EXCLUSIVE INTERVIEW: Attorney General Candidate Jon Cardin Talks About His Dream Act Vote, Brian Frosh & More!

Below, Maryland Juice writer Dan Furmansky provides an in-depth Q&A with Delegate Jon Cardin, a Democratic candidate for Attorney General. NOTE: This is part 1 of 3 of Dan's fascinating interview with Cardin. Mr. Furmansky explains the context for this interview below:
DAN FURMANSKY: In October, I was proactively contacted by Jon Cardin’s campaign manager, Andy Carton, who requested that I sit down with the Attorney General candidate to conduct a more rigorous and challenging interview than what Del. Cardin has thus far experienced in his interactions with traditional press. 

Prior to Thanksgiving, I met Del. Cardin at a Caribou Coffee in Bethesda to ask him a range of questions touching on what he feels makes him the progressive choice for Attorney General to his votes on the DREAM Act and Lockheed Martin bill to his thoughts on the best way to address agricultural pollution in Maryland.

We also discussed where he stood on proposals to legalize and regulate marijuana in Maryland, his attitude about tying a corporate tax cut to a minimum wage increase, whether he thinks we need a new process for redistricting in Maryland, and even my own feelings that he has mischaracterized himself as a “strong and early supporter” of marriage equality in Maryland. Del. Cardin was incredibly generous with his time. Here is the 1st of 3 parts from my robust conversation with him.

ARTICLE 1 OF 3: CARDIN VS. FROSH, WHY CARDIN BELIEVES HE IS THE PROGRESSIVE CHOICE, THAT PESKY DREAM ACT VOTE, AND MUCH MORE

SECTION 1: JON CARDIN'S BACKGROUND

DAN FURMANSKY: You bring unique experience with you to this campaign, including your time in the House of Delegates, an impressive array of academic degrees, experience as a non-profit executive director, and your experience running a law practice. For starters, can you tell our readers a bit about your non-profit experience?

JON CARDIN: Sure. Out of graduate school in public policy and Judaic Studies, I got a job for a foundation called the Project Judaica Foundation, which focused its time…on a Department of Defense grant they got before I started on doing research on Eastern European culture, pre and post Holocaust artifacts, and Cold war era, cultural phenomenon. And it was geared towards the Holocaust survivors and Holocaust victims, and sort of, the culture that they left behind. It also focused on everything else…the president of the foundation wanted to do.

So another thing we did, we worked on art exhibitions based on the life and death of Yitzhak Rabin, and we worked in partnership with the Smithsonian Institute on an international exhibition of the Dead Sea Scrolls, an international exhibitions of the Library of Congress' Judaic collection. That was…the more museum, research side of the Foundation. The other side of the Foundation dealt with American legislative process, which is where I spent most of my time. Because we had our researchers and grant person doing the other work, and I was bringing in groups from foreign countries and states, and from all places, Indian reservations and Indian tribes, to learn about the American legislative process and the uniqueness of American democracy. And we would do everything from visits with elected officials, with lobbyists, with press, with administration officials, with agency heads, with heads of museums, and other groups, in order to inform people on…how the American system works, of…law, diplomacy and policy works.

One specific example would be the country of Namibia, which was a just-developing democracy from Africa, was looking to learn how to set up governmental systems. And we brought them in and we actually connected them with researchers and developers from Israel to learn how to create drinkable, potable water, which is of their major issues that they had, is how do we create a safe environment for our people? So in terms of, if there is one major accomplishment…the Hopi Indians, by the way, from Arizona and New Mexico, we also worked on a desalinization program with them and Israel. Those kinds of connections probably created and save the lives of thousands of people, which is really, really exciting work that we did. So those are some examples of my non-profit work.

DAN FURMANSKY: Thank you. Tell me about your law practice. What kind of law do you practice? Who makes up the bulk of your clients?

JON CARDIN: I have a general practice where I deal with multiple legal issues. Everything from probate and estate planning…finalizing the estate and making sure that they are terminated appropriately, to criminal defense, to civil litigation, contract work, personal injury work, a little bit of workers' comp, and other…I’ve done some work in community associations, helping representing them, and other issues that come up that other members of my law firm either give to me or can’t handle because of timing or because of the nature of the issue. I have my own law practice, but I work very closely with my father’s firm, Cardin & Gitomer.

SECTION 2: JON CARDIN ON HIS UNCLE, US SENATOR BEN CARDIN

DAN FURMANSKY: Some people say in this political campaign, the Cardin name is equivalent to having more than a million dollars in the bank. How do you respond to that?

JON CARDIN: I'm blessed to have a mentor like my uncle. I have, starting with my grandfather, I have more than a hundred years of public service dedicated to the state of Maryland, including my own 11 and a half years during which I have been so honored to be able to serve the citizens of the state of Maryland. But the fact is that I’m running to represent every citizen of the state of Maryland and I think that I have a vision…a focus to do just that. And if my last name lends anything to me, it’s the ability to remember how important it is to serve every Marylander. That's what I think it adds.

SECTION 3: JON CARDIN ON VOTING AGAINST THE DREAM ACT

DAN FURMANSKY: The question that most progressives in Maryland want to know is: why did you vote against the Maryland Dream Act?

JON CARDIN: When we were in the legislature, I had a choice. My choice was—well, let me start off by saying this: when the opponents of the DREAM Act came to me with the petition to put to referendum and asked me to be the poster child, I emphatically refused. I refused because I actually don't oppose the DREAM Act. I believe we had a choice, and the choice was between voting for the DREAM Act and voting for the disabled community—the most vulnerable among us. And I chose to vote for the most vulnerable among us. I made it clear in committee, and then in the General Assembly on the floor that the Governor had pulled out $6 million from DDA—the Developmentally Disabled Administration [Developmental Disabilities Administration]—and had put $6 million into the cost of doing the DREAM Act. And I saw this as a zero-sum game and I made it clear that if he reinstated that money, I would support the bill, and if he didn’t, I wouldn’t. And I tried to get my committee to see that it is all about voting for the most vulnerable among us. That's what being a progressive is all about. That’s what running against the grain, being willing to go against the good ol’ boys is all about, and I think that I did that. I knew there would be political consequences. I was well aware and I think I made the right vote. Actually, as Attorney General, first of all, as a human being I support the DREAM Act.

DAN FURMANSKY: How did you vote on it at the ballot in November?

