State Senator Jamie Raskin Leads In Internal Poll // First Look at Maryland 8th Congressional District Democratic Primary

The first publicly released poll in 8th Congressional District Democratic primary finds State Senator Jamie Raskin with an early lead over his closest competitor - Kathleen Matthews. GBA Strategies - which polled in Maryland in 2014 - conducted the poll for the Raskin campaign.

We tend to take internal polls with a grain of salt, but still this is our first look at where the race stands as we head into 2016.

TOP LINE: Raskin leads the crowded field with 30% of the vote. The poll surveyed 500 likely Democratic primary voters and has a margin of error of +/- 4.4%

FRONTRUNNERS: The poll seemingly confirms that Raskin and Matthews are the frontrunners in the race. Raskin’s lead isn’t particularly surprising given his longstanding work with and popularity among Montgomery County’s progressive base, many of whom have cast ballots for him before. On the other hand, while it is likely that primary voters may remember and like Matthews from her time as a news anchor, they may not be ready to vote for her until they know  more about this first-time candidate's positions and other relevant experience. This will likely change during the course of the campaign.

The polling memo notes that Raskin posts large leads over Matthews in his home district D20 (+43) and in nearby D18 (+30), but his smaller district-wide lead suggests Matthews is  stronger in Bethesda, Rockville and outside Montgomery County. The polls fails to mention if there is a gender gap (which could be critical for a Matthews victory).

As expected, Matthews' campaign manager's response was on-message:  
MATTHEWS CM ETHAN SUSSLES: This poll shows that a majority of Democratic voters are looking for a fresh approach and Kathleen has a track record of getting things done, putting women and families first, and the international experience we need in these challenging times,
BRINGING UP THE REAR: The second tier of candidates is led by Delegate Ana Sol Gutierrez who has been significantly outraised by Delegate Kumar Barve and Will Jawando - both of whom now trail her significantly in this poll. Gutierrez - who is the only Hispanic candidate in the race - benefits from greater name ID having been in public office for the last quarter century

With five months to go and barely any paid advertising in the race, nearly 1 out of 3 voters remain undecided. The composition of the group is key but unspecified.

Senator Jamie Raskin Wins Backing of Machinists Union // First Labor Endorsement in Maryland 8th Congressional District Race

Sen. Jamie Raskin picked up the endorsement of the International Association of Machinists and Aerospace Workers (IAM), the first union to formally weigh in on the Democratic primary to replace Rep. Chris Van Hollen. IAM represents nearly 5,000 workers in Maryland, and over 600,000 active and retired members across North America.

In a statement released by the Raskin campaign, IAM President Tom Buffenbarger said:
This seat is an essential one for labor and Raskin has shown extraordinary leadership in the Maryland General Assembly and that he will take on the tough fights and build the coalitions needed to win big victories for working families. As a distinguished constitutional law professor and civil rights lawyer, Jamie has always fought hard for the rights of unions and working people. As a State Senator, he has been a staunch defender of the right to organize and collectively bargain and he’s been a passionate opponent of union-busting.”

The labor movement needs effective progressive leaders we can count on to do the right thing at a time of big-money corporate politics and right-wing assaults on the living standards of working people. We are proud to stand with Jamie and will do whatever we can with our brothers and sisters in the Labor movement to see that he wins this crucial Democratic primary election on April 26, 2016
IAM earlier this year endorsed Donna Edwards for the U.S. Senate, and Hillary Clinton for President.

IAM is affiliated with the AFL-CIO, who has not endorsed.

Nick Mosby Announcement This Sunday // Fresh Face Jumping Into Crowded Field for Baltimore Mayor: Who Else Is Running?

Ending months of speculation, Baltimore City Councilmember Nick Mosby appears ready to jump into the race to become the next Mayor. As reported by The Baltimore Sun, Mosby emailed supporters this morning inviting them to an important announcement taking place Sunday afternoon where they will hear from "the best choice for a better Baltimore." Below is a hard copy invite that has been circulating for a number of weeks:



Mosby has been an active and vocal member of the City Council in his first term, helping pass 'Ban the Box' legislation, being only 1 of 2 Councilmembers to vote against confirming Kevin Davis as police chief, and constantly pressing the flesh in neighborhoods across the City. He and his wife, State's Attorney Marilyn Mosby, gained national attention following the protests and unrest set off by the death of Freddie Gray.

