HELP: Transportation Funding Facing "Do or Die" Moment in Maryland House // PLUS: O'Malley & Robin Ficker Ready to Duel

CRITICAL MOMENT TO HELP FUND THE PURPLE LINE, RED LINE & MORE!

HELP: MARYLAND HOUSE ON THE VERGE OF APPROVING CRITICAL TRANSPORTATION FUNDING, BUT SOME LAWMAKERS WAVERING - Last night, the Maryland House of Delegates moved forward with a much-needed plan to raise transportation funds for the state's numerous stalled projects (think everything from highway maintenance to new transit lines like the Purple Line & Red Line). Even our neighbors in anti-tax Virginia have approved tax increases to pay for their transportation improvements & transit (details below).

But it appears that some Maryland Democrats are wavering and may need some encouragement.  Nobody wants to increase the cost of prices at the pump, but this is the only legislative vehicle we have to finally get transportation funds flowing in Maryland -- a prerequisite to boosting economic development in the places that drive Maryland's economy (like say Montgomery County).

The Maryland House could take a final vote on the transportation funding plan as early as tomorrow, and every vote will be needed. A knowledgeable source has indicated that the following Montgomery County lawmakers may need some encouragement. Please tap these folks on the shoulder and encourage them to support the Governor's transportation funding plan:

LINES BEING DRAWN OVER GAS TAX ISSUE - Yesterday The Washington Post reported that supporters of Gov. Martin O'Malley's transportation funding package are getting ready to go to battle to defend the plan. O'Malley's allies are apparently raising money for a voter engagement effort (excerpt below):
WASHINGTON POST: A group led by some allies of Maryland Gov. Martin O’Malley (D) has been raising money and trying to mobilize public support for legislation to increase transportation funding.

The group, known as Broad Stripes/Bright Stars, has helped pay for ads on the Web sites of both The Washington Post and Baltimore Sun. And it has coordinated phone calls to lawmakers weighing a bill sponsored by O’Malley to boost funding for road and mass transit projects, according to organizers.... O’Malley’s plan, which was tweaked this week by a House committee, relies heavily on a new sales tax on gasoline. It is projected to yield $3.4 billion over five years....

A recent fundraising solicitation sent out by the group, obtained by The Post, says that “all monies will be directed into voter engagement about the once-in-a-generation opportunity to get Maryland moving again....”

ROBIN FICKER DEPLOYS ROBOCALLS AND LAWNSIGNS AGAINST GAS TAX - Maryland transportation boosters are likely wise to be preparing for political battle over the gas tax. After all, Montgomery County's persistent anti-tax activist Robin Ficker is already making noise over the issue. I spied the lawnsign below in Montgomery County recently, and several sources recently reported receiving robocalls about the gas tax, purportedly from Ficker:
  • REPORT #1: Talked with someone just now who got a robocall asking them to oppose "Governor O'Malley's 18-cent gas tax."  Unfortunately, they hung up before the end and didn't hear whether it gave any sponsoring name.
  • REPORT #2: Yes, my Aunt here in Potomac must have received that same phone call. She only heard the message once, but she's pretty sure the message said it was from Robin Ficker.
It does appear that Robin Ficker is behind the robocalls, as he posted the following Facebook message right around the time the reports started coming in:


TRANSIT PROJECTS ARE TOP PRIORITIES FOR DEMOCRATS - Robin Ficker notwithstanding, transportation projects (and transit lines in particular) are becoming top priorities for ambitious Democrats. A Maryland Juice source noted, for example, that Howard County Executive Ken Ulman recently spoke to members of the Action Committee for Transit and pledged support for the Prince George's & Montgomery County Purple Line (a light rail line that would run East-West from New Carrollton to Bethesda). Notably, Ulman's visit comes after fellow gubernatorial candidates Lt. Gov. Anthony Brown and Del. Heather Mizeur also met with the group and pledged similar support for the Purple Line.

Indeed, a large community of advocates is quickly emerging to try and bolster chances that Maryland will raise a significant amount of funds for transportation this year. Many of these advocates are specifically hoping to see a surge in funding for Maryland's stalled transit projects. To be sure, Maryland has been underfunding transportation for years, but the state's transit projects have been disproportionately affected. Meanwhile, voters around the state seem unaware that taxpayers and transit-riders have been subsidizing auto use for decades (and continue to do so). But times are changing....