I voted for it. Not for the referendum, but for the DREAM Act. My issue was not philosophically about the DREAM Act. It was about priority funding as a member of the Ways and Means Committee who is tasked with being fiscally responsible and making sure we are looking out for the most important first.

DAN FURMANSKY: Doesn’t that pit the immigrant community against the disability rights community?

JON CARDIN: Look, my goal was not to do that. My goal was to say let’s…we can find…I have been progressive with my votes on taxes. I don't like voting for taxes, for increased taxes, but if you look at my record, I am willing to put my money where my mouth is. So I don't think this is about pitting anybody against anybody. I think it's about the fact that the Governor and the legislature need to take a leadership role and say we're not willing to make this decision. And I wanted to make it clear that when you have an 8,000 person waiting list, the most, most vulnerable, the most sensitive, people who can't even feed themselves, and need help, and they can't even get the state services that we are required to give…the Attorney General is required to make sure that the DDA is providing these services. But when they have a wait list of thousands and thousands, nearly 10,000…this is about fighting as a progressive for the most important among us. And so, I actually would, as Attorney General, I would enthusiastically enforce the law, because I believe in it. I just want to make sure that my opinion was known.

DAN FURMANSKY: In 2011 your colleague Delegate Jill Carter took a walk on marriage equality legislation in the House Judiciary Committee and essentially held it up. The bill didn’t pass that year, and part of her logic was that she didn't have an issue with the bill, which she was a co-sponsor of. Her issue was around school funding in Baltimore and issues that she thought were more urgent and dealt with more vulnerable people. Did you support that tactic?

JON CARDIN: The difference, I would say, is that there was...I was not the 13th vote. I have been the 13th vote on a number of things. I could have held up, for example, the millionaire's tax. I could have held up the increase in sales tax, because we had 13 votes in the Ways and Means Committee for those. I would have loved to have been able to tell my certain members of my community that I voted against those taxes. I know that there are political consequences for voting for increased taxes, especially in Baltimore County where I reside. Much more so than in Montgomery County. And I was willing to take those tough votes. The issue here was about making sure that I made a statement and trying to get folks to follow along. And this wasn't going to be…what we were talking about here was something that was very, very manageable. It was an issue that I…I mean, when you’re talking about an incidental $6 million from once place, $6 million from another place, it is very different than $1 billion or the amount of money that they we’re talking about for Baltimore City schools.

DAN FURMANSKY: Okay. So, as Attorney General, you'd have the power to challenge unlawful local government against immigrants and interpret a string of pro-immigrant reforms. What faith should the immigrant community have in your capacity to do that?

JON CARDIN: The Constitution of the State of Maryland…the United States Constitution…says that you shall not deprive "any person of life and liberty and property without due process of law." That's any person. And…I believe that not only the Constitution but fundamental principles of fairness that dictate that we should not be depriving any person, regardless of their immigration status, of being treated equally. I believe that sincerely and I would say that… the Constitution gives me the ability to do that. In just last year in Arizona v. United States, the Supreme Court determined that there is very, very limited role in enforcement of immigration, federal immigration laws by the state. So essentially, I believe the question has some pointed issues, that aren't really relevant. But…

DAN FURMANSKY: Well…Frederick County has been a good example of a case that just got decided in Federal court, and who knows what that county sheriff is going to do…he looks like a Sheriff Arpaio grandstander…

JON CARDIN: The Attorney General is tasked with making sure that every single person in the state of Maryland is treated fairly and that's what I'll do. My great grandfather came to the United States, started a business with nothing more than a horse and buggy, and that business has moved our family, my parents, my grandparents, to be able to follow their dreams, follow their educational pursuits and really be successful people, and the state of Maryland gave my family a chance. It would be my honor as the next Attorney General to make sure that the next generation of immigrants have the same opportunities.

SECTION 4: JON CARDIN ON PROGRESSIVE POLITICS

DAN FURMANSKY: The vast majority of Maryland Juice readers have a strong progressive political bend, as you know. You’ve no doubt been asked many times what makes you stand out among the candidates in this race, what makes you the best person for the job of Attorney General. But my question is this: what do you believe makes you the progressive candidate?

JON CARDIN: Well, I think that, you know, you not only need to be a progressive candidate, which I believe I am, you need to be someone who can get the job done as well. Just standing up on principle but not having anyone pay attention to you is not a legitimate legislator or attorney general. I have fought for, and will continue to fight for a public funding campaigns program. It has been my bill, my issue, and my bailiwick for the last 10 years, and before that for two years [former Delegate] John Hurson, who was one of my mentors in the General Assembly, allowed me to be the #1 lead sponsor, or the #1 cosponsor, and then handed it off to me when he went on to do bigger and better things.

As the Chairman of the Election Law Committee [Election Law Subcommittee of the Maryland House Ways & Means Committee], I have been an advocate for fighting against voter ID laws that are taking away every single person… disenfranchising every single person, but particularly those most vulnerable among us. I have been proud to sponsor bills that re-enfranchise voter rights. I was a lead sponsor for a bill that expands early voting, that allows and protects people's ability to register to vote during early voting, which is something I’m proud to say I came up with late night in Annapolis and was going over it with the likes of Senator Jamie Raskin…because we both know the constitutional ramifications of registration…on election day, and we found the loophole. I don't want to take full credit, but let’s say we found a loophole together and I was fortunate enough to be the lead sponsor on the bill.

In terms of, I would say, I have a 100 percent record with the environmental community. I think 95% or 96% lifetime, 100% in 2013, that I stand for principles of intrinsic environmental protection for…for intrinsic purposes, but also for the benefit of the entire state of Maryland. Every single person deserves to have a place where we have clean water, and free, clean air. And, I also require my community, and environmental protectors, to justify our positions and if they can't, then we need to revaluate. And I think that's the sign of a good legislator. Not just do stuff for the community because someone tells me to, but to say that we're working together on this, we all are taking ownership of it. We have to be able to justify what we're doing. I think that’s the sign of not only a progressive, but a person who can actually get the job done.

I can go on… with other legislation that I have been interested in, and focusing on… reduction of sexual assaults on college campuses—something we just, we just have been focusing on for… the anti cyber bullying legislation that we passed last year. I will tell you that any proud progressive is one who makes sure that we are not only defending the first amendment of the Constitution of the United States, but we are also protecting our most vulnerable among us.

