JUICE: Frick Exits AG Race To Run for Re-Election, Challengers for Susan Lee & Joe Vallario, Trachtenberg vs. Berliner & More!

Below Maryland Juice has a quick round of updates of interest to politicos:

UPDATE: The Baltimore Sun's Michael Dresser reported tonight that former Delegate Tiffany Alston is running to regain her District 24 seat (excerpt below):
BALTIMORE SUN: Tiffany Alston, the former Prince George's County delegate who was ousted from her House seat in 2013 after a theft conviction, is running to get her old job back.... The 36-year-old former lawmaker pleaded guilty in June 2012 to misconduct in office and the theft of $800 from her delegate office account to pay expenses of her law firm.... O'Malley appointed former Del. Darren M. Swain to the vacated seat. He is seeking re-election in a crowded Democratic field.

JUICE #1: DELEGATE BILL FRICK EXITS ATTORNEY GENERAL RACE TO RUN FOR RE-ELECTION IN D16 - Maryland Juice just received the following statement from District 16 Delegate Bill Frick announcing he's exiting the race for Attorney General to run for re-election to the House of Delegates:
BILL FRICK: Today I will withdraw my candidacy for the Democratic Nomination for State Attorney General and file for re-election to the Maryland House of Delegates.

My two terms in the House have been exceptional.  I’ve been a part of a team that has enacted marriage equality for all Maryland couples, repealed the death penalty, protected consumers from abuses, and begun the task of reforming our tax code.

While I know that I could have been a valuable asset to the State as Attorney General, there is still much to be done as a member of the House representing District 16.

JUICE #2: FORMER MOCO COUNCILMEMBER DUCHY TRACHTENBERG CHALLENGING COUNCILMEMBER ROGER BERLINER - Bethesda Now's Aaron Kraut reported today that former MoCo Councilmember At Large Duchy Trachtenberg is challenging District 1 Councilmember Roger Berliner (excerpt below):
BETHESDA NOW: Trachtenberg, a Democrat who was an at-large council member from 2006-2010, will take on incumbent Roger Berliner, who until Tuesday looked to have a clear path to his third term representing District 1. The last minute filing for District 1 comes as something as a surprise....

Communications consultant and former Trachtenberg advisor Eric Hensal tweeted a photo of Trachtenberg making her run official at 2 p.m. Tuesday.... According to state campaign finance records, Trachtenberg has $122,574 in campaign funds on hand, all left over from previous campaigns.... The press release on Tuesday boasted that Trachtenberg will have the help of high profile Democratic political advisors Celinda Lake and presidential campaign veteran Joe Trippi....

JUICE #3: D16 DEL. SUSAN LEE TO FACE TWO DEMOCRATIC CHALLENGERS FOR STATE SENATE - Today was the last day for candidates to file for office, and Del. Susan Lee now has two Democratic challengers for the D16 Senate seat: J'aime Drayton & Hugh Hill.

JUICE #4: HOUSE JUDICIARY CHAIR JOE VALLARIO TO FACE TWO DEMOCRATIC CHALLENGERS FOR DELEGATE - House of Delegates Judiciary Chair Joe Vallario is in a newly redrawn District 23B, and he's now facing two challengers in his re-election bid: former school board member Ron Watson and Thea Wilson, a minister at First Baptist Church of Glenarden.

JUICE #5: FORMER CONGRESSMAN ROSCOE BARTLETT'S WIFE RUNNING FOR FREDERICK COUNTY COUNCIL - The Frederick News Post's Bethany Rodgers reported today that former GOP Congressman Roscoe Bartlett's wife Ellen Bartlett is running for Frederick County Council District 1.

JUICE #6: ANNAPOLIS POLICE CHIEF TESTIFIES AGAINST MARIJUANA REFORM CITING HOAX ARTICLE CLAIMING 37 POT-RELATED DEATHS IN COLORADO - The Carroll County Times' Alex Jackson today reported that law enforcement officials are continuing the "Reefer Madness" style justifications for continuing the failed War on Drugs in Maryland. Annapolis police chief Michael Pristoop cited a hoax article claiming that 37 people died in Colorado on the first day of legalization, and Sen. Raskin put the smack down on the false claims (excerpt below):
CARROLL COUNTY TIMES: Testifying against bills proposed in Maryland to legalize and decriminalize marijuana, Annapolis Police Chief Michael Pristoop cited a hoax story that claimed 37 people died the first day marijuana was legalized in Colorado.

"The first day of legalization, that's when Colorado experienced 37 deaths that day from overdose on marijuana," Pristoop said in testimony at Tuesday's Senate Judicial Proceedings Committee hearing. "I remember the first day it was decriminalized there were 37 deaths."

But Sen. Jamie Raskin, D-Montgomery, who has proposed a bill that would legalize, regulate and tax the drug, immediately fact-checked Pristoop. "Unless you have some other source for this, I'm afraid I've got to spoil the party here," Raskin said. "Your assertion that 37 people died of a marijuana overdose in Colorado was a hoax on the DailyCurrant and the Comedy Central website...."

JUICE: Branson for Ervin's Seat, MoCo Public Financing, LCV Endorses, NARAL 4 Kagan, Van Hollen 4 Leggett, Delaney 4 Gov

Below Maryland Juice provides a round-up of news items of interest to politicos:

Cherri Branson
JUICE #1: CHERRI BRANSON IS THE LIKELY REPLACEMENT FOR VALERIE ERVIN'S MONTGOMERY COUNTY COUNCIL SEAT -  Montgomery County Councilmembers are poised to appoint a replacement for Valerie Ervin's vacant District 5 seat. Knowledgeable sources close to the appointment process believe that Cherri Branson will soon be selected by the 8 voting Councilmembers (Note: Ervin cannot vote for her replacement). Ms. Branson is an attorney who serves as Chief Counsel for Oversight at the U.S. House of Representatives Homeland Security Committee. She formerly served as President of the MoCo African American Democratic Club.

Sources also tell us that Branson is a consensus candidate who emerged after a stalemate between Andrew Kleine and former Delegate Herman Taylor. Citing an anti-choice voting record in Annapolis, reproductive rights advocates apparently succeeded in pushing back against a potential Taylor appointment.

The vote for a Council appointee has not yet been taken (so anything can still happen), but our sources sound pretty clear that we've likely got the scoop!

JUICE #2: MORE SPECULATION ABOUT WHETHER REP. JOHN DELANEY WILL RUN FOR GOVERNOR // PLUS: ANALYSES FROM JOURNALISTS & BLOGGERS - Maryland Juice recently reported that it appears Congressman John Delaney conducted a poll to gauge his chances in a campaign for Governor. But since then, The Washington Post asked Delaney about the matter, and he (sort-of) dispelled the rumors (excerpt below):
WASHINGTON POST: Rep. John K. Delaney (D-Md.) on Saturday addressed rumors that he is considering running for governor of Maryland by issuing a statement that did not categorically rule out the possibility out but said he expects to continue serving in Congress next year.