Mosby is a client of well-respected fundraiser Colleen Martin-Lauer. Martin-Lauer has also worked for Mayor Rawlings-Blake and Governor O'Malley (among many, many others). 

With 175 days until early voting starts in Maryland's April Democratic primary, Mosby jumps into a crowded field filled with a number of well-known candidates many of who have previously run for the City's top job. A list of announced and potential candidates is listed below. The winner of the Democratic primary is the heavy favorite to win in November.

JuiceBlender: GOP Candidate Alleges Cheating in Van Hollen Race, O'Malley vs. Cuomo on Pot & 2014 MD Governor's Race

Below Maryland Juice highlights a few more post-election articles and analyses from the latest round of press. Sidebar: Sorry for posting so many JuiceBlenders lately, but much of the current punditry happens to be noteworthy right now. In any case, see our round-up below, which begins with sour grapes from a Maryland Republican:

JUICE #1: GOP CANDIDATE KEN TIMMERMAN CLAIMS THERE WAS CHEATING IN REP. CHRIS VAN HOLLEN'S RE-ELECTION - On November 6, Maryland's 8th District Congressional incumbent won re-election by over 100,000 votes. Most would say the race between Democratic Rep. Chris Van Hollen and GOP challenger Ken Timmerman was not even close. But that's not stopping Timmerman from alleging there was cheating involved. Check out the outrageous comments from the BethesdaNow site (excerpt below):
KEN TIMMERMAN (VIA BETHESDANOW): The defeated Republican candidate for Rep. Chris Van Hollen’s congressional seat yesterday questioned the accuracy of Montgomery County polling results, filing a Public Information Act request to obtain electronic voting machine records for last week’s election....
He claimed voters in Montgomery County contacted him with “anecdotal evidence of irregularities during early voting and the Nov. 6 general election at various polling stations in Montgomery and Carroll Counties....”

It won’t change the outcome of this year’s elections,” Timmerman wrote. “But it could mean there will be less cheating in 2014.

JUICE #2: PUNDIT ANALYSIS OF MARYLAND 2014 GUBERNATORIAL RACE - Gazette columnist Barry Rascovar has an interesting round-up on the candidates for Maryland's 2014 gubernatorial race. Indeed, we've been following the emerging dynamics in the race, and Rascovar provides some context and his take on the candidates. Okay -- more specifically, Rascovar mostly points out the weaknesses of the various candidates. Check out a quick excerpt from his analysis below. The full article is online here.
GAZETTE: One big unknown is the fate of the current governor.... Should the governor serve out his term Brown might have tough sledding. He’ll still have to defend eight years of sometimes-controversial policy decisions....

Gansler has run a large public law firm but has never had to make decisions on raising taxes, cutting social services or how to maneuver a long list of priorities through a rambunctious House and Senate....

Franchot is a political chameleon. His positions often depend on which constituency he’s trying to impress...

Others are looking at the governor’s race, too, including liberal Del. Heather Mizeur of Takoma Park, who got a big boost from her vocal championing of same-sex marriage....

Another wannabe is Howard County Executive Ken Ulman. He’s been a successful chief in that affulent subdivision but translating that into statewide viability could be daunting. There’s not much of a voter base in Howard for Ulman to build upon.

JUICE #3: O'MALLEY VS. CUOMO ON MARIJUANA Democratic and Republican politicos around the nation have been re-thinking marijuana policy after two states approved legalized use at the ballot this year. But prior to the election, 2016 White House rivals Martin O'Malley and NY Gov. Andrew Cuomo had staked out differing positions on the issue. O'Malley has threatened to veto even simply medical marijuana in Maryland -- even while it is an uncontroversial issue among voters, who support prescription-use in overwhelming numbers. Last March O'Malley's team told The Baltimore Sun they would likely veto any medical marijuana bills, due to fear of the Feds. Meanwhile, other states (and their voters) are proceeding boldly.