SECTION 5: JON CARDIN ON DIFFERENCES BETWEEN HIM AND RIVALS

DAN FURMANSKY: Thank you. We'll dig a little deeper into some of the issues as we move forward with questions. So, with all due respect to Delegate Bill Frick and Aisha Braveboy…

JON CARDIN: …They deserve tremendous respect.

DAN FURMANSKY: Absolutely. At this point in the race, your primary challenger appears to be, among political pundits, Montgomery County State Senator Brian Frosh, who is a 19-year-old veteran of the state senate, and has been chair of the Senate Judicial Proceedings Committee for much of that time. Senator Frosh is racking up a long list of endorsements.

I know you will likely indicate that you are not running against anyone but for the office of Attorney General, but people do want to know what differentiates you from Brian Frosh, and why you believe that you are better suited for the job than Senator Frosh?

JON CARDIN: We live in a rapidly changing world. I’m running for Attorney General to keep Maryland two steps ahead…of the threats facing our families, and…we can talk about where we were 30 years ago, and where we are today. Thirty years ago…cleaning the environment was about keeping trash out of the ocean. Now it's about getting trash out of the ocean, and out of the Bay. It’s also about reductions of carbon emissions and their impact on climate change. You’re not going to find anybody any more interested in dealing with those kinds of issues than I am.

Thirty years ago, public safety was about violent crime on the streets. It’s still about violent crime on the street, but also now it’s about hacking and online privacy, cyber security and cyber crime. Somebody needs to be two steps ahead of those new issues that concern our families. The road to civil rights thirty years ago…thirty years ago I was in middle school, and I remember the debates about equal pay for equal work. Well, we still face that issue today, but now we are also facing issues of voter ID laws. I have been a leader on trying to fight against voter ID laws. I have been a leader fighting against domestic violence, child abuse. These are civil rights. Nobody deserves to live in a community where they don't know…if a website is legitimate or trying steal your credit card information. If they are facing a problem with somebody abusing their children right next door. And I think that I have made those new, next generation issues a priority, and dealt with the old and persistent problems.

A perfect example is…who is sponsoring a bill to try and reduce child abuse? I mean, the most vulnerable among us: young kids who are being abused by their parents. And who is not focusing on those issues? I just think that as an Attorney General, your job is not only to determine the constitutionality of law, which is your primary job, but it’s to make sure every Marylander feels protected. It’s not about being a lawyer for every single person in the state, it's about figuring out and working from a legal perspective and as advisor to the legislature and the governor, from a public policy perspective. How do we best do that?

And I think that, I think, that we provide business opportunities, and opportunities for employers to stay or come to the state of Maryland. That is something that the Attorney General needs to be involved in…needs to focus on…because if we don't have an employment base, we don't have jobs.

So, you cannot be focusing your efforts on simply going after bad actors. But also creating good actors. And I think that I have done that, both from a legislative history, historical perspective, I have done that, and my platform demonstrates that. So I think that in those areas, I’m different.

DAN FURMANSKY: In some of your language, I sense buzz words around “next generation” and “thirty years ago,” and I'm wondering if there is some sense that you are trying to appeal to voters that you are a younger candidate…that this is a job that sometimes people stay in it for decades at a time and Senator Frosh has…several years on you?

JON CARDIN: The answer is no. I believe that Marylanders want, should deserve to have someone who is out there thinking about the issues that they are going be facing and making sure that person is protecting every single Marylander to the best of their ability. The question is, what are the issue that we are facing today, and tomorrow? Are we spending more than fifty percent of our time on cyber security, and identity theft, and online privacy? And the answer is, I think we are, and I think we're going have to. I think we have to figure out a way to balance all those issues, which I have spent a tremendous amount of time, and understand what kind of challenges we are facing with environmental protection, with consumer protection, with…making sure that people are getting equal pay for equal work. And I just think that I have a balance and…age is not the issue. The issue is a question of vision, passion, conviction and energy, and I'll leave it open. That’s really the issue.

JUICE #2: NEW CANDIDATES FIRM UP PLANS FOR MONTGOMERY COUNTY COUNCIL RACES - Below Maryland Juice provides a quick round-up of info regarding a few new candidates for Montgomery County's 2014 Council races. The MoCo Council is composed of five members who serve in districts and four members who serve at large (aka countywide).

JuiceBlender: Could Doug Gansler Pick Anti-Gay Running Mate, Pot Lights Up Baltimore Race, O'Malley & Van Hollen on Syria

JUICE #1: GOV. MARTIN O'MALLEY & MARYLAND'S DEMOCRATIC LEADERS RESPOND TO VOTERS ON PROPOSED STRIKES AGAINST SYRIA - Maryland Juice recently reported that anti-war activists have begun pressing the state's Democratic members of Congress on resisting the impulse to carpet-bomb Syria. Below you can see a pair of articles in The Baltimore Sun containing responses from Representatives Chris Van Hollen & Elijah Cummings and Senators Ben Cardin & Barbara Mikulski, as well as from Gov. Martin O'Malley (excerpts below):
BALTIMORE SUN: He knocked on doors in Ohio for President Barack Obama's campaign last year and is active in Maryland's Democratic Party, but Dave Kunes nevertheless opposes the president on what has become the central issue of his second term: whether to launch a military strike in Syria. Kunes, a 24-year-old Silver Spring resident, joined several dozen protesters who rallied in Rockville and Ellicott City on Wednesday to deliver the message that even in Democratic Maryland ... there are deep misgivings about U.S. involvement in another Middle East war....
A Washington Post/ABC News poll released Tuesday found that nearly six in 10 nationwide are against airstrikes. Some Maryland lawmakers, meanwhile, report being flooded with calls. Additional anti-war rallies are planned at congressional offices this week.

Doing nothing, [Van Hollen] said, "would be an invitation to Assad to simply escalate his use of poison gas." As a half-dozen peace activists crowded into the Ellicott City district office of Rep. Elijah E. Cummings, an aide to the congressman, Amy Stratton, told them: "I think you're preaching to the choir...." Cummings said more than 95 percent of the people who have contacted his office on the issue say they oppose a U.S. attack....

