Senate President Mike Miller Shuffles Committee & Leadership Posts for Brinkley, Feldman, Getty, Hershey, Pugh & Robey

Maryland Juice just received the following press release from the office of Senate President Mike Miller announcing new committee assignments an leadership posts to account for the new members appointed to the body. The shifts impact State Senators David Brinkley, Brian Feldman, Joseph Getty, Stephen Hershey, Catherine Pugh and James Robey. Robey and Pugh are taking the leadership posts previously held by Sen. Rob Garagiola (eg: Majority Leader & Senate Finance Health Subcommittee Chair, respectively). The remaining committee assignments are highlighted below:

Senate President Miller Announces new Committee & Leadership Positions

Announcement comes after Feldman, Hershey Appointments

Annapolis, MD – Today, Senate President Thomas V. Mike Miller Jr., announced new committee assignments and Democratic leadership appointments resulting from the resignation of Senators Garagiola and Pipkin as well as the appointments of Senators Feldman and Hershey.

“I am pleased to announce these appointments and know that these Senators will be very successful in these roles. We have incredible talent and knowledge in the Maryland Senate and I am certain all of these appointments will serve our State well," said Senate President Miller.

In appointing Senator James Robey as Senate Majority Leader, Senate President Miller remarked that "We have a true and demonstrated leader in the Senate with a career of public service that we all admire and for this reason I am pleased to appoint Senator James Robey as the Senate Majority Leader. While we are all saddened by his decision not to seek re-election next year, we are excited to have him serve in this role in his final year in public service.”

Senate President Miller also announced the appointment of Senator Catherine Pugh as the Senate Finance committee Health Subcommittee chair following the departure of Senator Garagiola, stating, "I can think of no one better than Senator Pugh to help our state move forward in this new and complex era of health care delivery."

RUMORS // Surprising Candidates Emerge to Replace Retiring MD House Members: Delegates Justin Ross & Liz Bobo

UPDATE: An anonymous source adds one more name to our list of possible District 22 appointees. Our source is hearing some buzz around the following name :
Adam Ortiz, the former Mayor of Edmonston and a member of P.G. County Exec. Rushern Baker's staff.



DISTRICT 22 HOUSE CANDIDATES: Last week, Delegate Justin Ross stunned Maryland politicos by announcing his mid-term retirement from the Maryland House. The Prince George's County Democrat's departure will now trigger an appointment process to fill his District 22 House seat for the remainder of his term. A knowledgeable source has informed Maryland Juice that several Prince George's Democrats' names are now circulating as possible appointees to replace Justin Ross in the legislature. Maryland Juice found this list a bit surprising at first, but upon second thought it makes sense. See further discussion below:
  • Will Campos, Prince George's County Councilmember (District 2)
  • Alonzo Washington, Will Campos' Chief of Staff
  • David Sloan, Maryland Democratic Party Executive Director
  • Adam Ortiz, former Edmonston Mayor

Note that Will Campos is facing term limits for his County Council seat in 2014. Even more interesting is that Campos currently lives in District 22, but after the 2014 redistricting kicks in, he will be moved to District 47B.


APPOINTMENT PROCESS FOR D22 VACANCY: Because Delegate Ross is not finishing out his full four-year term, there is over a year until voters will next elect a District 22 House member. In such an instance, the Prince George's County Democratic Central Committee will appoint a temporary House member to replace the vacant D22 seat.

Under Article III, Section 13, of the Maryland Constitution, the Governor is responsible for filling the legislative vacancy within 30 days after the vacancy is created (November 9). The Prince George's Democratic Central Committee shall submit a name to the Governor for the vacancy within the same 30 day period. If the Central Committee doesn't act by the deadline, the Governor will appoint a Democrat within 15 days.

Some are asking whether the new legislative districts or the old lines will be in place for the appointment. Sources indicate that the old lines will be likely used (pending confirmation from attorneys). If this is correct, Will Campos would have to move in order to run for re-election, should he be selected to replace Justin Ross.