CUOMO BLOCKS PAY RAISES FOR LEGISLATORS DUE TO THEIR HOLD-UP OF POT DECRIMINALIZATION - Days before the November 6th Presidential Election, Cuomo appears to have predicted shifting policy winds (once again). The Village Voice reported that the Governor of New York told legislators he would not help approve pay raises for them unless they approved of his marijuana decriminalization effort (excerpt below):
VILLAGE VOICE: New York State legislators want a pay raise for the first time since 1999. Governor Andrew Cuomo wants young minorities to stop getting screwed by New York's bizarre "public view" marijuana law, and the NYPD's controversial "stop and frisk" policy -- and the governor made it clear yesterday that lawmakers won't get a pay bump until they get to work on decriminalizing "public view" marijuana....

Marijuana was decriminalized in New York in the 1970s thanks to the Marijuana Reform Act, which makes possession of marijuana a ticketable offense, rather than a crime that will go on your permanent record. However, a loophole in the law makes it a misdemeanor to possess weed in "public view...."
The loophole has led to the disproportionate arrests of young minorities (of the roughly 50,000 people arrested each year in New York for low-level marijuana offenses, 87 percent are black or Hispanic), who fall victim to the law because of "Stop and Frisk...."

NO PLANS FOR REFORM IN MARYLAND? - Indeed, New York is proceeding with decriminalization and other states are moving to outright legalization. But in Maryland, our law does not even create a clear vehicle for cancer patients to have access to marijuana. Though legislators want to change that, The Gazette is reporting that right now, there are no clear plans to revive the debate in the next legislative session:
GAZETTE: Sen. David Brinkley (R-Dist. 4) ... said marijuana laws need reforming, but he is not optimistic anything will be done in the next session.... [The] effort to allow medical marijuana to be sold at pharmacies regulated by the state failed this year after a veto threat from Gov. Martin O’Malley (D)....

Sen. Jamie B. Raskin (D-Dist. 20) of Silver Spring said the state is moving toward taking a “more rational” approach to marijuana, and the passage of the two ballot issues in other states will help with that.... The voters are moving faster than the politicians on the issue, Raskin said. “This is not dangerous politically to be talking about anymore,” he said....

[Brinkley] said he was criticized by a fellow conservative senator who opposes medical marijuana.... I told him I was just trying to create another cash crop for the tobacco farmers in his district,” Brinkley quipped.

MARYLAND IS AN OUTLIER AMONG DEMOCRATIC STATES - Wikipedia has a map showing how states have proceeded on marijuana (see below). You can see that once again, the west coast and northeast parts of the United States are once again proving to be the kickstarters for progressive reform:


The map above does not show that Maryland is an outlier compared to the United States -- but it does show that Maryland is an outlier compared to Democratic strongholds. WTF?

JuiceBlender: Chris Van Hollen vs. Steny Hoyer for U.S. House Leadership, Voter Confrontation with Sam Arora & More!

Now that the Presidential election has ended, politicos are moving on with their other agenda items. Indeed, many efforts have been on hold until after the election was over. It has only been days, but already folks are now talking about the 2016 White House race, and 2014 gubernatorial candidates are getting busy. Below Maryland Juice discusses a few upcoming political showdowns, starting with pundit speculation about who might take Nancy Pelosi's place as the Democratic leader of the U.S. House:

JUICE #1: REP. CHRIS VAN HOLLEN VS. REP. STENY HOYER FOR U.S. HOUSE MINORITY LEADER - Maryland Juice has been following the evolving story about U.S. House Minority Leader Nancy Pelosi's potential retirement. Indeed, Congressional Democrats are gearing up for a leadership shuffle and Minority Whip Steny Hoyer has been propping up centrist candidates and incumbents around the nation to try and take Nancy Pelosi's place. But pundits are beginning to discuss the possibility that the younger, more progressive Congressman Chris Van Hollen might be poised to challenge Hoyer for the top U.S. House spot. Indeed, Maryland Juice thinks he would better reflect the current trajectory of the Democratic Party nationally than Hoyer. Check out excerpts from the pair of articles below from Roll Call and Capital News Service (via Patch.com):
ROLL CALL: As speculation continues about the House Democratic leadership structure in the next Congress,  Rep. Chris Van Hollen  has been particularly busy....  He chaired the Democratic Congressional Campaign Committee for two cycles and served as assistant to then-Speaker Nancy Pelosi, who named him to the Joint Committee on Deficit Reduction in 2011....

The scenario that some Democrats envision is that Van Hollen would be the beneficiary of a Pelosi-backed challenge to Hoyer for the Minority Leader’s job, should she step down after the elections. That could be the final chapter in the long and storied Pelosi-Hoyer rivalry. But the hurdles would be significant. Hoyer appears to maintain strong support in the Caucus and he’s served loyally for years under Pelosi, giving him a strong argument that it would be  his turn to lead....