THE FUTURE IS HERE: YOUNG PROFESSIONALS PREFER TRANSIT-ACCESSIBLE COMMUNITIES - Just Up the Pike blogger Dan Reed recently reported on how the younger demographics that communities need to attract to survive are increasingly seeking transit-accessible housing. Reed notes that Montgomery County's metro stations attract young professionals, but that more priority needs to be given to these issues:
JUST UP THE PIKE: Trends show that Millennials want an urban lifestyle, but are often stymied by limited funds and a dearth of affordable housing.... The county's largest concentrations of Millennials are along the Red Line in places like White Flint, downtown Bethesda and downtown Silver Spring, where young adults are a slim majority. Notably, these are also the places where walking, biking and taking transit to work are most common....
These maps have implications not just for Montgomery County, but the whole region. They show that the District and Arlington aren't the only places that can attract Millennials, so long as they can be near neighborhoods near transit, shopping and jobs. While many young families are choosing to live further out, they're still seeking a semi-urban experience.
They also show that one of Montgomery's greatest strengths remains its diversity of neighborhoods, allowing it to attract both singles and families. However, two distinct challenges lie ahead. One is to preserve a supply of affordably-priced housing in the county's urban areas, both established places like Bethesda or emerging ones like White Flint. The other is to create more walkable neighborhoods and improve access to jobs, shopping and transit in the Upcounty and East County, where young families continue to settle.
Of course, Millennials aren't the only ones who want an urban or semi-urban lifestyle. But if Montgomery County wants to attract a new generation of residents, it needs to start listening to young adults. Without us, the county doesn't have much of a future.

THE REAL THREAT FROM VIRGINIA IS NOT TAX RATES // THEY'RE CREATING LARGE AMOUNTS OF TRANSIT-ACCESSIBLE HOUSING IN QUALITY NEIGHBORHOODS - Maryland lawmakers have been complaining for years about how the state is becoming less competitive with neighboring Virginia for jobs, investment and residents. Time and again, politicians have pointed to Virginia's lower tax rates as evidence that Maryland is doing something wrong. They have used the threat of an aggressive and hostile neighbor on our border as reason to justify all manner of anti-tax hysteria in Maryland, including allowing our "millionaires tax" to expire.

But Northern Virginia residents and lawmakers have for years been plagued by problems relating to the state's rabid anti-tax political base, and policymakers have been exasperated by their inability to fund the state's growing transportation priorities..... until recently.

First, Virginia made a huge leap forward by finding funding to build a new Metro "Silver Line" to Dulles Airport. And now Virginia is raising billions of dollars for additional transportation improvements and transit funding. The reality is that the bread and butter for Maryland's revenues is our high quality of life and solid neighborhoods, which are obviously all aided by our proximity to the Federal government.
 
But now Virginia is moving forward with their own transportation improvements, and they are threatening to put Maryland to shame. The Richmond-Times Dispatch today explained what Virginia's transportation funding plan would mean for the state (excerpt below):
RICHMOND TIMES-DISPATCH: For the first time in four years, Virginia’s six-year plan for road construction will mean something. The state would receive an additional $4 billion for its six-year plan ... under legislation awaiting the signature of Gov. Bob McDonnell that would raise state tax revenues for transportation for the first time in 27 years....

The complex funding package would result in almost $3 billion for highway construction projects.... McDonnell has not said whether he will propose any changes in the legislation ... but his administration is moving ahead swiftly in planning for the new funding, which also would add about $1 billion for mass transit.... Cities and counties, for example, would receive an estimated $125.6 million in 2017-2019 for their priorities.

“The revenues generated by (the legislation) will breathe new life into Virginia’s transportation program,” [John W. Lawson, chief financial officer of the Virginia Department of Transportation] concluded.

GAS TAX INCREASE? - For those of you following the debate over the Lockheed Martin corporate welfare bill in Maryland, it should be noted that some politicos (and Robin Ficker) are already comparing the gas tax increase to the proposed Lockheed handout. Indeed, it would seem absurd for lawmakers to raise the gas tax on ordinary Marylanders at the same time they give Lockheed Martin millions of dollars in tax cuts. MoCo JuiceBlender: County Officials Push Gun Control, Robin Ficker Defeats MoCo Speed Camera, Towson's Bethesda Crush?

UPDATE: County Exec Ike Leggett's office has provided a clarification about the impact of Robin Ficker's court victory over a MoCo speed camera. They note that the Judge's decision in the case "does not establish a precedent that will be binding in other cases presented in court, and the decision in this case does not require a modification of Department policy.  The Department will not be reviewing other cases in which citations were issued by this speed camera."

