Maryland Finally Abolishes the Death Penalty & Joins Civilized World // Here are the Democrats Who Voted Against Repeal

Today Maryland joined the civilized world and finally abolished its use of the death penalty. Last week the State Senate voted to repeal the death penalty (roll call here), and today the House of Delegates followed suit with a 82-56 vote in support of abolition.

It's about freaking time, people.

ON LIFE VS. DEATH, A SAD PARTY LINE VOTE - The death penalty repeal vote was (sadly) a mostly party line affair, with all but two Republican House members voting against the "pro-life" position. Only two Republican Delegates maintained consistency in their "pro-life" beliefs and joined Democrats in repealing executions: Susan Aumann and Bill Frank (both Catholic Republicans). In contrast, most Democrats voted to end state murder. But 18 Democrats joined the GOP (including one Charles Barkley from MoCo) and voted to continue using taxpayer dollars to pay state employees to kill people. You can see the Democratic Hall of Shame below. I also flagged the pro-death penalty Democrats who voted against marriage equality and the Dream Act. Interesting patterns:

GOP NOT PLANNING ON PETITIONING EXECUTION BAN TO REFERENDUM - Now the death penalty repeal measure heads to Gov. Martin O'Malley's desk to be signed into law -- and believe it or not, The Washington Times reported this week that Republicans appear unlikely to petition the ban on executions to referendum (excerpt below):
WASHINGTON TIMES: Maryland Republicans might concede the fight over the state’s death penalty, saying that they are unlikely to mount a referendum effort as the House prepares to grant final passage to a repeal....

In recent years, outnumbered Republicans in Maryland have used online petitions to send several controversial Democratic proposals to referendum, but the lawmaker who helped lead those efforts says he doesn’t see it happening for the death penalty....
Delegate Neil C. Parrott said he hasn’t completely ruled out leading a petition drive, but that a campaign would face long odds and might not do much to affect policy in a state where recent laws have already made it extremely difficult for prosecutors to pursue executions.
Maryland Juice hopes that Parrott and his crew of petitioners hold to these statements, because right now the only other person who desires a death penalty referendum is Senate President Mike Miller.

Saqib Ali Announces 2014 Run for State Legislature on Facebook // Former Delegate Seeks Office in District 39

UPDATES: The Facebook post has now been taken down. Also, I just noticed that the message below doesn't specify a run for State House or State Senate. Hmm.


Lastly, it is worth noting that there doesn't appear to be any campaign finance activity from Saqib Ali yet. That means he will likely be starting his fundraising from scratch. More on this story soon!


A Maryland Juice source has tipped us off to a notable post on former Delegate Saqib Ali's Facebook page.  Through a message sent via mobile phone, Ali announced, "I'll be running for a seat in Maryland's State Legislature from Maryland's 39th District in 2014" (see image below).


District 39 is currently represented by State Senator Nancy King (who defeated Saqib Ali in a 2010 Democratic Primary), and three incumbent Delegates: Charles Barkley, Kirill Reznik and Shane Robinson. Notably, to my knowledge, none of the incumbents has announced they are retiring.

Since the most recent campaign reports just got posted, I thought it might be interesting to take a look and see how much money the incumbents had in the bank.

Police Union Accuses MoCo Exec & Council of "Making False Statements" About Question B // PLUS: Electeds Take Sides

BACKGROUND: Montgomery County's police union is sparring with the County Executive and Council over "effects bargaining rights." A "vote for" Question B this November would eliminate the Fraternal Order of Police's ability to bargain over certain management decisions impacting their work.

Elected officials and organizations in the County are beginning to take sides. Below you can see the latest materials from the police union, including a flyer rebutting Montgomery County's most recent Question B advocacy, a list of endorsers for a "vote against" Question B, and a video of a recent labor union press conference on the issue:

MoCo Question B Update: Labor Leaders Urge County Voters to Oppose "Effects Bargaining" Repeal & "Scott Walker" Efforts

Yesterday, labor leaders and some MoCo Democratic politicos held a press event to urge residents to "vote against" Question B on Montgomery County's November ballot and to fight "Scott Walker" efforts. A "vote against" would protect "effects bargaining" rights for MoCo police officers. See an excerpt from The Gazette's coverage, as well as a press statement from the Fraternal Order of Police Lodge 35:
GAZETTE: Union advocates Wednesday urged residents to vote against ballot Question B this November, and retain the process by which the Montgomery County police union negotiates the effects of management decisions.

“The [Fraternal Order of Police], the [International Association of] Fire Fighters and every other union that represents individuals in the state of Maryland are part of the greater Maryland labor family. And if you attack one, you are going to fight us all,” said Gino Renne, president of the county employee’s union....

Thirty years ago Montgomery County made a promise to its police when it established a process for negotiating the effects management decisions have on police and their families, said state Sen. Roger Manno (D-Dist. 19) of Silver Spring....