JUSTIN ROSS RESIGNATION HIGHLIGHTS STAGNANT HOUSE LEADERSHIP DYNAMICS: Ever since Justin Ross announced his sudden resignation from the Maryland House, numerous legislators have privately blasted the stagnant leadership dynamics in the State legislature. The Washington Post's John Wagner made the following observation when announcing Ross' retirement (excerpt below):
WASHINGTON POST: Though Ross attributed his decision to leave mid-term to his family and business situations, some colleagues noted that other leadership opportunities in the House have been limited. That is due in part to several veteran committee chairmen whose continued service in the chamber has limited upward movement among younger delegates....
GRAYING LEGISLATIVE LEADERS CLINGING TO POWER: Indeed, most members of leadership in Maryland's House and Senate have served for decades in the same positions. Occasionally some of the smaller leadership positions have changed hands and legislative leaders have sometimes invented fake leadership positions to placate the rank and file. But the reality is that the top spots have been occupied by the same gang of graying party bosses for many years. Given that not a single top legislative leader has decided to retire, talented Democrats are dropping off like flies, just so that leadership can cling to power for another four years. In fact, both Senate President Mike Miller and House Speaker Mike Busch shored up their re-election prospects in the last round of redistricting. Those line changes caused a lot of groaning among their colleagues.

And now veteran lawmakers who have been loyal to leadership for years are all packing their bags. Meanwhile, younger, ambitious legislators are become increasingly frustrated with the lack of upward mobility in the Maryland Assembly. Just look at the number of legislators who are contemplating leaving to run for another office in 2014. After Justin Ross' resignation, Maryland Juice received a number of private complaints about these dynamics from politicos. The truly disappointing aspect of this problem is that nobody seems to want to do anything about it. Instead everyone seems to be giving up and is content to leave things be. They seem to not see the massive turnover in both the House and Senate that is possible in 2014....


UPDATE ON DISTRICT 12 HOUSE CANDIDATES: A few weeks ago, Maryland Juice wrote about District 12 Delegate Liz Bobo's planned retirement from the Maryland House. Unlike Delegate Ross, Bobo plans to finish out her term until the next election. But already, a number of names are circulating as potential candidates for her seat in 2014. Maryland Comptroller Peter Franchot Says Time for Senate President Mike Miller to Go: "He's a Fanatic for Gambling"

BACKGROUND - Earlier this week, Maryland politicos witnessed a monumental meltdown in the budget process in the State House and Senate. The legislature passed an incomplete budget package due to a stalemate on gambling proposals and the scope of tax increases. In early news reports before the close of the legislative session, both House Speaker Michael Busch and Governor Martin O'Malley blamed Senate President Mike Miller for holding the budget hostage for the casino industry. Yesterday, Comptroller Peter Franchot (a presumed candidate for Governor in 2014) echoed the criticism, but took it a step further and said it was time for Mike Miller to go. Indeed, many are beginning to point the finger for the budget debacle in Miller's direction.

Tensions remain high between top Democratic leaders, as many are expecting Governor O'Malley to intervene and call for a special session. But notably, Maryland Reporter yesterday reported that Gov. O'Malley refused to commit to a special session and instead he stated, "there was 90 days to work all this out." Even still, yesterday, Baltimore Mayor Stephanie Rawlings-Blake called on Governor O'Malley to propose a special session. She also announced her support for an expansion of gambling in Maryland and called on the legislature to push through table games and a Prince George's County casino.

PETER FRANCHOT: TIME FOR MIKE MILLER TO GO - Yesterday, WBAL Radio's C4 Show brought on Maryland Comptroller Peter Franchot as their studio guest. Franchot blamed the Senate President for screwing up the budget for gambling interests and called on him to step aside. Guest Pundit: An Anonymous Legislator Highlights Fallout from MD Redistricting // Who is Leaving the Statehouse?