But others keeping an eye on leadership intrigue note that leadership positions do not open up often, and that those in the party’s top echelon are very ambitious..... A Democratic strategist said the timing  “provides an opening to a challenger for one of the top leadership positions, but not much. If there’s anyone looking to run such a challenge, they’ll need to get their ducks in a row pretty quickly.”

Capital News Service updated the coverage on the story with this report (excerpt below):
CAPITAL NEWS SERVICE: If [Nancy Pelosi] were to resign, the most likely replacements would be Hoyer, Van Hollen or Clyburn, according [to University of Wisconsin professor David] Canon. Hoyer would be the next in the chain of succession as Democratic whip. "There is a tendency to just go up the leadership ladder and (Hoyer) is next in line. On the other hand, he is 73 years old," said Canon....

Van Hollen is younger, 53, and has built a high profile as a ranking member of the Budget Committee. He also played a key role as a past Democratic Congressional Campaign Committee chairman, which makes him popular with other members. "They're the ones in charge of handing out the money," said Canon adding, "He's someone who creates a lot of goodwill."

JUICE #2: BACK TO DEFEATING DELEGATE SAM ARORA IN 2014 - Now that the marriage equality battle in Maryland has ended, some are beginning to return their sights to Montgomery County's anti-civil rights backstabber, Delegate Sam Arora. Indeed, MoCo voters approved marriage equality with a whopping 65% support from all voters, but that means that within the Democratic Primary voting population the margin will be much higher. Even in the senior citizen precincts in Leisure World (which are in Sam Arora's District 19), a clear majority of voters approved marriage equality. Moreover, voters have apparently not forgotten about Sam Arora's betrayal. Check out the following amusing Sam Arora sighting from AmericaBlog:
AMERICABLOG: You might remember Sam Arora. Liberal Netroots youngster who worked for Hillary and got himself elected to the Maryland House of Delegates, with the help of all of his Democratic friends. Then turned around and stabbed them all in the back....
So we don’t like Sam Arora much. And a group of our friends are going to make it their personal mission to make sure that pint-sized bigot Sam Arora never works in Democratic politics again...

Anyway, one of our readers, Sue Cohen, was early voting in Maryland today (marriage equality is on the ballot). And who should she run into but Sam Arora... Here is Sue’s story.
Subject: My confrontation with Sam Arora (hint: it did not end well for him)

On line for early voting at the Bauer Rec Center in Rockville, who comes strolling down the line to offer info on… well who cares? I He spoke to me and I yelled at him: “Just STOP!” I put my hand up and said: “Oh no Sam. You pussed out on marriage equality — you can never say anything to me again!”

He started to back away and I finished with: “You are a one term delegate — go now!”

My daughter who was with me started laughing, as did the two men we were chatting with.  Sam quickly moved away and I loudly said: “What a coward that guy is — He takes money from the Marriage Equality people, pledges to vote for it then turns his back and votes “no” — Do not trust him!”

So not only did I vote a straight Democratic ticket, voted YES on Questions 4 & 6 , but called that bastard to account. A very good day.

JUICE #3: 2016 WHITE HOUSE SPECULATION BEGINS ANEW - The national pundits are already back to rating the 2016 White House race. The Washington Post's Chris Cillizza pulled together a list of possible GOP and Democratic candidates, and Maryland Gov. Martin O'Malley is (of course) on the list. Interestingly, in a race without Hillary Clinton, Cillizza thinks that Cuomo is the front-runner. He also speculates that Maryland might be the most liberal state in the nation (excerpt below):
WASHINGTON POST: "Handicapping the 2016 presidential field"
Andrew Cuomo: If Clinton and Biden stay out, the governor of New York starts the 2016 race as the frontrunner. (Yes, those are big “if’s” but we are talking about a race that’s four years away!) Cuomo has a lot going for him as a national candidate: 1) he’s from a big and very Democratic state 2) He has already demonstrated an ability to raise lots and lots of money 3) He has a golden last name in American politics 4) He shepherded the New York same-sex marriage bill to passage in the state legislature, making him a hero to the gay community nationally 5) He is a political operative at heart, having played a lead strategy role in his father’s various political machinations.