On another note, gun control activists have created a new organization in Maryland called, Marylanders Against Gun Violence. Their mission states, "MDAGV is a grassroots organization advocating for sensible gun control legislation in the Maryland General Assembly and in Congress." JUICE #1: MONTGOMERY COUNTY OFFICIALS PUSHING FOR GUN CONTROL IN MARYLAND - With the recent surge in support for gun control measures, Montgomery County politicians are moving quickly to take advantage of the moment. The latest email newsletter from MoCo Council President Nancy Navarro announced a few efforts from MoCo officials relating to gun control efforts (excerpt below):
Council works with Board of Education to accelerate placing new security measures in all county schools: Four years ago, the Council provided funding for MCPS to install access control systems, camera systems, and visitor management systems in County schools.... On Monday, January 7th, Council Education Committee Chair Valerie Ervin and myself sent a letter to Board of Education President Chris Barclay asking MCPS to speed up implementation of new these security measures at schools across the county. The next day, the Board of Education voted to act on our recommendation, and requested that we release about $365,000 earlier than planned so that they can finish installing these systems by the end of the school year....

Message to state and federal lawmakers: we need better gun control laws: On Tuesday, January 22nd, the Council passed a resolution to send a clear message to our representatives in the state legislature and in Congress that Montgomery County wants action on gun control. The resolution calls for the Governor and state legislature to consider and implement the recently released recommendations of the Maryland Task Force to Study Access of Individuals with Mental Illness to Regulated Firearms, and for state and federal officials to take a number of other common sense steps to reduce the number of dangerous guns in the hands of criminals or mentally ill individuals who may harm themselves or others....

CD6: Robin Ficker Kicks Off Frederick, Maryland Campaign Visit from GOP Presidential Candidate Newt Gingrich

Maryland Juice is surprised at the amount of craziness going on in the 6th Congressional District Democratic and Republican Primaries. With only hours left before voters cast ballots in the Tuesday, April 3rd elections, the scene on the ground is looking downright surreal.

In the latest example of strange campaign news, who would've ever imagined we'd see the photo below? CD6 GOP candidate Robin Ficker posted the following image of himself with Presidential candidate Newt Gingrich in Frederick, Maryland today. Gingrich is trying to squeeze some RNC convention delegates out of the Free State, while his rival candidates are campaigning in Wisconsin.

Robin Ficker was chosen to be the lead-off speaker at the Newt Gingrich rally this morning in Frederick. Then, when Newt was late, Robin was chosen to speak again. He presented his plan for energy independence and lower gasoline prices. CD6: Republican Candidates Respond to Release of Sen. David Brinkley's 911 Calls // Robin Ficker & Del. Kathy Afzali Speak Out

UPDATE: Maryland Reporter notes a 3rd GOP candidate response from Brandon Rippeon. He calls both Bartlett and Brinkley "unworthy."

The Republican Primary in Maryland's 6th Congressional District is getting crazy as we get closer to election day. Over the weekend, Rep. Roscoe Bartlett took out a sledgehammer and smacked challenger State Sen David Brinkley in the head. His supporters unearthed audio tapes of 911 calls placed by Brinkley's ex-wife that were made when the Senator was caught in an affair.

Two Republican candidates are now condemning the shenanigans in the CD6 race. Below we print email blast responses from former Delegate Robin Ficker and Delegate Kathy Afzali. Ficker's email message is reportedly going out to 40,000 voters.

Brinkley 911 tapes of domestic dispute surface

Hello! 

Election day is Tuesday and so much happens in one day in the campaign. Yesterday I received news that MarylandJuice.com was reporting Congressman Bartlett had released an audio tape about fellow competitor David Brinkley. The audio is very disturbing.

I am sorry for his ex-wife that this came out, but this is a liability for Republicans if Brinkley should get the nomination. The audio consists of 911 tapes of his wife and then him calling police for help during a domestic dispute between the two.

I had hesitated to send this to my supporters, but because the election is Tuesday, I felt that this information should be available to voters before making a final decision on this very important race.

I have tried to stay positive during the campaign so I have personally struggled with whether or not to send this.

Both Bartlett and Brinkley need to go. The time for a new, fresh voice is now! I need your vote Tuesday!