“Many people I trust and respect have asked me to consider running for governor, and of course I always think about where I may best serve,” Delaney said. “But I love my job, and my expectation is that I will continue to serve in Congress and represent my district....”
Some journalists think Delaney's response is not a definitive statement that he won't enter the Governor's race. Take, for example, the following comment from Matt Bush of WAMU on Twitter:

The Front Line State blog began gaming out how the dominoes may fall if Delaney runs for governor, and they have a bit of wild speculation about the race (excerpt below):
FRONT LINE STATE: Sources are telling Front Line State that a major shakeup in Maryland electoral politics is in the offing. We reported earlier in the week that Representative John Delaney (D) might be jumping into the Governor’s race. Now we are hearing from sources in Annapolis that John Delaney is definitely going after the Democrat nomination for governor and will be announcing the move as early as next week. The new wrinkle to the story is that District 16 Delegate Bill Frick (D) will be running for Congress in MD-6 in place of Delaney....
For now, I would take the Front Line State story with a huge pound of salt, because Delaney running for governor is a big "if," and the theorizing about Frick is likely just speculation. In the meantime, Bruce DePuyt of News Channel 8 provided his take on the state of the race in a Washington Post op-ed this weekend (excerpt below):
BRUCE DEPUYT (VIA WASHINGTON POST): To make history, Anthony G. Brown (D) must buck history. Brown’s campaign for the Democratic nomination for governor of Maryland has significant momentum. He has pulled ahead of his primary rival — Attorney General Douglas F. Gansler — in fundraising. He’s racked up a formidable list of endorsements from big-name politicians and influential organizations. And his political partner for the past eight years, Gov. Martin O’Malley (D), has a vested interest in helping the Prince George’s resident prevail in the Democratic primary in June....

But a cautionary note is needed: No lieutenant governor has ever managed to grab the top spot in Maryland. It happens in other states, of course, but in Maryland, the office has not served as a steppingstone to the governor’s mansion.

Maryland’s primary is still five months off, and a lot will happen. Brown must weather the negative headlines generated by the balky health-insurance exchange Web portal set up in Maryland as part of the Affordable Care Act, which he was assigned to oversee by O’Malley...

JUICE #3: REP. CHRIS VAN HOLLEN ENDORSES IKE LEGGETT FOR MONTGOMERY COUNTY EXECUTIVE - Maryland Juice received the following email blast from the re-election campaign of MoCo Executive Ike Leggett announcing an endorsement from Rep. Chris Van Hollen (excerpt below):
CHRIS VAN HOLLEN: I proudly endorse Ike Leggett for reelection as Montgomery County Executive. As we move into the future, Montgomery County continues to need a visionary and principled leader who can deliver results. Our County Executive, Ike Leggett, has demonstrated that, time and again, he is that leader.

During the recent recession, Ike guided our County with a firm and balanced hand. He showed that he was not afraid to make the hard choices that would lead our County out of the recession, build a stronger economic foundation, maintain the highest financial reserves in our history, and preserve our AAA bond rating. Today, the County has one of the lowest unemployment rates in the nation, has strong job growth, remains committed to a top-rated school system, and has embraced a vision for a global economy for the future....

Working hand-in-hand with State legislators last year, Ike’s leadership was instrumental in bringing home an unprecedented amount of State funding for County transportation projects. And even during the most challenging fiscal years, Ike was resolute in his commitment to Montgomery County Public Schools, funding nearly 100 percent of its budget requests....

JUICE #4: MOCO COUNCILMEMBER PHIL ANDREWS INTRODUCES PUBLIC FINANCING BILL FOR COUNTY CAMPAIGNS - The Washington Post's Bill Turque reported this week that Montgomery County Councilmember Phil Andrews (also a candidate for County Executive) introduced legislation to establish a public financing system for MoCo elections (excerpt below):
WASHINGTON POST: ... Andrews (D-Rockville-Gaithersburg), a candidate in the June Democratic primary for county executive, said he sees public financing as an essential counterweight to the influence of special-interest money in Montgomery elections, primarily from real estate developers and public employee unions....

Andrews’s plan is completely voluntary. Candidates who want to raise money in the traditional manner could do so without penalty. Those opting into the public system would have to raise an initial amount of “seed money” to qualify: $40,000 for a county executive candidate, $20,000 for an at-large council candidate, $10,000 for a district council seat. The maximum individual donation would be $150. No PAC money or corporate donations would be allowed.... Small donations would be matched at a higher rate — as high as a 6-to-1 ratio in some cases — to encourage many modest individual donations.

“I think we absolutely need to do this,” said council member Marc Elrich (D-At Large).... Council member Roger Berliner (D-Potomac-Bethesda) said he wants to know more about the details but believes the county needs to take advantage of the opportunity the General Assembly has provided....

JUICE #5: DOUG GANSLER ENDORSES MARIJUANA DECRIMINALIZATION // FLOOR VOTE NEEDED: ALL THREE GUBERNATORIAL CAMPAIGNS SUPPORT ZIRKIN-MIZEUR-SMIGIEL BILL - All three Democratic gubernatorial candidates now support reform of Maryland's marijuana laws. Delegate Heather Mizeur favors taxing and regulating pot similar to alcohol, while Lt. Governor Anthony Brown recently endorsed removing the 90-day jail penalty attached to marijuana possession. Over the weekend, Maryland Juice finally pinned down the positions of Attorney General Doug Gansler and his runningmate Del. Jolene Ivey:

ACT NOW: URGE YOUR MARYLAND LAWMAKERS TO SUPPORT MARIJUANA REFORM - Momentum is surging to roll back the expensive and failed War on Drugs in Maryland, and now all of the Democratic candidates for Governor and Attorney General have endorsed either decriminalization or legalization of pot. There are two simple actions you can take right now to help capitalize on this political opportunity:
1. TELL YOUR DELEGATES TO URGE A FLOOR VOTE FOR MARIJUANA DECRIMINALIZATION - State Senator Bobby Zirkin and Delegates Heather Mizeur & Mike Smigiel have introduced a marijuana decriminalization bill this session. The measure passed the State Senate last year, but it is stuck in the House of Delegates. Many politicos believe the bill would pass in the House if it was released for a floor vote. Please contact your members in the Maryland House of Delegates and urge them to call for a floor vote for marijuana decriminalization legislation:

2. URGE STATE LEGISLATORS TO CO-SPONSOR LEGISLATION TO TAX & REGULATE MARIJUANA LIKE ALCOHOL - Removing jail penalties associated with simple marijuana possession (aka decriminalization) is just the first step toward creating public interest drug reform in Maryland. But we should all be aware that this a compromise position on the road to moving Maryland to tax and regulate marijuana like it does with alcohol. The legalization movement is quickly picking up steam in Maryland, as legislation to achieve this has been introduced by State Senator Jamie Raskin and Delegate Curt Anderson. The effort has support from powerful Democratic lawmakers including Senate President Mike Miller, House Ways & Means committee Chair Sheila Hixson, House Environmental Matters committee Chair Maggie McIntosh and more. Please urge your state legislators to co-sponsor the "tax and regulate" legislation:

UPDATE: Below you can read a letter Delegate Heather Mizeur sent to her colleagues urging them to get behind the effort to remove jail time as a penalty for pot possession this year:

JUICE #6: MARYLAND LEAGUE OF CONSERVATION VOTERS MAKES ENDORSEMENTS IN D6, D13, D26, D27C & D46 - Maryland Juice received the following press release from the League of Conservation Voters announcing the following endorsements in open seat and contested races (excerpt below, "bold" emphasis added):
PRESS RELEASE

Maryland League of Conservation Voters Announces Key Endorsements for New Green Maryland Senators and Delegates

Candidates Are the Clear Choice for the Environment

(Annapolis, MD) Today the Maryland League of Conservation Voters (Maryland LCV) released its next round of endorsed candidates for General Assembly 2014 state primary elections. The organization said the 3 Senate seats and 2 delegate seats are priority races for the organization and present exciting opportunities to put candidates with much stronger environmental records in all of these seats.

“These candidates will increase the conservation majority in the General Assembly,” said Karla Raettig, Executive Director of Maryland LCV. “Marylanders care about our air, land and water and vote for candidates who lead on the environment. These candidates are, without a doubt, the best choice for the environment in the Maryland General Assembly.”

Raettig went on to say:
  • Maryland LCV endorses Johnny Olszewski for District 6 Senate.  He holds a 88% lifetime score and Senator Stone is retiring with a 66% score.  He’s a champion for clean energy and we’re excited to endorse his move to the Senate.”
  • Maryland LCV endorses Guy Guzzone for his bid to the District 13 Senate which is also open.  Delegate Guzzone holds a 93% lifetime score while the predecessor, Senator Robey held a 70%.  He’s a big champion on environmental budget issues.”

  • Maryland LCV endorses Sue Kullen for delegate in district 27C in Calvert County.  It’s an open seat and with her previous environmental lifetime score of 88%, we’re elated to endorse her to re-enter the Maryland General Assembly.”
  • Maryland LCV endorses Brooke Lierman for delegate in district 46 in Baltimore City.  She will replace retiring Delegate McHale with a lifetime score of 75%.  While this will be her first bid to the Maryland General Assembly, she is strongly prioritizing the environment and we’re proud to endorse her.”

JUICE: AFL-CIO Endorses Frosh for Attorney General, B'more AG Debate, Delaney Funds Minimum Wage Hike & Day of Dead

Below Maryland Juice provides a round-up of news items that may be of interest to politicos:

JUICE #1: AFL-CIO ENDORSES SEN. BRIAN FROSH FOR ATTORNEY GENERAL // DEL. BILL FRICK BLAMES SENATE PRESIDENT MIKE MIILLER - The Baltimore Sun's Michael Dresser reports that the AFL-CIO is endorsing State Senator Brian Frosh for Maryland Attorney General. Dresser's article also includes commentary from the rival campaign of Delegate Bill Frick accusing Senate President Mike Miller of orchestrating the labor union endorsement (excerpt below):
BALTIMORE SUN: The Maryland and District of Columbia AFL-CIO has thrown its support behind Sen. Brian E. Frosh for the Democratic nomination attorney general, giving the Montgomery County lawmaker a potentially important boost in his primary contest....

"This is really Mike Miller's endorsement," [a spokesman for Delegate Bill Frick Andrew] Feldman said of the Calvert County Democrat, who has served as head of the Senate for 26 years.... "Some unions chose not to risk what would have happened to them politically if they made the right choice," Feldman said.

Frick's spokesman said the AFL-CIO made the endorsement over the objections of its Building Trades member unions -- a statement confirmed by Chuck Graham, business agent of International Brotherhood of Electrical Workers Local 26 in the Washington area....

A spokesman for Miller could not be reached to comment, but [AFL-CIO President Fred] Mason said the Senate president did not exert pressure on labor to back Frosh....

JUICE #3: REP. JOHN DELANEY TO BANKROLL ONLINE COMMUNICATIONS CAMPAIGN FOR MARYLAND MINIMUM WAGE INCREASE - Maryland Juice received the following press release from Raise Maryland (the coalition advocating for a state minimum wage increase), indicating that Congressman John Delaney will be funding an online outreach campaign for the organization:
PRESS RELEASE

SUPPORT GROWS FOR RAISING THE MINIMUM WAGE IN MARYLAND

Backing from U.S. Rep. John Delaney for Raise Maryland campaign
will build constituent communications capacity

COLLEGE PARK -- Support to increase Maryland’s minimum wage continues to grow as Raise Maryland, the coalition working to raise the state’s rate, has received funding from U.S. Rep. John Delaney (D-MD6) and his wife April to build on the coalition’s digital constituent communications capacity.

Rep. Delaney’s support will be used to engage low-wage workers and their supporters via email, social media and texting, along with an enhanced campaign website, to ensure that their voices are heard by their elected representatives and the general public. Raise Maryland will also create a rapid response system to mobilize Marylanders to show their support for raising the wage before and during the 2014 Maryland General Assembly. The effort is projected to actively involve more than 60,000 state residents in actions ranging from writing letters, lobbying in districts and Annapolis and speaking out about raising the minimum wage in the media.

“It is becoming increasingly clear that Congress will not act on many issues of critical importance to working Americans, including raising the minimum wage,” said U.S. Rep. John Delaney. “My constituents need and deserve higher pay for their work and Maryland can use the economic boost that comes with raising the wage. Importantly, based on my two decades of experience as a job creator in the private sector, I believe that raising the minimum wage is also good for Maryland businesses, which will benefit from increased demand and greater productivity. Action has to come at the state level and that is why I am supporting the Raise Maryland campaign and their work to bring our state to a higher standard for our workers.”

The proposed legislation would raise Maryland’s minimum wage in three steps to $10.10 per hour by 2016 and index it to the cost of living thereafter so that it doesn’t lose value over time. The legislation also incorporates an increase for tipped workers (from 50 percent to 70 percent of the prevailing minimum wage).

“Raise Maryland is grateful and energized by this support and leadership from Rep. Delaney and his wife April,” said Ricarra Jones, chair of the Raise Maryland coalition. “We know that Marylanders are overwhelmingly in favor of raising the minimum wage. This funding gives everyone a voice and a platform to communicate and express their needs and goals to our elected officials.”

Momentum is building for Maryland to increase the state’s minimum wage. The Baltimore City Council, Montgomery County Council and the Charles County Board of Commissioners have all passed resolutions calling for a minimum wage of at least $10 an hour and indexing and each of the Democratic 2014 gubernatorial candidates have announced their support for a raise.

Research has found that approximately 472,000 Marylanders would benefit from the increase, putting $466 million more in their pockets in the next two years. At the same time, businesses would benefit from nearly half a billion dollars in new consumer spending and would create more than 4,000 new full-time jobs as they expand to meet increased demand.

Raise Maryland is a diverse coalition of business, civil rights, community, faith, immigrant and labor, organizations united to pass a statewide minimum wage increase indexed to inflation.