Perhaps because of that, most Maryland lawmakers — nine of 10 of whom are Democrats — are wading into the debate carefully. Sen. Ben Cardin, a member of the Senate Foreign Relations Committee, was among the first lawmakers to cast a vote on the issue Wednesday. He supported the Senate resolution, which was approved by the committee 10-7. That measure would allow limited military action for up to 90 days and prohibit the use of ground troops....  Maryland's other senator, Barbara A. Mikulski, is undecided on how she will vote, a spokeswoman said....
Meanwhile, Maryland Governor Martin O'Malley is treading carefully into the debate as he prepares for a 2016 Presidential campaign (excerpt below):
BALTIMORE SUN: Gov. Martin O'Malley on Wednesday questioned U.S. military intervention in Syria, saying that although he has closely followed the discussion in Washington this week, it is still unclear to him exactly what the strike would accomplish....

"I think all of us need a clear understanding of what it is exactly this mission would hope to accomplish - and why should we believe that the sort of strike being advocated would accomplish it," O'Malley said....

JUICE #2: MARIJUANA LIGHTS UP RACE FOR BALTIMORE CITY STATE'S ATTORNEY AS CANDIDATE ANNOUNCES SUPPORT FOR LEGALIZATION - Defense lawyer Russell Neverdon went big today as he announced his candidacy for Baltimore City prosecutor, saying he would support legalizing marijuana. Notably, the current State’s Attorney Gregg Bernstein, who was elected to his first term in office in 2010, isn’t just opposed to legalization. Bernstein also opposes decriminalization (which means making possession of a small amount a civil rather than criminal offense) and therefore supports jail time and criminal penalties for minor non-violent offenders. Might there be racial dimensions to this campaign debate? With an African American challenger supporting legalization and the White incumbent opposing decriminalization, you bet there is.

You may remember that, according to an ACLU report released this summer, Maryland had the fourth-highest rate of marijuana possession arrests in 2010, the last year for which that information is available. In Baltimore black people were more than five times as likely to be arrested as whites, which is above average. Marilyn Mosby, a former prosecutor, is also running. No doubt this topic is going to rear its head again. Here’s the story on Russell Neverdon from WBAL-TV (excerpt below):
WBAL TV: [Russell] Neverdon, who will challenge incumbent [Baltimore City State's Attorney] Gregg Bernstein, used a favorite political question in introducing himself as a candidate. "Do you feel any safer today than you did three years ago?" Neverdon said....
Now, Neverdon wants to beat Bernstein at the ballot, arguing he can do better to stem the city's most stubborn problem. "I don't know about you, but I am tired of being in my home and in a state of fear. I can't raise my kids where they can enjoy the park because I worry will they come back safe," Neverdon said.

Neverdon joins already announced challenger Marilyn Mosby in the race. [Neverdon] promises to devote his energy on violent offenders and he said that means he can support legalizing marijuana, the kind of minor crime that fills police reports and courtrooms. "I would support any bill that does not violate the Constitution and civil rights that means we can move minor offenses to the side and focus heavily on those crimes affecting our community," Neverdon said.

Political analyst Doni Glover of BMoreNews.com said Neverdon's entrance in the race makes the state's attorney's contest next year more of a factor in the governor's race. Both races are on the ballot and both feature candidates running against the established political machine.
Neverdon’s position on marijuana is a stark cry from that of incumbent Gregg Bernstein. This summer, Bernstein took the time to write a thoughtful, albeit misguided, op-ed on the subject in the Baltimore Sun..... “Before we go further and consider decriminalization or legalization of marijuana, we need to pay careful attention to the possible unintended consequences,” [Bernstein] added, arguing that “searches based on the possession of marijuana sometimes yield firearms and other contraband.”

Bernstein can’t really point to any good reason to oppose decriminalization, but he does. “Unintended consequences” reminds me of people talking about how the sky will fall if same-gender couples are allowed to marry. Using the criminality of marijuana possession as an excuse to pull over more people and search their vehicles seems misguided, at best.  Possession is a victimless crime, but diversion programs don’t negate the realities of the humiliation of arrest.... Simply put, the criminalization of marijuana—which is safer than alcohol—is wasting police, prosecutorial and judicial resources.


JUICE #3: POSSIBLE PRINCE GEORGE'S PICKS FOR DOUG GANSLER'S RUNNING MATE OFFER SHARP CONTRAST ON GAY RIGHTS - The other day Maryland Juice reported that Josh Kurtz at Center Maryland says “the two leading contenders from Prince George’s to be Gansler’s No. 2 are Dels. Jolene Ivey and Melony Griffith. The choice of one over the other would have sharp implications.

Del. Griffith and Del. Ivey differ on one issue that is important to a large swath of the Democratic base: LGBT rights. Del. Ivey has been a very strong advocate for marriage equality for many years. Del. Griffith, meanwhile, didn’t just vote against marriage equality. She also failed to support much less controversial bills in years past extending very basic, fundamental rights to gay couples. We’re talking simple peace-of-mind bills.

In 2008, Del. Griffith cast no vote at all on a bill granting medical decision making and post-mortem decision making rights to same-gender “domestic partners.” Apparently her green button didn’t work either when it came to a bill exempting domestic partners from real estate transfer and recordation taxes, just like married couples are exempt.

Del.  Heather Mizeur is proudly running as an openly lesbian gubernatorial candidate. And Lt. Gov. Anthony Brown chose another strong LGBT rights supporter, Ken Ulman, as his running mate. If Doug Gansler chooses Del. Griffith as his running mate — or any individual with a shoddy record on gay rights — there will be many, unhappy campers among Maryland Democrats, and it will cost him votes.


JUICE #4: MD LAGGING BEHIND RED STATES LIKE NEBRASKA & MISSISSIPPI ON MARIJUANA REFORM // SEE WHICH MD DEMOCRATS ARE DRAGGING THEIR FEET - Fifteen states have already decriminalized possession of small amounts of marijuana. (This does not include Colorado and Washington, which have outright legalized). Included on that list are red states like Nebraska, Mississippi, and (now, sadly red) North Carolina. Decriminalization means that possession is a civil offense, typically treated like a traffic violation. And data shows that decriminalization elsewhere does not cause an uptick in marijuana smoking.

Sen. Bobby Zirkin’s bill to make the possession of less than 10 grams of marijuana a civil offense punishable by a fine of up to $100 passed the Senate this year by a vote of 30-16. The bill was far from perfect. 10 grams is a far lower than the amount allowed in other states. Decriminalization still carries a penalty, and that financial penalty may be burdensome for poor individuals who cannot pay the fine. But widespread support for the bill carried it over the top, and included five Republicans—Senators Jacobs, Brinkley, Colburn, Reilly, and Kittleman (who amended the bill on the floor to become a cosponsor). Notably, Senators Roger Manno and Nancy King from Montgomery County voted against decriminalization.