CD6 DIRECT MAIL: Sen. David Brinkley Attacks Rep. Roscoe Bartlett's Age // Plus, Del. Kathy Afzali to Challenge Brinkley?

SEN. DAVID BRINKLEY CALLS OUT REP. ROSCOE BARTLETT'S AGE: Maryland Juice recently stumbled upon two direct mail pieces that GOP State Senator David Brinkley is sending CD6 voters. In one piece, he assaults incumbent Rep. Roscoe Bartlett's voting record as "too liberal" and raises a thinly veiled criticism aimed at highlighting Bartlett's age. The piece notes that the long-serving member of Congress is 85-years-old, but suggests that age is NOT an issue. Cute.

Sen. Brinkley's mail piece also points readers to a website of citations for his attacks (including a mention of the STACHE Act). The caption for his list of links about Rep. Bartlett's voting record states:
IT'S TIME FOR CHANGE...

I am running against Roscoe Bartlett, not because he's 85 years old, but because he votes liberal.

After 20 years in Washington, the liberal seduction of Roscoe Bartlett is complete. His views, his votes and his passions are all liberal. Sadly, there is not much left to differentiate Bartlett from Nancy Pelosi.
WILL DEL. KATHY AFZALI CHALLENGE SEN. DAVID BRINKLEY IN 2014? - See Brinkley's two mail pieces below, followed by a brief video clip of rival candidate Robin Ficker at a CD6 GOP candidates debate from last Sunday. Ficker takes a strong anti-war position against the conflicts with Iran and Afghanistan, but also takes time to throw zingers at Delegate Kathy Afzali and Senator David Brinkley. Ficker points out that both Annapolis lawmakers actually live in Rep. Chris Van Hollen's 8th Congressional District and are carpetbaggers.

THEORY: Ficker also commented that Del. Afzali and Sen. Brinkley sound like they are fighting for the 2014 GOP nomination to the District 4 State Senate seat. At first I thought he was joking, but then I started to realize they have been bitterly attacking each other during the course of this race. I think that seems like a plausible scenario, and I think Del. Kathy Afzali would be a formidable opponent in a Republican Primary against Sen. Brinkley. His now high-profile "issues" with women and his lackluster fundraising will likely dovetail nicely with a poor performance in next week's GOP Primary. I suspect this will broadcast his political vulnerability to potential 2014 challengers, thus proving that there is a downside to running for Congress while serving in Annapolis. Note: many lawmakers see it as a "free shot," since they don't have to resign from their seats in order to run for Congress.

Curious who is paying for the CD6 candidates' campaign? Maryland Juice decided to compile a series of links to the 6th Congressional District candidates' campaign finance reports. I only linked to the information that was available, but the FEC should be posting new reports from the candidates soon. According to the FEC's reporting schedule, TODAY is the filing deadline for the next batch of reports. We expect these will start appearing online any day now, so check back on the links below.

CD6 Grassroots Straw Poll Winners: Democrat John Delaney & Republican Joe Krysztoforski // DETAILS INSIDE

This week Maryland Juice conducted a straw poll of readers to gauge the intensity of grassroots opinion in the 6th Congressional District primary elections. The results are not what we would have predicted several months ago, and yet they are not terribly shocking given the current state of the races. On the Democratic side, businessman John Delaney won the Democratic straw poll by a healthy margin -- albeit far short of a majority. In the Republican straw poll, former Congressional candidate Joe Krysztoforski won the GOP straw poll -- also by a decent margin. Krysztoforski previously claimed to have amassed hundreds of volunteers, given his popularity among Tea Party activists.

CD6: GOP Grassroots Poll // STATUS: 1st = Joe Krysztoforski, 2nd = Roscoe Bartlett, 3rd = Robin Ficker

Maryland Juice is currently running a straw poll to gauge the intensity of grassroots support for candidates in the 6th Congressional District Republican Primary. Not surprisingly, Tea Partier Joe Krysztoforski and anti-tax activist Robin Ficker are running strong against Rep. Bartlett. Both have claimed to have large volunteer bases at previous points during the race.

You can vote in this poll until WED MAR 21 @ 12:01 AM. Then we will declare the grassroots winners.

CD6: GOP Candidates Target Rep. Roscoe Bartlett at Debate: Time to "Pass the Baton" // Bartlett Criticizes Tea Party

UPDATE: In an interview on Bloomberg News, Rep. Roscoe Bartlett criticizes the Tea Party: 
Bartlett said he’s a “little concerned” that the Tea Party may have become “too much purists.” The debt increase was embedded in a bigger bill, he said in an interview. “I voted for it for the first time ever.”

