the settlement of Syrian refugees under the guise of protecting Marylanders erodes that strength by succumbing to fear—a fear that leads to overt racial profiling, which is an affront to our values. Opening our doors to those who are fleeing violence does not endanger our safety; it shows our compassion and hope.
1 in 5 of Howard County’s residents are foreign born and come from over 90 countries. None of Maryland’s current Syrian refugees are located in the County.

WAITING FOR KITTLEMAN: A spokeswoman for Governor Hogan reiterated his stance on Friday. There has been no response from Republican County Executive Allan Kittleman. Blinding following national Trump-Carson Republican herd not only threatens Hogan and Kittleman image as as kinder, gentler Republicans - but their compelling sales pitch as non-ideological, post-partisan executives. Sure, there may be no direct political risk (and as the Huffington Post wrote - hating refugees is pretty much as American as apple pie) - but calls into question their reputation. Hogan and Kittleman still need Democrats to govern - and and mean-spirited decisions could poison the well and erode trust.

HEAD START: Howard County Pols Launch Campaigns for 2014 // Candidates Enter County Exec, Council & State House Races

BACKGROUND: Maryland Juice has been somewhat surprised to see a surge in recent activity from a few politicians representing Howard County. Indeed, it seems that several would-be 2014 candidates are already aggressively launching campaign operations. Below we highlight a few items that came across our desk.

KEN ULMAN'S DEPARTURE FROM TRIGGERS HOWARD COUNTY DOMINOES: First, it is worth noting the circumstances that may be driving much of the political activity. There are several reasons for the early campaigning in HoCo. First of all, term-limited HoCo Executive Ken Ulman is off running for Governor right now, making his office available to ambitious politicians in the area. Political observers expect some number of the five HoCo Councilmembers to enter the County Exec race, which is going to trigger dominoes further down the political ladder. Indeed, it already appears that the County Exec jockeying could be causing folks to eye the soon-to-be-vacated HoCo Council seats.

Last June, The Baltimore Sun's "Explore Howard" website noted that Republican State Senator Allan Kittleman was gearing up for a 2014 run for County Executive. They also noted his likely Democratic competitors (excerpt below):
EXPLORE HOWARD: Asked if there were any other Republicans interested in running for county executive, [HoCo GOP Chair Loretta] Shields said: "No one has stepped forward to say they're interested."

In addition to the many people who have encouraged him to run, Kittleman said he commissioned a poll.... The poll showed Kittleman 20 points ahead of both Del. Guy Guzzone and County Council member Courtney Watson, widely considered the two most likely Democratic candidates.

"The results of that poll show that someone who's pro-business, a fiscal conservative and supports individual freedom can win in Howard County, even with an 'R' next to their name," Kittleman said....
A couple weeks ago, HoCo Rising blogger Tom Coale highlighted the status of fundraising for key Howard County politicians:
HOCO RISING: With many thanks to our local politicians for filing early, here are some of the more interesting fundraising totals for Howard County elected officials:
Courtney Watson -- $254,410 Raised; $374,457 On Hand
Guy Guzzone -- $61,600 Raised; $227,475 On Hand
Calvin Ball -- $85,425 Raised; $190,384 On Hand
Mary Kay Sigaty -- $753 Raised; $21,120 On Hand

Allan Kittleman -- $170,655 Raised; $184,194 On Hand
It is not insignificant that right now Kittleman does not have a challenger in the 2014 Republican Primary, whereas Democrats appear to be headed into a contested primary. Nevertheless, Democratic HoCo Councilmember Courtney Watson has banked almost twice as much cash as Kittleman so far.

SEN. ALLAN KITTLEMAN ON THE ISSUES: HoCo Rising also noted recently that Sen. Kittleman is now promoting a good government agenda in Annapolis, ahead of his run for County Executive. Notably, Kittleman was also named Maryland Juice's 2011 "Marylander of the Year" after he stepped forward as the only GOP State Senator to support marriage equality, during the era of the Tea Party. This year Kittleman is also co-sponsoring the non-discrimination bill against transgender residents, and he is weighing whether to support repeal of the death penalty in Maryland. This issue positioning makes sense, given that Kittleman is running for office in an increasingly liberal county. Sadly, some of Kittleman's Democratic colleagues in the state legislature seem to be less savvy about electoral math.