Unfortunately, the bill died in the House when Judiciary Committee Chair Joe Vallario predictably kept it in the drawer. It’s a sad day when Maryland is lagging behind Mississippi and Nebraska. Sadly, Gov. Martin O’Malley failed to take a position on the bill, which is shortsighted for someone who should be heavily courting the youth vote right about now. Gov. O’Malley should be out front on legalization. Yet he could have played it safe and supported the bipartisan decriminalization bill without taking a position on legalization. He chose not to, but hopefully he’ll have a bolder stance in 2014, his last year to leave behind a policy legacy in this state.

Unions Picketing MoCo Democratic Party Fundraiser // Anthony Brown, 2014 AG Candidates, Young Dems & More Join Effort

All week Maryland Juice has been hearing murmurs about a possible protest by labor unions at the Montgomery County Democratic Party's (MCDCC) May 11th annual fundraising event. It turns out the picket line has been given the green light, and the MCDCC's annual spring ball is now becoming a full-blown political controversy. The AFL-CIO Metro Council released the following statement today announcing the formation of a picket line (excerpt below):
AFL-CIO: The metro Washington-area labor movement is boycotting – and picketing -- the Montgomery County Democratic Central Committee’s Spring Ball because the Committee took a position in favor of the 2012 Question B referendum, which took away the police union’s right to bargain the effects of management decisions....
[Metro Council President Jos Williams said] "‘An injury to one is an injury to all’. When the Montgomery County Democratic Central Committee decided to support Question B, it not only took sides, it took a position in opposition to organized labor and for that it must pay a price, which in this case is a withdrawal of our – and our friends and allies -- traditional support for the MCDCC Spring Ball, and the establishment of a picket line to publically express our disappointment with the MCDCC.”
Added UFCW 1994 MCGEO president Gino Renne, “Labor will not tolerate being treated as an ATM and foot soldiers for a party which is often indifferent -- and sometimes openly hostile -- to working families in Montgomery county.”

ANTHONY BROWN & BEN CARDIN SUPPORT MCDCC PROTEST // PLUS: SOME DONORS SEEKING REFUNDS - We are now hearing reports of several statewide candidates who are canceling their previous plans to attend the Montgomery County Democrats' spring ball. Additionally, some donors that had previously paid to reserve entire tables are now seeking refunds, which appears to be enraging MoCo Democratic Party officials. This could get ugly, because I'm told that the MCDCC ball is one of the key revenue generators for the MoCo Democratic Party's annual budget. I'm also hearing that the refund requests might not be honored anyway. We shall have to see how this all plays out.

MOCO YOUNG DEMS JOIN PROTEST OF MCDCC - It is interesting to see the Montgomery County Young Democrats participating in this protest, given that their President Dave Kunes is being awarded "Democrat of the Year" at the event. But note that Kunes previously worked for AFSCME.


2014 ATTORNEY GENERAL CANDIDATES CANCEL PLANS TO ATTEND BALL - Maryland Juice today received statements from three out of four candidates for Attorney General announcing they will not cross the picket line at the MCDCC ball. Maryland Juice did not receive a response from Del. Aisha Braveboy by the time we posted this entry, but below you can read remarks from State Senator Brian Frosh and Delegate Bill Frick, along with a press release from Delegate Jon Cardin:

  • STATE SENATOR BRIAN FROSH: I have always valued the support of organized labor and I respect the sanctity of the picket line. I have never crossed a picket line and will not for this event.  Unfortunately, this dispute will prevent me from honoring my dear friend and supporter Madeleine Siegel,  by presenting her with the Rosalie Reilly Lifetime Service Award for her outstanding commitment and contributions to the County Democratic Party.

Del. Jon Cardin to Stand with Montgomery County’s Working
Families, Skip Democratic Central Committee Spring Ball

BALTIMORE, MD – Del. Jon Cardin, who is currently laying the groundwork to run for Attorney General, announced today that he would stand in solidarity with Montgomery County’s unions and working families – and not attend this year’s Montgomery County Democratic Central Spring Ball on May 11, 2013.

The Metropolitan Council AFL-CIO and Fraternal Order of Police announced recently that they would boycott the Spring Ball after the Central Committee endorsed Question B on last year’s ballot, which dramatically limited the FOP’s rights to collectively bargain.

“Today and always, I’m proud to stand with the police officers who risk their lives to keep us safe,” Del. Cardin said. “At a time when so many working Marylanders, including our police officers, are having a tough time making ends meet, we should help folks earn a better living – not make it tougher for them to get a fair shake.”

In the Maryland legislature over the past 10 years, Del. Cardin has been a consistent supporter of working families and their right to organize.

BACKGROUND OF THE PROTEST: The original grievance that led to calls for a protest came from Montgomery County's Fraternal Order of Police, who fought with MoCo Democrats over the police officers' "effects bargaining" rights. The County Executive and County Council voted to eliminate these rights, and the police union initiated a referendum (Question B) to fight the policy change during the November 2012 Presidential Election.

But the current conflict with the MCDCC started when MoCo Democrats created and mailed a sample ballot to all registered MoCo Democrats. Their endorsements included a recommendation that Democrats support the elimination of effects bargaining rights. Members of the MCDCC voted overwhelmingly for that recommendation prior to issuing of the sample ballot, and it appears that the FOP is now retaliating against the party for tipping the scales on the issue.

Here's how the FOP described the issue on their 2012 campaign website (excerpt below):
FRATERNAL ORDER OF POLICE: For over 30 years Montgomery County police officers have collectively bargained over issues critical to us and our families, including the effects of the exercise of management rights.... Repealing effects bargaining will set back police labor relations. It will undermine the purpose of the police collective bargaining law which has kept labor peace for over 30 years....

95% of management decisions do not implicate effects bargaining. Effects bargaining does not impede operational decisions. In the 30 years that effects bargaining has been in place, police operations has run smoothly. In fact, so smoothly, that the county has never utilized the process in the law for resolving a dispute over effects within 50 days.... Don’t be fooled into believing that effects bargaining is about requiring police officers to check their email. It is about requiring us to check email when we are on vacation or in the hospital giving birth....