UPDATE: Yesterday, Maryland Reporter highlighted a few notable redistricting tidbits, including this comment about Mr. Busch's district: 
His new two-member district 30A moves Republican Del. Ron George out of the district where he got more votes than Busch, into another district where George may have to run against other Republicans.
The new district lines will also make it more difficult for Republican Del. Herb McMillan to win reelection since it moves GOP voters south into a heavily Republican single-member district now represented by Republican Del. Bob Costa, chair of the Anne Arundel County delegation now controlled by the GOP.... 
In Carroll County, the new District 5 includes almost all of the county, now represented by Republican Sen. Joe Getty, and packs four GOP incumbent delegates into a three-member district.
Yesterday, Maryland Juice wrote about how House Speaker Mike Busch's legislative district was becoming more Democratic in 2012. We also mentioned that Busch staying in office would reduce opportunities for politicians to move up the leadership ladder in Annapolis. An anonymous legislator has responded with a more nuanced view, highlighting that some politicians will benefit from Mr. Busch's extended stay:
Guest Pundit: Sure, Busch running again is bad for people at the top of the food chain (ie: those whose only real way up is if Busch doesn't stay speaker until 2018). That is why a lot of those people are looking elsewhere: think Kumar Barve, Maggie McIntosh, and Dereck Davis. Those were the three names in the wings for speaker, although Davis is definitely young enough that he'll still be in the running in 2018 if he sticks around.

But Busch running for office again is also good for people in the middle and lower ranks. As people higher up the chain begin leaving because they lack opportunities to move up, that opens up spots for the middle and lower ranks of the Democratic caucus. MD Redistricting: House Speaker Mike Busch Gets a New District // Anonymous Legislators on What It Means

On August 15th, Maryland Juice reported on rumors that House Speaker Mike Busch might seek a single-member-district. He is currently the sole Democrat, alongside two Republican Delegates, in a three-seat-district. With the release of Maryland's 2012 state legislative districts, it appears that the rumors were partially true. Mr. Busch will now serve in a more Democratic two-member district, while the Republicans appear to be concentrated in a new single member district 30B. Juice Blender: MD House GOP Members Meeting to Discuss Leadership Future // Del. Tiffany Alston Faces More Charges

UPDATE: A Maryland Juice reader has written a rather feisty defense of Del. Tiffany Alston. Here is a short clip, but I urge you to read the full tirade: "Maybe House Seaker Busch could be a better mentor rather than attacking her though. When Sam Arora flipped on gay marriage, he got a stern talking to and a trip to India! Delegate Alston pissed off the speaker, she gots multiple indictments."

Here's a random blend of political tidbits starting with a development in Annapolis. Yesterday we wrote about MD House Minority Leader Tony O'Donnell's entry into the 5th Congressional District race. We also noted that Tea Party leader Del. Mike Smigiel called on Mr. O'Donnell to resign his GOP leadership position while campaigning for Congress. Today, a Maryland Juice reader who happens to work as a legislative aide in Annapolis sent us the following news:

Maryland GOP Divided: Anonymous Democrats Say Colleagues' Romney/Perry Endorsements Reflect Divisions

Earlier this week, Maryland Juice reported on a blip of GOP Presidential activity in Maryland. In the course of the GOP in-fighting, Mitt Romney and Rick Perry both released their lists of Maryland endorsers. We asked several Democratic lawmakers to comment on any meaningful patterns in which Republican lawmakers supported Romney vs. Perry. Their responses point to a trend of Romney endorsers being more moderate than Perry supporters. But some of our sources noted a more interesting dynamic: GOP Delegate Nic Kipke has endorsed Romney over Perry, while attempting a House leadership coup from the right.

The Secret Lives of Delegates // Anonymous MD Legislators on Life in Annapolis

Earlier this month, Maryland Juice reported on rumors that District 14 Delegate Eric Luedtke was weighing a bid for the District 5 seat on the Montgomery County Council. It is worth noting that Mr. Luedtke's activism on County issues may predate his time in the State House. But still, we were intrigued by this potential lateral, given that just last year Delegate Craig Rice jumped from the State House to the County Council.

As a result, we decided to anonymously poll a sample of Mr. Luedtke's legislative colleagues from Montgomery, to see what they had to say about life in Annapolis. In particular, we wanted to see what sort of issues fairly recent Maryland House members face, given that they are unlikely to be chairing committees or serving in leadership.

The responses below are amazingly consistent, with a few unique responses. I group the answers by topic, below:
