Maryland's 3rd Congressional District race has been a bit of a sleeper. But for many voters in Montgomery County, Democratic Rep. John Sarbanes is a new face. The Greater Olney Civic Association and Olney Chamber of Commerce will sponsor a debate in Maryland's newly drawn Third Congressional District. (This may be the only one. We haven't heard of others.)