With no clear Tea Party favorite in the Republican presidential race, the limited-government movement is pushing candidates for other elected offices. While many of the races are in safe Republican areas, others may drain party resources in districts, like Bartlett’s, where Democrats have a chance to win...

Maryland Juice hasn't reported on the CD6 Republican Primary in the last few days, but that doesn't mean the numerous GOP candidates trying to knock-out Rep. Roscoe Bartlett have been quiet. Below Maryland Juice prints a quick roundup of recent news from the campaign trail:

JUICE #2: Robin Ficker Bashes Bartlett on TV - Former Delegate Ficker handled himself pretty well on a televised interview with News Channel 8's Bruce DePuyt. During the segment (which begins around 33:30 below), Ficker discusses how the fact that MoCo is now half of CD6 gives him an advantage. More importantly, Ficker also calls out Rep. Roscoe Bartlett's aforementioned conflict of interest on the television show and also dismissed State Senator David Brinkley's carpetbagger campaign (watch below):

Last week, Maryland Juice noted that Statehouse member Kathy Afzali was making splashes with her entry into the 6th Congressional District Republican Primary. She immediately invoked scandals involving State Senator David Brinkley and declared that incumbent Rep. Roscoe Bartlett could not win re-election. Today Ms. Afzali's competitor, anti-tax activist and former Delegate Robin Ficker declared that she was not a serious candidate:
ROBIN FICKER: Afzali filed as a Romney Delegate to the Republican Convention on 11/16 and is still listed as such on the Maryland Board of Elections website.  She is not a serious candidate in Maryland 6th!

She is running in the CD6 Primary for Congress and she is running in CD8 as an RNC Delegate for Mitt Romney's Presidential campaign:

CD6 MEGAJUICE: Bombs Drop in Maryland's 6th Congressional District // Round-Up of DEM & GOP Campaign Tactics

WARNING: THIS IS AN OMNIBUS ROUNDUP OF CAMPAIGN TACTICS

Multiple campaigns are now in full swing in Maryland's 6th Congressional District, as incumbent Rep. Roscoe Bartlett faces serious challenges in both the April Republican Primary and the November General Election. The opening salvos from many of the candidates in both parties have been downright aggressive.

Below Maryland Juice prints a quick roundup of recent activities (both positive and negative) from the campaign trail. We begin with candidates in this April's Republican Primary and end with a discussion of the race between Democrats Rob Garagiola and John Delaney. 

Note: We do not highlight every candidate below, but you can see the full roster of hopefuls at Maryland Juice's U.S. House Candidate List. Make sure to read through to the end of this post, because we discuss some interesting new tactics emerging in the Democratic Primary. Without further ado, below is a splattering of CD6 juice:

Del. Kathy Afzali Uses Happy Marriage as Campaign Asset
JUICE #1: Delegate Kathy Afzali - I must start this roundup with a discussion of Republican lawmaker Kathy Afzali of Middletown, Maryland. She entered the race with a bang by jumping in on the eve of the filing deadline and immediately declaring that neither Rep. Roscoe Bartlett nor State Senator David Brinkley could win the General Election. The Gazette's Katherine Heerbrandt, printed the following comments from Ms. Afzali:
"I don't think they [Bartlett and Brinkley] can win against a Democratic challenger from Montgomery County. I can win...."
“Some of the candidates have personal issues that the Dems are going to use to the maximum. ... It could be an ugly and dangerous race,” Afzali said. “... Anyone running for election is going to be scrutinized. ... As for my personal life, I am pretty clean.”

Brinkley's affair with a staffer in 2008 and subsequent divorce may play a part in the election, but according to Don Murphy, a former state delegate and Brinkley's campaign chairman, that battle has been fought and won.
Indeed, Maryland Juice sources have in the past pointed us to news coverage of Mr. Brinkley's scandal noted above, including a Baltimore Sun article that discusses his claim that his wife used HIS hands to "hit herself in the face." CD6: Robin Ficker Criticizes Roscoe Bartlett's Polling Results // Plus, a Reader Takes Issue with Alex Mooney's Fundraiser