We police officers are concerned about having the resources and training to do our jobs well. We are concerned about the effects of management decisions that impact our schedules, ability to plan time with our families, our vacations, and our time off. We are concerned about fairness in transfers, assignments, and promotions. For over 30 years that effects bargaining has existed, no call has gone unanswered, no report of crime has gone uninvestigated. Simply put, effects bargaining has had no adverse impact on the public. Federal employees and most private sector employees with collective bargaining have the right to bargain collectively over the effects of the exercise of a management right....

SIGN-UP NOW: U.S. Senator Barbara Mikulski is Taking Requests for 2013 Inauguration Tickets from Marylanders


Now that the Presidential Election is over, politicos are beginning to move forward with other priorities -- including celebrating the inauguration of Barack Obama's second term in office. The event will take place on Monday, January 21, 2013. The official website for the 2013 inauguration notes that "tickets for the Inaugural swearing-in ceremonies will be distributed in January 2013 by both Senators and Representatives elected (or reelected) this November."

MIKULSKI TAKING INAUGURATION TICKET REQUESTS: Indeed, U.S. Senator Barbara Mikulski's office already has a request form up and running for Marylanders who are interested in receiving inauguration tickets. You can sign-up to try and score some tickets now.

Senator Cardin's office is not yet taking ticket requests, but they posted the following note:
BEN CARDIN: It is still early in the planning process for the inaugural events, and it will be a few weeks before I will be able to take names of people interested in tickets. Please check my website after the Thanksgiving holiday for more information. When I have tickets available, I will be distributing them via lottery and not on a first-come, first-served basis, and there will be plenty of time to apply.

Election Night Party Schedule: Watch the Returns with Democrats and/or Dream Act & Marriage Equality Supporters

UPDATE: We have a corrected location for the marriage equality election night rally/party. The event will be at the Baltimore Soundstage at 124 Market Place, Baltimore.

There are still four days of hard work until we know if our efforts have paid off this cycle. But if you like to plan ahead and are beginning to think about where you will spend election night, here are a few options:

U.S. Senate Candidate Rob Sobhani Releases Sample Ballot: Yes to Obama & Sobhani, No to Dream Act & Marriage Equality

Maryland Juice recently interviewed U.S. Senate candidate Rob Sobhani, an independent challenger to Democratic incumbent Ben Cardin. We asked Sobhani to explain his views on the various ballot questions facing Maryland voters this November. His answers at the time were vague, to say the least, and he was even undecided on hot-button issues like the Dream Act (Question 4).

ROB SOBHANI'S VIEWS REVEALED: But now, a Maryland Juice reader has forwarded us scans of a voter guide that Sobhani's campaign team is handing out at the polls. Rob Sobhani is encouraging voters to support his campaign for Senate, and also to support Barack Obama's re-election. But it appears that Sobhani is also telling voters to "vote against" all of the ballot questions, including marriage equality (Question 6) and the Dream Act (Question 4). JuiceBlender: Dem Women Dominate, Marriage Equality Boosters Work Polls, Senate Race for 2nd, No Monday Early Vote

Below Maryland Juice provides a blend of news tidbits about the current election battles, starting with early vote news:

JUICE #1: NO EARLY VOTING TODAY (MONDAY) - In case you haven't already heard, Gov. Martin O'Malley has shut down early voting today, due to the Hurricane. He made the announcement in a recent storm update (excerpt below):
GOVERNOR O'MALLEY: Since Thursday October 25, the entire state of Maryland has been under a state of emergency. Hurricane Sandy is fast approaching and forecasters predict that it will be a large, violent storm that could knock out power for a few days and cause significant damage. This is a serious, killer storm. It's important that everyone is vigilant.... Due to the storm, we are canceling early voting on Monday October 29, 2012.

JUICE #2: BALTIMORE CITY VIDEO // MARRIAGE EQUALITY VOLUNTEERS DOMINATE POLL COVERAGE - A Maryland Juice reader (Hat tip: Lisa Polyak) sent us the following video footage of the last-minute campaigning at a Baltimore City early voting location.

JUICE #3: DEMS MAINTAIN EARLY VOTE ADVANTAGE ON DAY 2 // DEM WOMEN 45-65 DOMINATING TURNOUT - Yesterday, we reported that the first day of early voting demonstrated greater enthusiasm from Democratic voters in Maryland. They turned out at nearly twice the rate as Republicans, and the latest report from the Board of Elections proves it wasn't a fluke. Dems turned out at nearly twice the rate of Republicans on the second day of early voting. Also of note is that Democratic women age 45-65 are turning out in far larger numbers than any other group (see page 5 of the full BOE report below). In fact, twice as many women fitting that profile turned out than the next highest group -- Democratic men age 45-65, who are in 2nd place. But first, here's the current total D & R turnout from the first two days of balloting:
  • Democrats 91,185 (4.43%) vs. Republicans 26,809 (2.79%)

JUICE #4: U.S. SENATE RACE BECOMES BATTLE FOR 2ND PLACE FOR MARYLAND GOP - The Capital Gazette today quotes a politico who highlights the shabby state of the Maryland GOP. The article notes that Maryland's U.S. Senate battle between Ben Cardin, Rob Sobhani, and Dan Bongino has become a race for 2nd place (Hat tip: Maryland Reporter). Indeed, with Cardin so far ahead in the race, the Maryland GOP stands to lose a lot of face. Even still, Maryland Juice doubts that a trouncing this year will lead to much soul-searching by the Free State Republicans. See an excerpt from The Capital Gazette below:
CAPITAL GAZETTE: “...anybody who observes Maryland politics and isn’t partisan has to agree: Maryland’s Republican Party is a mess.” [Todd] Eberly, a political independent, said the GOP is simply too conservative for the bulk of Maryland voters, who do not consider “progressive” a dirty word. “You don’t run a candidate who would win in Texas, in Maryland,” Eberly said.... The real challenge for the GOP may be staying out of third place.

JUICE #5: CRAZY FULL PAGE ANTI-MARRIAGE EQUALITY AD IN BALTIMORE SUN - A reader sent us the following photos of a full-page ad in yesterday's Baltimore Sun urging Christians to oppose marriage equality. They also provide us with choice quotes from the screed. See below. Notably, a majority of Christians support LGBT rights.

FIELD REPORTS: Maryland Voters Show Massive Interest in Voting Early // Photos & Reports From Polling Locations

Maryland Juice is hearing reports of massive interest in early voting today -- the first day that voters can cast ballots for the 2012 federal elections and Maryland ballot questions. It is possible voters are trying to cast their ballots before Hurricane Sandy hits Maryland, but it is equally plausible that folks are fired up to weigh in on the ballot questions and Presidential race.