Martin O’Malley: The governor of Maryland is, from all indications, the most “in” of any of the people on this list when it comes to 2016. O’Malley used his perch as the chairman of the Democratic Governors Association this cycle to boost his profile among reporters, donors and activists. (O’Malley was a near-constant on the Sunday show chat circuit.) Working for O’Malley is his record governing perhaps the most liberal state in the country, a top-tier (and experienced) consulting team and his own native political acumen (O’Malley was mobbed up in the Gary Hart presidential bids of the 1980s.) Working against O’Malley is the sense that he may be a poor man’s Cuomo and that he isn’t a proven commodity on the big national stage. 

JUICE #4: MARYLAND GOP INSULTS PUNDITS WHILE SPINNING THEIR EPIC FAIL - Maryland Juice just caught another amusing article where state Republican officials were trying to claim victory after their slaughter at the ballot box. Check out the ridiculous comments from the Maryland GOP in The Gazette. The Republican spokesperson quoted below even insults the political science professors who are calling the GOP out-of-touch with Maryland (excerpt below):
GAZETTE: ...the Maryland Republican Party did not have a bad night from Tuesday’s election results, the party’s spokesman said. “I actually think the opposite,” Maryland Republican Party spokesman David Ferguson said Wednesday. “We had a great day....” “If they say this is a Republican failure, that’s absolutely false,” Ferguson said. “If there’s any perception [Tuesday] was a bad day, it’s backwards....”

“It’s clear the Republican Party led by the Tea Party is out of sync with voters in Maryland,” said Tim Magrath, executive director of the J. Glenn Beall Jr. Institute for Public Affairs at Frostburg State University. “The times that Republicans have done well in Maryland is when they are moderate....”

The Maryland Republican Party’s opposition to the state Dream Act as it was approved in Maryland “flew in the face of what Latinos were looking for” and showed they were out of step with most Marylanders, said Stella M. Rouse, assistant professor of government and politics at the University of Maryland, College Park....

These are political science professors who sit in offices and have never run campaigns,” Ferguson said....

Below Maryland Juice provides four videos related to the November 6th presidential election (and beyond). The first two film clips come from movie star Samuel Jackson and comedian Sarah Silverman. Both celebrities use humor to mock GOP "voter fraud" propaganda and Mitt Romney's agenda.

Below, we also include a video of Gov. Martin O'Malley's recent speech to Iowa Democrats. Notably, O'Malley is obviously interested in a 2016 White House run, and Senator Tom Harkin's Iowa "Steak Fry" has for decades been an early stop for presidential contenders.

Here's a random blend of political tidbits from recent news, starting with news that former GOP Vice Presidential candidate Sarah Palin has endorsed U.S. Senator Ben Cardin's opponent Dan Bongino:

JUICE #1: SARAH PALIN ENDORSES MARYLAND GOP SENATE NOMINEE DAN BONGINO - Former Secret Service agent Dan Bongino faces an uphill battle in his race against incumbent U.S. Senator Ben Cardin. But this week, he received an endorsement from former Alaska Governor and GOP Vice Presidential candidate Sarah Palin. The rightwing Monoblogue reported on the bizarre development, and we provide Palin's full endorsement below. Maryland Juice is not sure that a Palin endorsement is a net gain for any statewide candidate in Maryland, but check out Monoblogue for the rightwing perspective on this endorsement.
SARAH PALIN: Though political pundits often dismiss conservative candidates running in deep blue states, I don’t believe in ignoring good candidates simply because they’re fighting uphill battles against the odds. In fact, I find such candidates incredibly brave and especially worthy of encouragement. In many cases, they are often the most articulate and courageous new conservative voices out there.

JuiceBlender: Daily Kos Prefers O'Malley to Cuomo, Cuomo Hesitates on Dream Act, Bartlett Slams Obama on Immigration

Here's a random blend of political tidbits from recent news, starting with commentary from journalists and pundits comparing MD Governor Martin O'Malley with NY Governor Andrew Cuomo:

JUICE #1: DIFFERING RESPONSES FROM O'MALLEY & CUOMO TO OBAMA DREAM ACT ANNOUNCEMENT - Maryland Juice recently reported on President Barack Obama's major announcement that his administration would halt the deportation of young undocumented residents (aka Dreamers). This week, Politico's Maggie Haberman covered the differing responses to the new policy development from Maryland Governor Martin O'Malley and New York Governor Andrew Cuomo -- two rivals in the 2016 Democratic White House race.

Initially, Haberman wrote about O'Malley's support for Obama's actions, compared to Cuomo's silence. But days later, Cuomo is now praising Obama's immigration position. Notably, Gov. O'Malley had backed a Maryland version of the Dream Act which provides for in-state college tuition for all high school graduates, regardless of their immigration status. Gov. Cuomo Trailblazes Another Issue for 2016 White House Run

UPDATE: MarylandReporter.com today published a long piece about racial disparities in the Free State's prison system. Maryland Governor Martin O'Malley (aka "MoM") has been under the media spotlight this weekend. Below, Maryland Juice highlights commentary about a future 2016 White House bid by Mr. O'Malley. Additionally, we print an excerpt from a unique Washington Post article that digs into MoM's thoughts about a special gambling session in Maryland. Notably, Newsweek now calls marriage equality "the new Democratic litmus test." Perhaps that is because the issue is now one of my generation's most obvious civil rights issues. JUICE #1: EARLY PEEK AT 2014 ATTORNEY GENERAL PRIMARY - Last week, Maryland Juice previewed lists of potential 2014 candidate fields. We did not, however, discuss the 2014 Attorney General's race -- and now Center Maryland's Josh Kurtz has beaten us to the punch! Today, he published a worthwhile analysis of the early dynamics. We print an excerpt from Josh Kurtz's column below, followed by a current list of the potential candidates:
CENTER MARYLAND: ... it’s been widely assumed that state Sen. Jamie Raskin ... will try to replace [Doug Gansler] in the AG’s office when the time comes.

Raskin told me last week that he’s still thinking seriously about it and hopes to make up his mind sometime in the fall (his most immediate electoral priority, he said, is preserving the same-sex marriage law and the DREAM Act on the ballot in November)....

For the past few months, Maryland Juice has been tracking the careful positioning of Gov. Martin O'Malley in the 2016 White House lineup. On Tuesday we noted that CNN contributor Bill Schneider had booked Gov. O'Malley for a media talk that billed him as a "hot prospect" for 2016. The event was hosted by a centrist Democratic think tank called "The Third Way." Now it seems that media speculation about the future of Maryland's Governor is sprouting up all over the place. White House 2016: Congressional Redistricing Boosts Martin O'Malley Over NY Gov. Andrew Cuomo // MD Gov. Helped Dems

Maryland Juice just stumbled upon an interesting take on the White House 2016 battle between MD Gov. Martin O'Malley and NY Gov. Andrew Cuomo (Hat tip: Governor's Journal). Roll Call notes that O'Malley's aggressive plan to create a new Democratic seat for U.S. House Democrats will be looked upon favorably in the lead-up to 2016. Apparently Cuomo did not seek out advice from the Party, and therefore did not assist New York's House Democrats:
ROLL CALL: New York Gov. Andrew Cuomo and Maryland Gov. Martin O’Malley are considered Democratic frontrunners for a 2016 presidential bid.

But the way both men handled this cycle’s prickly process of Congressional redistricting in their respective states is already being discussed as an early differentiating factor.

TOMORROW: Mitt Romney is Coming to Maryland // GOP Delegates Are in Play! - Who Did MD Officials Endorse?

Maryland is apparently going to be a contested state in the heated battle for the Republican Presidential nomination. The GOP Primary is Tuesday, April 3rd -- but early voting starts this Saturday! Mitt Romney is going to be in town tomorrow to rally the troops and round-up votes. Details below:
Join Mitt and Team Maryland on Wednesday at 3:30 p.m. for a town hall meeting at American Legion Post 109 at 1610 Old Sulphur Spring Road, Arbutus, MD 21227.

The Washington Post had a quick synopsis on the state of the GOP presidential race in Maryland. See an excerpt below:
In the delegate contest, Maryland offers 37 this year; 24 will be awarded based on the winners of each of the state’s eight congressional districts, 10 will go to the statewide winner and the last three are controlled by state party leaders....

“I’d have to say it’s a strong case for Mitt Romney,” said Louis Pope, the Republican National Committeeman for Maryland and co-chairman — along with former governor Robert L. Ehrlich Jr. — of the Romney campaign in the state....