LOOMING STATE HOUSE BATTLES: Turning our attention to HoCo's state legislative campaigns,  much of the action is being generated by the departure of progressive Delegate Liz Bobo from her HoCo-anchored District 12 House seat. Last September, Bobo announced she would be retiring at the end of her current term. A number of area politicos are expected to wage campaigns for her seat in 2014, but Bobo's retirement is only one of the factors drawing in new challengers. After all, in the last round of state legislative redistricting, two of Howard County's State House districts were merged into an at-large 3-member district. This could create unpredictable dynamics for the D12 incumbents, given that candidates running for Bobo's open seat will now also be challenging incumbent House members Steve Deboy and Jim Malone (both Democrats from the Baltimore County part of D12).

PRIMARY DEL. STEVE DEBOY: Notably, as Sen. Allan Kittleman is noticing, Howard County has become increasingly liberal and Democratic in its voting behavior. But Democratic elected officials like Delegate Deboy still voted against both marriage equality and the Dream Act. Maryland Juice would not be surprised to see this voting record become in issue in a 2014 Democratic Primary, especially with a flood of new voters in Deboy's redrawn district. After all, politicians like Deboy (a former cop) make advocates waste gobs of effort trying to persuade them to do the right thing. What an unnecessary waste of our time.


Here are a few bits of juice about Howard County politicians lining up for the 2014 battles:

JUICE #1: HOCO COUNCILMEMBER COURTNEY WATSON HIGHLIGHTS FUNDRAISING RESULTS - As noted above, HoCo Councilmember Courtney Watson is currently the fundraising leader in the race for 2014 Executive. A couple weeks ago, she put out the following press release touting her success (note: photo added by Juice):

Ellicott City, MD.  Howard County Councilmember Courtney Watson is filing the annual Campaign Finance Report to the Maryland Board of Elections today and will show $254,000 raised during the past year with a $374,000 bank balance.

“I am working hard to make Howard County an even better place to live and work.  We should all be proud of the progress we are making.  Our schools continue to perform at the highest level, we are providing new recreation opportunities, and have attracted our first Whole Foods to Columbia’s downtown.  I am committed to continuing this progress in Howard County”.

Watson surpassed her fundraising goal this year and said she was particularly pleased that nearly 70% of the 574 contributions were of $250 less.  Watson was elected to the Board of Education in 2002 and was twice elected to the County Council in 2006 and 2010.

JUICE #2: FORMER DISTRICT 9A HOUSE CANDIDATE JON WEINSTEIN LAUNCHING CAMPAIGN FOR SOMETHING - Maryland Juice was recently invited to the campaign kickoff of former District 9A House candidate Jon Weinstein. In 2010, Weinstein was one of two Democrats nominated for the D9A race, but he came in fourth place against two Republicans and a fellow Democrat. His upcoming event is titled simply, "Jon Weinstein for Howard County," and doesn't specify what he is running for:


Notably, Weinstein no longer lives in House District 9A, as redistricting placed him in the new District 9B -- currently represented by GOP Delegate Susan Krebs. Weinstein does however live in Sen. Allan Kittleman's District 9 -- and as we noted above, that is likely to be an open seat in 2014. Moreover, Weinstein also lives in Courtney Watson's HoCo Council District 1. Which office is he running for?


JUICE #3: CLARENCE LAM CAMPAIGNING FOR DISTRICT 12 HOUSE SEAT - Previous rumors indicated HoCo Councilmember Mary Kay Sigaty might run for Liz Bobo's open House seat, and if that happens, there would obviously be another open seat on the County Council. Notably, Councilmembers face a three-term limit, while State House members have no term limits.

But in the meantime, HoCo Democratic activist Clarence Lam is already up and running with an exploratory campaign for Liz Bobo (and Steve Deboy's) District 12 House seats. On his campaign website, Lam describes himself as an President of the HoCo Young Democrats and co-director of the Maryland Dem's Asian American Outreach. He has also been sending out email blasts touting his early campaign organizing (see one example below):

3) Organize house parties and meet & greet receptions in order to increase the awareness and visibility of our campaign.