In fact Maryland Juice is very excited to vote early this year, and we encourage everyone to stay in line and make their voices heard. After all, as I recall, the early vote totals will be the first ballots counted on election night! Below you can see a few random reports from the field:

HUGE INTEREST IN DOWNTOWN SILVER SPRING: First, Capitol News Service has been on the ground today at the early voting polls at the Silver Spring Civic Center. Check out their Tweet below:


MASSIVE INTEREST IN GERMANTOWN: The report of high early vote turnout was also confirmed by Senator Ben Cardin on Twitter. The photo below was taken at the Germantown early vote location, and you can see that Democratic officials are out working the polls today. Comptroller Peter Franchot, CD6 candidate John Delaney and Senator Ben Cardin can be seen greeting voters. We hear Governor Martin O'Malley was also out at Germantown today and met hundreds of voters heading into the polls:


HIGH TURNOUT IN PRINCE GEORGE'S AND RANDALLSTOWN: A Maryland Juice source also emailed us while in line at the Rockville early vote center to report that turnout is looking strong as she gets ready to vote. But its not just Montgomery County locations that are witnessing high turnout. A knowledgeable source who has been in touch with officials around the state reports that in Frederick, voters were lined up two hours before the opening of polls. Yet another source reports the same early voting surge in Anne Arundel County. Meanwhile, one anonymous Prince George's politico reports high turnout in that County and therefore expects 2012 early vote turnout to blow the 2010 numbers out of the water. Lastly, a source reports that there was an extremely long queue of cars at the Randallstown polling location in Baltimore County.
ANONYMOUS SOURCE: At the Randallstown early voting center this morning, there was an enormous line of cars stretching all the way through to the Home Depot. One person thought it was a funeral procession!

U.S. SENATE POLL: Ben Cardin 53%, Dan Bongino 22%, Rob Sobhani 14% // PLUS: All Three Candidates to Debate 10/30

ANOTHER POLL SHOWS LARGE CARDIN LEAD: The Washington Post last night released poll results in Maryland's U.S. Senate battle showing a large lead for incumbent Democrat Ben Cardin (excerpt below):
WASHINGTON POST: Sen. Benjamin L. Cardin’s reelection race has become more like a stroll, with a new Washington Post poll showing most Marylanders ready to give him a second term next month....

In the new Post poll, Cardin (D) wins 53 percent among likely voters. Bongino wins 22 percent, while Sobhani — who entered the race in September — has 14 percent. (Libertarian Party candidate Dean Ahmad receives about 2 percent.)

In the Post poll, Sobhani wins 19 percent among Republicans and independents who lean to the GOP. His base of support is clearly among political independents, where he wins 28 percent support, according to the poll.

The Washington Post, for what it's worth, is also endorsing Cardin for re-election (excerpt below). They appear to agree with Maryland Juice's belief that the Maryland GOP has made itself electorally irrelevant:
WASHINGTON POST: There are two plausible explanations for the apparently lopsided race for the U.S. Senate seat in Maryland, in which the incumbent, Benjamin L. Cardin, seems to be gliding to reelection.

One is that Mr. Cardin, a Democrat elected in 2006, is a solid, substantive and serious lawmaker whose proven ability to cross partisan battle lines places him among the dwindling ranks of grown-ups in Congress. The other is the catatonic state of Maryland’s Republican Party, which, having once produced electable moderates like former governor Robert L. Ehrlich Jr. and former representative Connie Morella, has sunk into irrelevance.... 
The Republican, Daniel Bongino, is a former Secret Service agent whose strident attacks on government and pledge never to raise taxes earned him the endorsement of Sarah Palin.

CANDIDATES TO FACE OFF OCTOBER 30: If you're still undecided in the race, you now have an opportunity to see the contenders meet face-to-face. The Capital Gazette reported last Friday that the candidates for U.S. Senate will be debating the issues during a royal rumble next Tuesday, October 30th in Salisbury, MD. Maryland Juice previously wondered whether Democrat Ben Cardin and Republican Dan Bongino would welcome independent Rob Sobhani to planned debates. We now have our answer, and it appears that Sobhani may get the opportunity to participate in more than on upcoming debate. See an excerpt from The Capital Gazette below:
CAPITAL GAZETTE: Democratic incumbent Sen. Ben Cardin has agreed to meet Republican Challenger Dan Bongino of Severna Park and independent Rob Sobhani of Montgomery County on Oct. 30 at Salisbury University for their first announced debate....

The Salisbury debate will be held at 3 p.m. in Holloway Hall Auditorium. Admission is free, and will come on a first-come, first-serve basis. Questions, complete with the name and hometown of the person submitting the question, can be sent to pace@salisbury.edu.

POLL RESULTS: Dream Act With Big Lead In New Poll // PLUS: Without Sobhani In Senate Race Cardin Beats Bongino Easily

Below Maryland Juice highlights two new polls, plus a television ad from U.S. Senator Ben Cardin.

JUICE #1: WASHINGTON POST POLL HAS DREAM ACT WITH HUGE LEAD - The Washington Post released more poll results today, and this time they are showing the Dream Act (Question 4) with a large lead (excerpt below):
WASHINGTON POST: Maryland voters broadly support a measure that would allow undocumented immigrants to pay in-state tuition rates at public colleges and universities, according to a new Washington Post poll. A referendum on the law appears as Question 4 on the November ballot. The poll finds 59 percent of likely voters back the plan; 35 percent are opposed....

In Maryland, the poll finds fully three-quarters of Democrats and 58 percent of independent voters supporting the measure.... White voters divide roughly evenly on the subject, while non-whites favor it by a huge margin — 75 to 19 percent. More than seven in 10 voters with postgraduate degrees say they would vote yes, including a majority who say they feel strongly about it.

JUICE #2: NEW POLL SHOWS RESULTS IF ONLY CARDIN & BONGINO WERE RUNNING FOR SENATE - The Takoma Park Patch flagged new poll results today in Maryland's U.S. Senate race (Hat tip: Howard Gorrell). They note that pollsters did not include independent candidate Rob Sobhani in their survey. While that makes the results more of a curiosity than anything else, I think it is worth noting that incumbent Democrat Ben Cardin would still be crushing GOP nominee Dan Bongino right now:
TAKOMA PARK PATCH: We have a new poll for the state of Maryland from YouGov which shows, not surprisingly, Barack Obama and Ben Cardin ahead in their respective races.