JUICE #4: ACTIVISTS ORGANIZE "DAY OF THE DEAD" PROTEST TO URGE MD U.S. HOUSE MEMBERS TO END TORTURE TRAINING FOR LATIN AMERICAN SOLDIERS - Activists from the organization School of the Americas Watch (SOAW) are gearing up once again to try and shut down the U.S. government's torture and military training facility for Latin American soldiers (aka the School of the Americas). This Friday, several Maryland members of Congress will be visited by advocates urging them to support a bill (HR 2989) to suspend operations at the School of the Americas, and so far Rep. Donna Edwards is the only Maryland U.S. House member signed on as a sponsor. As a result, SOAW will be presenting Edwards with the following letter thanking her for her sponsorship of HR 2989:
Dear Representative Donna Edwards,

We the undersigned 4th District voters want to sincerely thank you for becoming an original co-sponsor of the Latin America Military Training Review Act for the 113th Congress. It means a lot to me, your other constituents, and people throughout this hemisphere to be able to count on leaders like yourself who are truly committed to democratic values, transparency, human rights, and respect towards our Latin American neighbors.

As the ongoing human rights violations by SOA/WHINSEC graduates in Honduras and the recent suicide of Chilean Gen. Odlanier Mena (trained at the SOA in 1970 and convicted for ordering the deaths of three civilians in 1973) demonstrate, we need to stop spending our tax dollars on the School of the Americas SOA/WHINSEC, an institution that does great harm to the people of Latin America - as well as the reputation of the United States.

Thank you for your conscientiousness and leadership in our movement for peace and human rights.
Wikipedia notes the origins and shifting mission of this "educational institution," while highlighting recent efforts to close the school that have come close to succeeding in Congress (excerpt below):
WIKIPEDIA: The US Army School of the Americas was founded in 1946. From 1961 (during the Kennedy administration), the School was assigned the specific Cold War goal of teaching "anti-communist" counterinsurgency training to military personnel of Latin American countries. At the time and in those places, "communists" was, in the words of anthropologist Lesley Gill, "... an enormously elastic category that could accommodate almost any critic of the status quo...."

As the Cold War drew to a close around 1990, United States foreign policy shifted focus from "anti-communism" to the War on Drugs, with narcoguerillas replacing "communists". This term was later replaced by "the more ominous sounding 'terrorist'".

In 2005 a bill to abolish the institute, with 134 cosponsors, was introduced to the House Armed Services Committee. In June 2007, the McGovern/Lewis Amendment to shut off funding for the Institute failed by six votes. This effort to close the Institute was endorsed by the nonpartisan Council on Hemispheric Affairs, which described the Institute as a "black eye" for America....
SOAW is organizing visits to the Congressional offices of Elijah Cummings, John Delaney, and John Sarbanes to drum up support for HR 2989, and they'll be organizing a protest this Friday, November 1st (aka the Day of the Dead). SOAW explains some of their reasons for trying to shut down the School of the Americas (excerpt below):
SCHOOL OF THE AMERICAS WATCH: School of the Americas has been historically dubbed the “School of Assassins”.... Since 1946, the SOA has trained over 64,000 Latin American soldiers in counterinsurgency techniques, sniper training, commando and psychological warfare, military intelligence and interrogation tactics. These graduates have consistently used their skills to wage a war against their own people. Among those targeted by SOA graduates are educators, union organizers, religious workers, student leaders, and others who work for the rights of the poor. Hundreds of thousands of Latin Americans have been tortured, raped, assassinated, “disappeared,” massacred, and forced into refugee by those trained at the School of Assassins....
Below you can see the flyer for the protest march that will occur after the activists have visited with members of Congress from Maryland and Virginia:

VIDEO: Candidates for Attorney General Support Marijuana Decriminalization // PLUS: Majority for Legalizing in Gallup Poll

ALL FOUR DEMOCRATIC CANDIDATES FOR ATTORNEY GENERAL SUPPORT MARIJUANA DECRIMINALIZATION - Last night Maryland Juice attended a packed Democratic candidates forum for the state's heated Attorney General race. Though Sen. Brian Frosh could not make the event, Delegates Aisha Braveboy, Jon Cardin & Bill Frick showed up at the Wheaton Library to talk about law enforcement, consumer, civil rights and environmental issues.

Bill Frick, Jon Cardin & Aisha Braveboy (left to right)

Given that efforts to remove jail penalties for non-violent marijuana possession have stalled in the State House, I decided to ask the Democratic candidates whether they supported Sen. Bobby Zirkin's legislation to remove jail-time as a penalty for pot possession. As luck would have it, it appears that every single Democratic candidate for Maryland's top law enforcement office supports marijuana decriminalization (see the video below):

Though Sen. Brian Frosh was not available to answer this question at last night's forum, it is worth noting that he already voted in favor of Sen. Bobby Zirkin's bill to remove jail-time as a penalty for marijuana possession. That means that every single Democrat running for Attorney General supports marijuana decriminalization, and at least one gubernatorial candidate (Heather Mizeur) has also gone on record supporting this common-sense reform.

NEW GALLUP POLL SHOWS SUPER-MAJORITY OF DEMOCRATS SUPPORT POT LEGALIZATION  //  MARIJUANA REFORM GOES MAINSTREAM - It is worth noting that the marijuana reform proposal advancing in Maryland is a "decriminalization" bill that would replace jail penalties for possession with civil fines (like a traffic ticket). This is a step below marijuana "legalization" policies (eg: to tax and regulate pot similarly to alcohol) that have been passed in Washington and Colorado. But once again, it appears that the public is more forward-thinking than lawmakers on issues.

A new Gallup poll released yesterday shows that a strong majority of Americans (58%) support full-on marijuana legalization, and the trend line on these numbers is very clear. Additionally, among Democrats support for marijuana legalization is at a whopping super-majority of 65%. Gallup's write-up of the poll results notes that the surge in marijuana support is following the same trajectory we witnessed with marriage equality, and (not surprisingly) most of the opponents are again Republicans (excerpt below):
GALLUP:  For marijuana advocates, the last 12 months have been a period of unprecedented success as Washington and Colorado became the first states to legalize recreational use of marijuana. And now for the first time, a clear majority of Americans (58%) say the drug should be legalized. This is in sharp contrast to the time Gallup first asked the question in 1969, when only 12% favored legalization....

A sizable percentage of Americans (38%) this year admitted to having tried the drug, which may be a contributing factor to greater acceptance....

The movement to legalize marijuana mirrors the relatively recent success of the movement to legalize gay marriage, which voters have also approved now in 14 states. Public support for gay marriage, which Americans also overwhelmingly opposed in the past, has increased dramatically, reaching majority support in the last two years....

Independents' growing support for legalization has mostly driven the jump in Americans' overall support.... Yet there is a marked divide between Republicans, who still oppose legalizing marijuana, and Democrats and independents.

So what's the hold-up, folks? Will Maryland drag its feet on this social justice issue and wait for other states to lead (again)?