Santorum, whose campaign did not respond to requests for comment, makes no mention of Maryland on his Web site....

The presidential campaign of Rep. Ron Paul (Tex.) also did not respond to a request for comment about his efforts in Maryland’s GOP primary.

As for former House speaker Newt Gingrich (Ga.), campaign spokesman R.C. Hammond said “plans are underway to visit the state soon.”

Gingrich has the backing of Rep. Andy Harris (R-Md.), who is co-chairing Gingrich’s Maryland campaign along with Del. Warren E. Miller (R-Howard)....

Harris said Gingrich has a fighting chance in the state, because “we have a grass-roots network” and because Maryland Republicans aren’t a clear ideological fit with Romney....

Several members of the General Assembly and a handful of state party officials, including vice chairwoman Diana Waterman and then-executive director Justin Ready, endorsed Texas Gov. Rick Perry in the fall, before his candidacy fizzled out.

Bartlett, who is neutral, said he couldn’t pick a favorite among Romney, Santorum and Gingrich. “I don’t think it leans toward any of those three,” he said.

Political JuiceBlender: O'Malley White House Update, Pundit Analysis of CD6 Democratic Battle, Blaine Young for Governor

Here's a random blend of political tidbits, starting with an update on Maryland Governor Martin O'Malley's status in the 2016 White House field.

JUICE #1 // O'MALLEY WHITE HOUSE UPDATE: The Washington Post's Chris Cillizza has created a 2016 Presidential "bracket" and has named Gov. O'Malley the #2 seed in the race, one step behind New York Gov. Andrew Cuomo (who Maryland Juice thinks is generally a douche). Unfortunately, the match-ups are a little uneven, as Gov. O'Malley is paired off against Secretary of State Hillary Clinton in the first round. NY Gov. Cuomo, on the other hand, is paired off against the Montana Governor. Cillizza writes the following about his White House bracket effort:
CHRIS CILLIZZA: In our bracket we have seeded the top eight Democrats and top eight Republicans considered — by us — to be their party’s leading presidential candidates in 2016....

O'MALLEY ON THE RADAR
: There is no doubt that there are several reasons Governor O'Malley is constantly mentioned as a top 2016 Presidential contender. First, he has the natural advantage of representing the Washington media market -- which leads to unnaturally amplified and leveraged national political coverage, by virtue of a shared media market with the Congressional beat. Moreover, O'Malley has smartly chosen a number of tipping point issues to work on that are either priorities of the national party base or national Democratic leaders (ie: marriage equality, Dream Act and millionaires tax issues). His profile has also been elevated by strong back-to-back electoral performances in 2006 and 2010 and his leadership at the helm of the Democratic Governors Association. O'Malley's attendance at last week's White House "State Dinner" with U.K. Prime Minister David Cameron did not go unnoticed by those of us at home. Politico reports that not too many politicians were invited to the exclusive event, but Gov. O'Malley was there alongside George Clooney and the band Mumford and Sons.


JUICE #2 // MORE PUNDIT ANALYSIS OF CD6 DEM RACEJosh Kurtz from the Center Maryland website has a scorching column today that condemns the leading candidates in the 6th Congressional District Democratic Primary. While blasting Rob Garagiola and John Delaney, Kurtz draws attention to the candidacy of military doctor Milad Pooran:
JOSH KURTZ: ...what does it say about our political system that the two leading Democratic contenders are the ultimate Annapolis insider, who has bent state fundraising rules and had the seat handed to him on a silver platter — and may still fumble the opportunity — and a very wealthy guy who is trying to buy the seat, and political credibility, aided by a Washington Post editorial board that’s on one of its unfathomable crusades?

And what does it say that both men — at the advice of their high-priced advisers — see their path to victory as a race to the bottom....

Garagiola had a legitimate claim on this Congressional seat, once the lines were drawn the way they were. But he’s made a pact with the devil — really, several devils — as he’s waged his campaign.

The first devil, of course, was Senate President Mike Miller, who was loudest among party leaders in insisting that the new 6th district be drawn just so — with Garagiola’s home in it, and other prominent Democrats out. Garagiola has considerable political talents of his own, but it only reinforced the notion, unfair but unavoidable, that he owes his entire political rise to Miller and Miller alone. Now Garagiola has the chutzpah to say he’d favor national redistricting reform....