The spot features former World War II fighter pilot Maurice “Mo” Mallinoff who lives in Silver Spring, and it is airing in the Baltimore and DC markets. Watch below:

Here's a random blend of political tidbits from recent news, starting with the latest poll results in Maryland's marriage equality battle (Question 6):

JUICE #1: MARRIAGE EQUALITY LEADS 52% TO 43% The Washington Post recently commissioned a poll on Question 6 (marriage equality), and they revealed their results this morning. So far, the pro-civil rights forces continue to lead the way, and Montgomery County (no surprise) is the most supportive County (excerpt below):
WASHINGTON POST: Maryland voters are leaning toward legalizing same-sex marriage next month, something that has never happened at the ballot box anywhere in the nation, a new Washington Post poll finds.

A ballot question on whether to uphold a state law allowing gay nuptials is favored 52 percent to 43 percent among likely voters, according to the poll, reflecting a long-term trend toward greater acceptance of gay unions that has included President Obama’s backing this year....

Across the state, support is highest in Montgomery County, where 65 percent of likely voters back the measure and 31 percent oppose it....

Age also plays a big factor in Marylanders’ views of same-sex marriage. Sixty-four percent of those 18 to 39 support Question 6. That drops to 51 percent of those ages 40 to 64, and 40 percent of those 65 and older.

Maryland Juice's key takeaway -- pro-marriage equality forces need high turnout in Montgomery County and among younger voters. Don't let us down young people/MoCo -- it's time for a generational & regional shift in Maryland politics!


JUICE #2: SEN. BEN CARDIN AMASSES $2 MILLION CASH ON HAND  -  U.S. Senator Ben Cardin, who was last reported to have a comfortable lead over his challengers, now reports $2 million cash on hand as we hit the homestretch. Cardin has faced an onslaught of television advertising from independent candidate Rob Sobhani, who has the ability to self-finance massive television buys. See the press release below:

JUICE #3: MARYLAND YOUTHS GET POLITICAL WITH VAN HOLLEN, HOYER & MORE  -  Numerous youth-driven political organizations are getting active this political cycle, including a few new entities. A Maryland Juice reader tipped us off to a relatively new group called Our Time, which is currently featuring videos from two Free State U.S. House members: Rep. Chris Van Hollen & Rep. Steny Hoyer.

Our Time's mission statement highlights a unique goal: "to combine the voting and purchasing power of young Americans so that politicians and businesses represent our needs better.  Currently, they are not doing a good job."





NEXT GENERATION MARYLAND: Meanwhile, some of the key student activists who organized opposition to a Montgomery County youth curfew last year have also launched a voter engagement effort. Their group, Next Generation Maryland, has a message for other young voters:
NEXT GENERATION MARYLAND: We want you to rock the progressive youth vote Marriage equality and the Maryland DREAM Act will both be on the ballot in November. The rights of your fellow Marylanders hinge on these crucial votes. Next Generation Maryland aims to mobilize the youth vote to protect these landmark pieces of legislation.

MONTGOMERY COUNTY STUDENT COALITION: Lastly, Montgomery County high school students are now launching an effort to activate and mobilize students for policy changes in Annapolis, and the Montgomery County County Council and school board. Their effort is called the "Montgomery County Student Coalition," and it appears that one of their top priorities is pushing for full voting rights for the student member of MoCo's Board of Education (excerpt below):
MOCO STUDENT COALITION: Full voting rights for Montgomery County’s Student Member Of The Board of Education is closer than ever to becoming a reality. For 35 years, the student who occupies the eighth seat at the Board table has been left without a vote on such critical matters as the budget, collective bargaining, school openings/closings, issues of redistricting/boundaries, and negative personnel. MC 9-12, a bill that reverses this original certitude now has a renewed chance to become reality this year.

JUICE #4: NEW TELEVISION AD FROM GAMBLING EXPANSION OPPONENTS  -  The forces opposing Maryland's Question 7 (gambling expansion) are out with a new television advertisement. In the spot below, the advocates continue to try and undermine the idea that more gambling in Maryland will lead to increased education funding. Watch below:

EXCLUSIVE: Maryland Juice Interviews Rob Sobhani // Independent Senate Candidate On Nov. Ballot Questions & More

Over the course of the last few weeks, Maryland politicos have seen hundreds of thousands of dollars of television advertising from independent U.S. Senate candidate Rob Sobhani. The former Republican candidate has been trying to appeal to members of both parties, and that has led both Democrats and Republicans to question Sobhani's motives.

Maryland Juice decided to try and find out more about where Rob Sobhani stands on key "values" issues, so we asked him to respond to several questions. Today, we present the results of our exclusive email interview with Maryland's independent U.S. Senate candidate. NOTE: I am aware that several of the issues I raise below are slightly unrelated to the roles and responsibilities of a U.S. Senator -- but I think it is important for voters to hear where Sobhani is coming from on hot topics. Below you can see his responses on a range of issues, including support for a flat tax and support for death penalty repeal (or at least a moratorium).

TV AD: Independent Rob Sobhani Attacks U.S. Senator Ben Cardin // PLUS: Conservative Super PAC Attacks Sobhani

NEW SOBHANI AD ATTACKS CARDIN: The dynamics in Maryland's U.S. Senate battle are beginning to shift. Last month, we reported that independent candidate Rob Sobhani was tied for 2nd place with GOP nominee Dan Bongino. But Sobhani is appearing to try and position himself as the alternative to Ben Cardin today, with a new ad attacking the incumbent Democrat by name (watch below):



RIGHTWING SUPER PAC ATTACKS SOBHANI: Meanwhile, Republican Dan Bongino's supporters are busy trying to keep the anti-Cardin vote from drifting to Rob Sobhani. A conservative "Super PAC" called the Conservative Victory PAC has released a negative video slamming Sobhani and promoting Bongino (watch below). The Super PAC's "about us" section states:
Conservative Victory PAC is both a federal and a Super PAC dedicated to supporting conservative political candidates for office in Annapolis and in Washington, DC.



The text accompanying the ad states:
CONSERVATIVE VICTORY PAC: Why a candidate chose to run for office is an important thing to consider. Dan Bongino's reason has resonated with supporters across Maryland. Despite Rob Sobhani buying his way onto the ballot as an unaffiliated candidate, Dan Bongino is the only true independent voice in the race. Dan is the only one speaking for Marylanders.