Maryland Juice recently wrote about leaked polling results in the highly contested 6th Congressional District race. The survey results came from embattled GOP incumbent Rep. Roscoe Bartlett campaign, and numerous readers have been sending in critiques of the methodology and findings. Read comments about Mr. Bartlett's poll. One reader who doesn't believe the results is rival GOP candidate Robin Ficker. The pollster, Bruce Donisthorpe, concluded the following:
Bottom Line: If the race was held today, Bartlett wins. The Independents and Democratic voters have large groups of Conservative and Moderate voters than will identify with his candidacy, and hold unfavorable job approval ratings of the President. Additionally, Mr. Bartlett has plenty of time to campaign in the new areas of the district and get better acquainted with the voters of Montgomery County, who are receptive to Bartlett’s candidacy. The race will take a lot of time, resources and campaigning, but this race can be won if he runs a good campaign and stays aggressive on the fundraising front to get the resources needed to win

Can Robin Ficker Win Maryland's 6th Congressional District Republican Primary? // Roscoe Bartlett Retreating on Taxes

Maryland Juice early on predicted that GOP candidate Robin Ficker would win the 6th Congressional District Republican Primary. Though some people found the idea preposterous, others are at least addressing it in their own ways. I caught this cute repurposing of Yahoo.com's "Ask" tool on the web today:


But Maryland Juice was only half-joking when predicting a Ficker victory. We were actually trying to make a point that the flood of new Montgomery County Republicans would need to be factored into the GOP's CD6 equation. Today I present two more pieces of evidence that the MoCo GOP may not be as Tea Party-friendly as the rest of the CD6 GOP. Photos & Video: Protest Against Islamophobia with Saqib Ali, Ike Leggett, Kumar Barve & Robin Ficker // Lowes Gaithersburg MD


Maryland Juice readers Amit Mistry and Robin Ficker (CD6 GOP candidate) have sent in photos from Sunday's protest at Lowes Home Improvement in Gaithersburg, Maryland. As we noted previously, the event was organized by former Delegate Saqib Ali over complaints that Lowes had caved in to Islamophobia:
Last week Lowes Hardware store caved in to rank Islamophobia by withdrawing its commercials that were scheduled to run during the TLC TV show "All American Muslims." Lowes did this because a fringe right-wing hate-group called the "Florida Family Association"  complained that the depiction of American Muslims as normal people was actually “propaganda clearly designed to counter legitimate and present-day concerns about many Muslims who are advancing Islamic fundamentalism and Sharia law." Lowes' shameful decision has sparked a huge national controversy.
The Montgomery Village Patch had video of the event, which they say was attended by approximately 60 protestors:

CD6: Robin Ficker Unveils New Lawnsign // GOP Civil War: Roscoe Bartlett, Alex Mooney, Bud Otis Attacked

Ficker Unveils Lawnsign: Maryland Juice received an exciting announcement from Robin Ficker Realty's campaign for Congress. He's unveiling a new lawnsign in his quest for the GOP nomination in Maryland's 6th Congressional District:


This lawnsign is in contrast to That Guy with the Speak English Lawnsign (see photo at right), and it in some ways highlights one of the points Maryland Juice has been trying to make about the 6th District GOP Primary. I would suspect that Montgomery County's GOP voters are a different creature when compared to the rest of the CD6 Republicans. Ficker's press release bragged:
Robin Ficker, Republican for Congress & Jobs in Maryland's Sixth District, said today that he is the only candidate for Congress to have NO Gas Tax Hike on his campaign signs
Ficker is a maniacal lawnsign campaigner, so you can expect to start seeing his "Ficker/Gas Tax" lawnsigns... everywhere!

GOP Civil War Begins in CD6: Meanwhile, it seems the sniping from GOP candidates' supporters is now beginning. Former County Commissioner Richard Weldon of the Frederick-based Tentacle recently wrote a two-part series about the CD6 GOP Primary. In Part Two he said some very complimentary things about GOP. Sen. David Brinkley: "Sen. David Brinkley offers Sixth District voters their first viable alternative to Rep. Roscoe Bartlett in almost 20 years." Robin Ficker: MD Senator David Brinkley Bags Carpet to Run for 6th Congressional District // GOP Primary Chaos Continues

Hat tip to Robin Ficker Realty for pointing this out: It appears that after Maryland's 2012 redistricting, State Senator David Brinkley will reside in the 8th Congressional District. He's recently announced his intention to run against Rep. Roscoe Bartlett in the 6th Congressional District. It seems Mr. Brinkley may be taking on the role of carpetbagger:

It appears Mr. Brinkley lives miles outside of CD6.