Peter Franchot Releases Internal Poll From Aborted Governors Race // PLUS: Del. Brian Feldman Weighing 2014 Comptroller

UPDATE: The Gazette's C. Benjamin Ford printed comments today from Del. Brian Feldman about a possible primary challenge against Comptroller Peter Franchot (excerpt below):
GAZETTE: Del. Brian J. Feldman (D-Dist. 16) of Potomac, a tax lawyer and certified public accountant, told The Gazette on Thursday that he is eyeing a possible bid. During the upcoming legislative session, he plans to talk to people from across the state and weigh whether he has enough support to challenge Franchot....

His experience as a tax lawyer and CPA make for an “ideal background” for a comptroller, he said. Feldman said he has disagreed with Franchot on several issues, including finding funds to meet the state’s transportation infrastructure needs. Feldman supports raising additional revenues to pay for transportation projects, while Franchot has opposed it.

Maryland Juice has two interesting tidbits regarding the Free State's 2014 election cycle, including leaked polling results from Comptroller Peter Franchot's aborted gubernatorial campaign.

JUICE #1: BRIAN FELDMAN FOR COMPTROLLER IN 2014? - First, knowledgeable sources are discussing the possibility that Del. Brian Feldman will challenge Peter Franchot in a Democratic Primary for Comptroller. Feldman, a Democratic lawmaker from Montgomery County, had been known to be interested in the race. Moreover, the field might be more clear for him now that State Senator Jim Rosapepe has decided against challenging the incumbent Comptroller. Our sources also speculate that labor organizations and certain Democratic officials might be willing to aid efforts to unseat Franchot. Could Brian Feldman become the beneficiary of these efforts?

It seems plausible that Peter Franchot could be vulnerable in a Democratic Primary. After all, the state's Primary electorate is quite liberal, but Franchot has sometimes employed inflexible, Tea Party-style rhetoric regarding taxes, spending and revenue in Maryland. On the other hand,  Franchot's almost run for Governor has been a strength for his fundraising operation. As I recall, he had at least $1 million in the bank at last check, so any challenger would need to catch up quickly on fundraising. That means that those who wish to make an example of Franchot better be prepared to work hard and employ a strong (well-financed) message.

JUICE #2: FRANCHOT RELEASES INTERNAL POLLS FROM ABORTED GUBERNATORIAL BID - The possibility that challengers are considering a run for Comptroller might explain why the incumbent Peter Franchot decided to release his internal campaign polls. It seems that while he was exploring a run for Governor, Franchot's polls purported to show he was in 2nd place for the race to succeed Governor O'Malley in 2014. More to the point, Franchot's poll results claimed that a rough majority of voters would support him in a re-election bid for Comptroller. Yesterday Tom Coale released these details and more at the HoCo Rising blog (excerpt below):
HOCO RISING: Normington Petts & Associates took the poll from likely Democratic Primary voters in May and December of this year.  The number of respondents was not disclosed.  These voters had an 85% favorability rating of the President and 70% for Governor O'Malley....

Although 53% of respondents remain undecided on the current slate of candidates, for those that have made up their mind, voters lean heavily towards Brown.  If the race were held today, with all four candidates in the race, the projected results would be:
  • Brown    22%
  • Franchot 13%
  • Gansler   8%
  • Ulman    4%
Leaving the Gubernatorial race, 49% of respondents said that if the election were held today, without knowing the opponent, they would vote to re-elect Peter Franchot to the Comptroller's office, which may respond to some of Franchot's critics saying he has gone too far to the right to do well in a state-wide primary. 
QUICK COMMENT ON FRANCHOT'S POLL - Maryland Juice has also obtained a leaked copy of the polling memo and summary results from the survey that HoCo Rising discussed yesterday. See both items below, preceded by my quick caveats. First, Franchot's internal poll results seem pretty convenient for him, given that his own ambitions have created a laundry list of Democrats interested in applying for his job.  Now that he is running for re-election, it seems obvious that he would want to dissuade challengers from entering the race.

But on a very basic level, Franchot's poll results beg the simple question: why did Franchot leave the race if he thought he was in a competitive 2nd place? Also note that Maryland Juice previously published Anthony Brown's internal numbers, and the Lt. Gov's poll results showed Attorney General Doug Gansler in 2nd place (not Franchot). Brown's poll also claimed that with Franchot out of the race, Gansler and Brown would each gobble up equal shares of Franchot's supporters.