JuiceBlender: Gansler Hints at Runningmate, Frick & Braveboy for Atty General, Mikulski Endorsing Brown, Franchot Kickoff

Below Maryland Juice provides a few news tidbits and an event this Saturday relating to statewide candidates for Governor, Attorney General and Comptroller:

JUICE #1: ATTORNEY GENERAL DOUG GANSLER RELEASES CAMPAIGN KICKOFF VIDEO  //  NOTE: DEL. KIEFFER MITCHELL IS ALL OVER IT - Attorney General Doug Gansler is announcing his campaign for Maryland Governor next week, with multiple campaign stops on Tuesday, September 24th. But Gansler took to Twitter today to release a very interesting kickoff video for his campaign:

IS GANSLER HINTING AT HIS LIEUTENANT GOVERNOR CHOICE? - Gansler's video (viewable below) highlights a lacrosse league he started in Baltimore, his work combating domestic violence as State's Attorney, a testimonial by Sen. Rich Madaleno noting Gansler's early support for marriage equality, support from former U.S. Senator Joseph Tydings, and .... Delegate Kieffer Mitchell. Notably, Mitchell has been named as one of Doug Gansler's potential running mates, though at least one source is very skeptical that Mitchell has signed on for the Lt. Gov. spot.

Also of note in Gansler's campaign video is a segment where he highlights problems in Maryland. The following issues appear to be previewing criticisms Gansler may level at the O'Malley-Brown administration: 1) Jobs leaving the state, 2) Maryland having the #2 educational achievement gap in the nation, and 3) Maryland having America's worst traffic congestion. You can watch Gansler's kickoff video below:

JUICE #2: U.S. SENATOR BARBARA MIKULSKI TO ENDORSE LT. GOVERNOR ANTHONY BROWN IN MOCO, TWO DAYS AHEAD OF GANSLER KICKOFF - Two days ahead of Doug Gansler's campaign kickoff, Lt. Governor Anthony Brown is hosting a campaign event in Montgomery County, this Sunday, September 22nd. The Washington Post reports that the event in Silver Spring will likely be to announce an endorsement from U.S. Senator Barbara Mikulski (excerpt below):
WASHINGTON POST: Maryland Lt. Gov. Anthony G. Brown’s gubernatorial campaign plans to unveil Sen. Barbara A. Mikulski as its latest supporter at an event Sunday, according to several people familiar with the planned endorsement.

The backing of Mikulski (D-Md.), who rarely chooses sides in Democratic primaries, is scheduled to be announced in Silver Spring two days before Douglas F. Gansler, Brown’s chief rival for the 2014 nomination, plans to formally launch his campaign for governor. Brown (D) advertised the event in an e-mail to supporters last week, promising “an exciting campaign announcement” Sunday at noon....

JUICE #3: COMPTROLLER PETER FRANCHOT KICKS OF RE-ELECTION CAMPAIGN WITH A NEW VIDEO - Peter Franchot kicked off his re-election bid today with a video highlighting his accomplishments. Among these, Franchot includes: 1) making it easier to file taxes and get refunds quicker, 2) collecting money from tax-dodgers, 3) fighting wasteful spending, and 4) not being a rubber stamp for "Annapolis insiders." Watch Peter Franchot's kickoff video below:

JUICE #4: DELEGATES BILL FRICK AND AISHA BRAVEBOY TO JOIN RACE FOR ATTORNEY GENERAL - The Washington Post's John Wagner reported today that Delegates Bill Frick (Montgomery County) and Aisha Braveboy (Prince George's County) will be joining Sen. Brian Frosh and Del. Jon Cardin (Baltimore County) in the race for Attorney General (excerpt below):
WASHINGTON POST: Del. C. William Frick (D-Montgomery) filed his paperwork with the State Board of Elections on Wednesday, and Del. Aisha N. Braveboy (D-Prince George’s) said she plans to file as a 2014 candidate by the end of the day Thursday.... Frick, a member of the House of Delegates since 2007, said he would make a formal announcement about his campaign in coming weeks....

JUICE #5: THIS SATURDAY, NARAL PRO-CHOICE MARYLAND GALA TO DRAW ATTENDEES RANGING FROM FRANCHOT & MIZEUR TO ULMAN & GANSLER - Maryland Juice received an invitation to a NARAL Pro-Choice Maryland "Evening of Chocolate Gala" this Saturday night, and it appears that many of our statewide Democratic candidates will be attending this event (tickets still available online). The NARAL Gala will be this Saturday night at 8 pm in Sandy Spring, Maryland (details below):

VIDEOS: MD Attorney General Candidates on Campaign Trail // WATCH: Aisha Braveboy, Jon Cardin, Bill Frick & Brian Frosh

Maryland Juice decided to provide readers with a quick check-in on the state of the 2014 battle for Attorney General. As far as we know, there are still four candidates in the race: State Senator Brian Frosh and Delegates Aisha Braveboy, Jon Cardin & Bill Frick. Below we provide video footage of all four candidates speaking at various political events over the last month or so. One dynamic to keep an eye on is whether the statewide candidates for Governor, Attorney General and Comptroller begin teaming up and forming tickets. In any case, check out the campaign speeches below:

JUICE #1: SEN. BRIAN FROSH SPEAKS AT FUNDRAISER FOR SEN. JAMIE RASKIN  //  TEA LEAVES ABOUT SENATE JUDICIARY CHAIR? - Maryland Juice videotaped remarks by State Senator Brian Frosh at a recent fundraiser for his colleague Jamie Raskin. Notably, the event also featured former U.S. Secretary of State Madeline Albright and Governor Martin O'Malley. In the clip below, Frosh touches on some of his legislative accomplishments from the past session, and also notes that he has high hopes that Raskin may replace him as Chair of the Senate Judicial Proceedings Committee:

JUICE #2: DEL. AISHA BRAVEBOY DISCUSSES MINIMUM WAGE AT PROGRESSIVE NEIGHBORS TOWN HALL - Last month Maryland Juice also caught remarks from Del. Aisha Braveboy on a proposed hike to the minimum wage. Braveboy's comments were made at a Town Hall meeting hosted by the Montgomery County-based group Progressive Neighbors:

JUICE #3: DEL. BILL FRICK TELLS MARYLAND YOUNG DEMOCRATS TO EMBRACE UNDERDOG CANDIDATES - Last February Del. Bill Frick spoke to Maryland Young Democrats and asked them to embrace underdog candidates. He notes that Barack Obama was considered an underdog before winning the presidency, but Frick also zings rival candidate Del. Jon Cardin noting that he lacks Cardin's famous uncle:

JUICE #4: DEL. JON CARDIN HIGHLIGHTS CYBERBULLYING & CAMPAIGN FINANCE REFORM AT REISTERSTOWN EVENT - Delegate Jon Cardin recently spoke at a Reisterstown Town Hall meeting and previewed some of his legislative efforts in advance of his Attorney General campaign. In the video below Cardin highlights anti-cyberbullying efforts and campaign finance reform:

Unions Picketing MoCo Democratic Party Fundraiser // Anthony Brown, 2014 AG Candidates, Young Dems & More Join Effort

All week Maryland Juice has been hearing murmurs about a possible protest by labor unions at the Montgomery County Democratic Party's (MCDCC) May 11th annual fundraising event. It turns out the picket line has been given the green light, and the MCDCC's annual spring ball is now becoming a full-blown political controversy. The AFL-CIO Metro Council released the following statement today announcing the formation of a picket line (excerpt below):
AFL-CIO: The metro Washington-area labor movement is boycotting – and picketing -- the Montgomery County Democratic Central Committee’s Spring Ball because the Committee took a position in favor of the 2012 Question B referendum, which took away the police union’s right to bargain the effects of management decisions....
[Metro Council President Jos Williams said] "‘An injury to one is an injury to all’. When the Montgomery County Democratic Central Committee decided to support Question B, it not only took sides, it took a position in opposition to organized labor and for that it must pay a price, which in this case is a withdrawal of our – and our friends and allies -- traditional support for the MCDCC Spring Ball, and the establishment of a picket line to publically express our disappointment with the MCDCC.”
Added UFCW 1994 MCGEO president Gino Renne, “Labor will not tolerate being treated as an ATM and foot soldiers for a party which is often indifferent -- and sometimes openly hostile -- to working families in Montgomery county.”

ANTHONY BROWN & BEN CARDIN SUPPORT MCDCC PROTEST // PLUS: SOME DONORS SEEKING REFUNDS - We are now hearing reports of several statewide candidates who are canceling their previous plans to attend the Montgomery County Democrats' spring ball. Additionally, some donors that had previously paid to reserve entire tables are now seeking refunds, which appears to be enraging MoCo Democratic Party officials. This could get ugly, because I'm told that the MCDCC ball is one of the key revenue generators for the MoCo Democratic Party's annual budget. I'm also hearing that the refund requests might not be honored anyway. We shall have to see how this all plays out.

Below Maryland Juice provides statements from several candidates regarding the MCDCC event, along with some background info on what started this conflict. The AFL's statement announcing the picket line also noted that statewide Democratic officials have pledged their support for the labor protest:
AFL-CIO: Senator Ben Cardin (D, MD), Maryland Lt. Governor Anthony Brown and the Montgomery County Young Democrats are among those who have announced that they’re honoring a boycott of the Montgomery County Democratic Central Committee’s May 11 Spring Ball....

MOCO YOUNG DEMS JOIN PROTEST OF MCDCC - It is interesting to see the Montgomery County Young Democrats participating in this protest, given that their President Dave Kunes is being awarded "Democrat of the Year" at the event. But note that Kunes previously worked for AFSCME.

2014 ATTORNEY GENERAL CANDIDATES CANCEL PLANS TO ATTEND BALL - Maryland Juice today received statements from three out of four candidates for Attorney General announcing they will not cross the picket line at the MCDCC ball. Maryland Juice did not receive a response from Del. Aisha Braveboy by the time we posted this entry, but below you can read remarks from State Senator Brian Frosh and Delegate Bill Frick, along with a press release from Delegate Jon Cardin:

  • STATE SENATOR BRIAN FROSH: I have always valued the support of organized labor and I respect the sanctity of the picket line. I have never crossed a picket line and will not for this event.  Unfortunately, this dispute will prevent me from honoring my dear friend and supporter Madeleine Siegel,  by presenting her with the Rosalie Reilly Lifetime Service Award for her outstanding commitment and contributions to the County Democratic Party.

  • DELEGATE BILL FRICK: I bought tickets, but won't cross any picket line to use them.

PRESS RELEASE

Del. Jon Cardin to Stand with Montgomery County’s Working
Families, Skip Democratic Central Committee Spring Ball

BALTIMORE, MD – Del. Jon Cardin, who is currently laying the groundwork to run for Attorney General, announced today that he would stand in solidarity with Montgomery County’s unions and working families – and not attend this year’s Montgomery County Democratic Central Spring Ball on May 11, 2013.

The Metropolitan Council AFL-CIO and Fraternal Order of Police announced recently that they would boycott the Spring Ball after the Central Committee endorsed Question B on last year’s ballot, which dramatically limited the FOP’s rights to collectively bargain.

“Today and always, I’m proud to stand with the police officers who risk their lives to keep us safe,” Del. Cardin said. “At a time when so many working Marylanders, including our police officers, are having a tough time making ends meet, we should help folks earn a better living – not make it tougher for them to get a fair shake.”

In the Maryland legislature over the past 10 years, Del. Cardin has been a consistent supporter of working families and their right to organize.

###

BACKGROUND OF THE PROTEST: The original grievance that led to calls for a protest came from Montgomery County's Fraternal Order of Police, who fought with MoCo Democrats over the police officers' "effects bargaining" rights. The County Executive and County Council voted to eliminate these rights, and the police union initiated a referendum (Question B) to fight the policy change during the November 2012 Presidential Election.

But the current conflict with the MCDCC started when MoCo Democrats created and mailed a sample ballot to all registered MoCo Democrats. Their endorsements included a recommendation that Democrats support the elimination of effects bargaining rights. Members of the MCDCC voted overwhelmingly for that recommendation prior to issuing of the sample ballot, and it appears that the FOP is now retaliating against the party for tipping the scales on the issue.

Here's how the FOP described the issue on their 2012 campaign website (excerpt below):
FRATERNAL ORDER OF POLICE: For over 30 years Montgomery County police officers have collectively bargained over issues critical to us and our families, including the effects of the exercise of management rights.... Repealing effects bargaining will set back police labor relations. It will undermine the purpose of the police collective bargaining law which has kept labor peace for over 30 years....

95% of management decisions do not implicate effects bargaining. Effects bargaining does not impede operational decisions. In the 30 years that effects bargaining has been in place, police operations has run smoothly. In fact, so smoothly, that the county has never utilized the process in the law for resolving a dispute over effects within 50 days.... Don’t be fooled into believing that effects bargaining is about requiring police officers to check their email. It is about requiring us to check email when we are on vacation or in the hospital giving birth....

We police officers are concerned about having the resources and training to do our jobs well. We are concerned about the effects of management decisions that impact our schedules, ability to plan time with our families, our vacations, and our time off. We are concerned about fairness in transfers, assignments, and promotions. For over 30 years that effects bargaining has existed, no call has gone unanswered, no report of crime has gone uninvestigated. Simply put, effects bargaining has had no adverse impact on the public. Federal employees and most private sector employees with collective bargaining have the right to bargain collectively over the effects of the exercise of a management right....

JUICE: Brown & Ulman Teaming Up, Gansler Opposes Gas Tax, Straw Poll for Gov Says Brown #1, Mizeur #2 & Frosh #1 for AG

Below Maryland Juice discusses a few interesting developments in the 2014 races for Governor and Attorney General:

JUICE #1: ANTHONY BROWN & KEN ULMAN DISCUSS JOINING FORCES TO FORM A 2014 TICKET - The Washington Post's John Wagner reported last night that Lt. Gov. Anthony Brown is in discussions with Howard County Executive Ken Ulman to serve as his running-mate for the 2014 Governor's race. A Brown-Ulman ticket always seemed like a strong possibility for one main reason: by joining forces, the two rival candidates would immediately be able to minimize Attorney General Doug Gansler's current cash advantage. Though Brown's folks are saying this is not a done deal, there are clearly talks going on (excerpt below):
WASHINGTON POST: Maryland Lt. Gov. Anthony G. Brown ... is in discussions with Howard County Executive Ken Ulman about joining his ticket, according to several people familiar with the talks....

By adding Ulman as the lieutenant governor candidate, Brown could erase much of a huge early fundraising advantage that Attorney General Douglas F. Gansler (D) enjoys over all other 2014 gubernatorial hopefuls in both parties. As of January, Ulman had $2.1 million sitting in his campaign account, more than the $1.6 million Brown reported having on hand.

Gansler, a former state’s attorney in Montgomery County, had $5.2 million, some of it stockpiled from a 2010 reelection campaign in which he did not have a Republican opponent.... An adviser to Brown stressed that a final decision has not been made....

AN OPENING FOR 2014 CHALLENGERS TO WOO WOMEN, MOCO & BALTIMORE? - The large fundraising gap and the easy ability to close it with one simple move might prove too irresistible for Brown and Ulman. But there are a few obvious downsides to an Ulman pick for Brown, especially since the other candidates can now make their own decisions knowing who they will be going up against.

First, this decision inevitably raises a giant red flag about the lack of gender balance on the ticket. This could have the effect of strengthening Heather Mizeur's hand or creating opportunities for a ticket that includes Doug Gansler with a woman as a running-mate. Additionally, adding Ken Ulman to the Brown ticket is something of a "safe" choice and doesn't bring the element of surprise or excitement that could come with a more risky or game-changing choice.

The next set of questions raised by Brown's choice concern geography. Montgomery County Democrats will undoubtedly make up a large share of the party's voters in 2014, and a Brown-Ulman ticket raises the possibility that in the absence of differentiating issues, MoCo voters could simply rally around a hometown candidate. The same could be true of voters in Baltimore, who currently have no candidate in the race. Indeed, Rep. Dutch Ruppersberger could be more inclined to run with a Brown-Ulman ticket further consolidating a field of non-Baltimore candidates.

JUICE #2: DOUG GANSLER OPPOSES GAS TIKE HIKE APPROVED BY MARYLAND  DEMOCRATS - Though most who read John Wagner's article above were likely interested in the discussion of a possible Brown-Ulman ticket, Maryland Juice was equally intrigued by Wagner's inclusion of policy debates between Anthony Brown and Doug Gansler. We previously discovered, for example, that Brown and Gansler are diametrically opposed on the death penalty -- Brown supports repeal, while Gansler thinks executions are a "wonderful tool" for prosecutors. But it turns out that Gansler is also opposed to the transportation funding package that was approved by most elected Democrats in the last legislative session. Check out the commentary on the gas tax hike from Gansler and Brown revealed by The Washington Post (excerpt below):
WASHINGTON POST: “Virginia is cleaning our clocks economically,” Gansler said.... He was also critical of the number of tax increases that have occurred under the O’Malley-Brown administration, including the recently passed increase in gas taxes to fund transportation projects. “To me, the solution to our transportation needs should not be to tax poor people and working families,” Gansler said....

[Anthony Brown] defended the need for the gas tax increase, saying that several projects, including the long-planned Purple Line rail link in the Washington suburbs, would probably have been “dead in the water” without it....
Maryland Juice eagerly awaits the details of Gansler's alternate transportation funding package, given that the gubernatorial candidate is purportedly concerned about competition from Virginia (where they are building a new Metro line AND where the legislature recently approved a massive transportation funding package).

JUICE #3: ANTHONY BROWN  TOPS STRAW POLL FOR 2014 GOVERNOR, BUT HEATHER MIZEUR STUNS WITH 2ND PLACE SHOWING IN WESTERN MARYLAND - A Maryland Juice source provided us with the results of the first Democratic straw polls for the 2014 campaign cycle. Last night Western Maryland Democrats took an early poll in the heated races for Maryland Governor and Attorney General. In the Governor's race, Maryland Juice is not surprised to see that Lt. Gov. Anthony Brown came in first place by a healthy margin -- even outside of the Democratic strongholds of Montgomery, Prince George's and Baltimore. But my source indicates that there was an audible gasp in the room when it was revealed that Delegate Heather Mizeur came in 2nd place among Western Maryland Democrats. Below you can see the vote totals, as well as the official tally sheet:
WESTERN MD DEMOCRATIC SUMMIT - 2014 GOVERNOR STRAW POLL
  1. Anthony Brown - 62 Votes
  2. Heather Mizeur - 37 Votes
  3. Doug Gansler - 25 Votes
  4. Ken Ulman - 17 Votes

JUICE #4: SEN. BRIAN FROSH WINS STRAW POLL FOR ATTORNEY GENERAL, DEL. BILL FRICK COMES IN 2ND AMONG WESTERN MARYLAND DEMS - State Senator Brian Frosh came in first place in the Western Maryland Democratic straw poll for Attorney General, and Delegate Bill Frick came in second. Note that the poor showing by Delegates Jon Cardin & Aisha Braveboy could be attributed to the fact that unlike their competitors, neither candidate attended the Western Maryland Democratic Summit yesterday. See the result below:

WESTERN MD DEMOCRATIC SUMMIT - 2014 ATTORNEY GENERAL STRAW POLL
  1. Brian Frosh - 70 votes
  2. Bill Frick - 54 votes
  3. Jon Cardin - 9 votes
  4. Aisha Braveboy - 4 votes
  5. Ken Ulman (Write-In) - 1 vote

JuiceBlender: Maryland Lawmakers Weigh Retirement, Mizeur Decries Exclusion from 2014 Coverage, Frick vs. Frosh for AG

PLUS: FRANCHOT'S ODD NEWSPAPER, O'MALLEY'S PILGRIMAGE & A GOP COUP!

Below Maryland Juice highlights several news tidbits that may of interest to politicos tracking campaign developments in 2014 (and 2016):

JUICE #1: NUMEROUS STATE SENATORS & DELEGATES MAY RETIRE IN 2014 - Center Maryland columnist Josh Kurtz recently published a thorough round-up of possible retirement and open seat possibilities in 2014. In his lengthy column, he audits almost every State Senate and House of Delegates district and comes to the conclusion that the next election cycle could result in massive turnover in the General Assembly (excerpt below):
JOSH KURTZ (VIA CENTER MARYLAND): Jimmy Malone and Steven DeBoy are just the tip of the iceberg. When the House of Delegates convenes in 2015, there could be as many as 50 new members. That’s right, more than a third of the chamber could — could — turn over....

The Malone and DeBoy departures say something about the unique challenges facing conservative and moderate Democrats in Annapolis.... Indeed, redistricting will contribute heavily to the looming reconfiguration in the House, along with all the usual reasons: electoral defeats, delegates running for higher office, and pure retirements.

In the Senate, turnover has helped contribute to the long tenure of President Mike Miller (D).... No one has the seniority, gravitas or political cojones to challenge Miller’s supremacy....
But the House is a much less manageable place under the best of circumstances. As more and more newcomers arrive, with fewer connections and loyalty to Busch than the members who were there when he became speaker in 2003, it becomes harder for Busch and his lieutenants to maintain day-to-day control. That’s just the nature of the beast....

JUICE #2: DEL. HEATHER MIZEUR DECRIES EXCLUSION FROM BALTIMORE SUN COLUMNIST'S GUBERNATORIAL COVERAGE - Maryland Juice received an email blast today from the campaign manager for Del. Heather Mizeur's gubernatorial campaign decrying her omission from Baltimore Sun columnist Dan Rodricks' recent discussion of the 2014 race. Mizeur's campaign also took offense with Rodricks calling the Governor's office the "big-daddy chair." Below we provide an excerpt from Dan Rodricks' April 10, 2014 column (titled "Ruppersberger considering run for governor"), followed by an excerpt from Heather Mizeur's email blast:
DAN RODRICKS (VIA BALTIMORE SUN): Among the likely Democratic candidates for Maryland governor in 2014 — Howard County executive Ken Ulman, Lt. Gov. Anthony Brown, Attorney General Doug Gansler — Ulman comes closest to being the "Baltimore-area candidate."

But a genuine Baltimore-area candidate — someone who could pull votes from Baltimore County and the city, and enough in other key sectors of the state — would be a serious contender for the big-daddy chair in Annapolis....
The column above triggered the following response in the form of an email blast from Heather Mizeur's campaign manager Joanna Belanger. The blast below calls on supporters to sign a petition to send a message that "Maryland isn't a boys' club" (excerpt below):
JOANNA BELANGER (VIA FRIENDS OF HEATHER MIZEUR): The Baltimore Sun recently published a guest column about all the potential Democratic candidates for Governor in 2014. Well, all except for one:

Heather Mizeur.
Right now, there are no announced candidates for Governor. But Heather, just like several others, has made it clear that she's seriously considering a bid.

But the Sun only talked about the men who are thinking about running. Even worse, they actually called the office of Governor "the big-daddy chair.”

Sometimes you really have to wonder if these folks realize that it's 2013 now, and that women won't be ignored and dismissed. We deserve and demand better – will you add your name to our petition and let your voice be heard?

The race for Governor is going to be about the issues we all care about and who can best move Maryland forward – not his or her gender. Heather has spent her entire career working on behalf of all Marylanders, making sure we continue to improve our infrastructure and schools, protect our natural resources, promote job growth, and fight for equality.
That’s why her supporters are urging her to run.

Your support is vital. That's why I'm asking you to stand with me and add your name to our petition now. We need to send a message that Maryland isn't a boys' club -- and there's no such thing as the "big-daddy chair."

All my best,
Joanna Belanger
Campaign Manager
Friends of Heather Mizeur
Meanwhile, for those still questioning whether Del. Mizeur is actually running for Governor, it is worth noting that The Chestertown Spy recently published a series of video clips showing Mizeur campaigning in Kent County.

JUICE #3: 2014 ATTORNEY GENERAL RACE HIGHLIGHTS HOMETOWN RIVALRY BETWEEN SEN. BRIAN FROSH AND DEL. BILL FRICK - Yesterday Bethesda Magazine published an article profiling the dueling Attorney General campaigns from two District 16 Democrats: Sen. Brian Frosh & Del. Bill Frick. The worthwhile article presents some interesting backstory about Frosh's run for Attorney General, noting specifically that State Senator Jamie Raskin had been previously preparing for a run. Additionally, Bethesda Magazine also focuses on the awkwardness caused by the unusual circumstance of having two lawmakers from the same district seeking the same statewide office (excerpt below):
LOUIS PECK (VIA BETHESDA MAGAZINE): Although separated in age by almost three decades, state Sen. Brian Frosh and state Delegate Bill Frick have a lot in common.... Today, they reside barely a mile from each other along Bethesda’s River Road corridor, and share representation of District 16 in the Maryland General Assembly. In Annapolis, both can claim a record of legislative accomplishment as well as a passion for some of the same issues, particularly in the realm of consumer protection.

Perhaps it is as much because of these connections as in spite of them that Frick and Frosh now find themselves on a collision course.

While some in local political circles wait to see if one of them blinks, both men say they are committed to seeking the 2014 Democratic nomination to succeed Attorney General Douglas Gansler.... How did this statewide political head-on between two candidates from the same legislative district come about?...

When Frick approached Frosh about the contest, Frick says that Frosh told him that he was already committed to another attorney general aspirant from Montgomery County: state Sen. Jamie Raskin of Takoma Park, a law professor at American University....

JUICE #4: COMPTROLLER PETER FRANCHOT PRINTS NEWSPAPER DECLARING HIMSELF "THE MOST INTERESTING MAN IN MARYLAND" - A Maryland Juice reader recently reported that residents in her neighborhood received hand-delivered copies of a bizarre multi-page newspaper from Comptroller Peter Franchot. The elected statewide Democrat often describes himself as Maryland's "fiscal watchdog," but now he has adopted the title of "the most interesting man in Maryland." See the scanned front page of the newspaper below:

The Baltimore Sun provided some context on this strange government communication in an article earlier this month (excerpt below):
ERIN COX (VIA BALTIMORE SUN): Would you like to meet the most interesting man in Maryland?  Apparently, it's Comptroller Peter Franchot.

Franchot this week released a spoof of the popular Dos Equis' beer commercials as promotion for Maryland's unclaimed property website. More than $980 million is waiting to be claimed by Marylanders, and newspaper inserts will soon start advertising $80 million of them. ...

JUICE #5: MARYLAND HOUSE GOP MEMBERS ATTEMPT LEADERSHIP COUP - Maryland Reporter this week highlighted an emerging attempt by State House GOP members to replace GOP Minority Leader Tony O'Donnell (excerpt below):
GLYNIS KAZANJIAN (VIA MARYLAND REPORTER): A movement led by junior Republican delegates is underway to replace Maryland GOP House Minority Leader Tony O’Donnell and Minority Whip Jeannie Haddaway-Riccio. The move comes only days after the Maryland Republican Party voted in a new state party chairman, Diana Waterman, following a highly contentious election for the position.

Second term Del. Nicholaus Kipke, 34, Anne Arundel, and freshman Del. Kathy Szeliga, 51,  Baltimore and Harford counties, have been named by party insiders as the team running to replace O’Donnell, 52, and House Whip, Eastern Shore Del. Haddaway-Riccio, 35.
A vote is scheduled to take place in a special election next Tuesday, April 30, but such meetings are generally closed to the media and the public. This is the third reported attempt to unseat O’Donnell, with Kipke leading a similar effort in 2011 that fizzled....

JUICE #6: O'MALLEY ANNOUNCES PRESIDENTIAL AMBITIONS DURING TRIP TO ISRAEL -  It is no surprise to Maryland politicos that our Gov. Martin O'Malley has been gearing up for a 2016 White House run for quite some time now. But O'Malley stated the obvious during a recent trip to Israel (which now sits next to New Hampshire and Iowa on the list of places a prospective Presidential candidate must visit). The New York Times covered some of O'Malley's remarks during his trip this week (excerpt below):