This is clearly a case of Garagiola having to sleep in the bed that he’s made for himself. Worse, from a purely tactical perspective, he has teed up his candidacy for an unending series of attacks from the Washington Post editorial writers, who hate Mike Miller and Annapolis lobbyists almost as much as they hate unions — who, by the way, have also gotten behind Garagiola’s candidacy.

Which brings us to the Post’s favored candidate, Delaney. He seems like a good guy, and money shouldn’t be a disqualifier when considering a candidate’s merits. But haven’t we seen this movie too many times before?

Who the hell is John Delaney? Would we be giving his candidacy a moment’s thought if he didn’t have the ability to open his wallet to build a campaign apparatus? Would he have snared President Clinton’s endorsement if he hadn’t raised hundreds of thousands of dollars for Hillary Clinton’s White House bid? Would the Post editorial writers even be returning his phone calls if they didn’t see his candidacy as a vehicle to knock the unions down a peg or two? And what about that contribution to Andy Harris, anyway?

Which brings us last, but not least, to Milad Pooran, a man with an interesting story to tell and solid progressive ideals. His family emigrated to the U.S. from Iran when he was 6 years old. “I’ve walked the long path to citizenship,” he says.

He’s a military doctor who has seen the horrors of war – and poverty – up close. He supports achieving universal health care coverage in this country and does not rule out the possibility of pushing for a single payer system. He’s been endorsed by Howard Dean and the co-chairmen of the Congressional Progressive Caucus.

GOOD ONE MIKE MILLER - Maryland Juice continues to blame Senate President Mike Miller for artificially limiting the viable options in the 6th Congressional District. Way to go! Score one for democracy by the Democratic Party leader in the Senate. I'm not even talking about redistricting -- I'm talking about him using fear to squelch potential candidacies. You know, because he's so "good" at being a Party Boss. HaHaHa. Uh, will somebody show this guy the door already? Anyways, back to Kurtz' tirade. I'm not surprised at all that pundits and voters both should be disappointed in the way the CD6 race is developing. This doesn't look like a grand debate about the future of the Democratic Party or its issues in CD6, does it? Speaking of old news, did you catch Josh Kurtz's article noting that Delaney endorser Doug Duncan is thinking about running for Montgomery County Executive in 2014? Rolling my eyes.


JUICE #3 // FREDERICK NEWSPAPER DISSES BLAINE YOUNG FOR GOV: A few days ago, Maryland Juice flagged news coverage indicating that Frederick County politician and Tea Party leader Blaine Young had announced an exploratory effort for Governor. Thankfully, The Frederick News-Post does not rate his chances well. Also thankfully, Mr. Young has promised to serve only one term on the Board of County Commissioners. Maybe we'll be rid of him for good!
FREDERICK NEWS-POST: Frankly, it's hard to imagine how Maryland's electoral math could turn his way. Not even former Gov. Bob Ehrlich could pull off a second term, and he was, for all intents and purposes, a moderate. We'll be interested to see if this goes beyond the exploratory stage. To be honest, we doubt it.

Young, despite having once been a Democrat then flipping parties after he decided not to run again for Frederick city alderman, is about as conservative a conservative as Frederick County has to offer.

On the plus side, now is as good a time as any for a Republican to float a potential run, however....
And Young certainly is prominent, if controversial. He and his fellow commissioners gathered statewide recognition with their most recent vote to make English the official language of Frederick County government....

But it's the negative side of the ledger that Young will have most trouble with. It's unlikely the public persona -- Frederick's youngest good ol' boy -- will resonate in Montgomery, Prince George's and Baltimore counties. No Republican will be elected in Maryland without siphoning off Democratic voters in those areas.

The harsh spotlight of a run for public office can be a terrifying thing. It shows up flaws and failures in stunning high definition. No doubt the issue of the Frederick madam's Black Book -- and Young's listing in it -- will be floated and floated again in grainy black and white with ominous music and a gravelly voiceover attacking Young's credibility for office.

Maryland Marriage Equality Fallout: MD Gov. O'Malley Better Than NY Gov. Cuomo // Plus, The Anthony Muse Question

WHITE HOUSE 2016: Last week, Maryland became the eighth state in the United States to approve marriage equality, and already some are hailing this as a major political milestone for Governor Martin O'Malley. The Free State's governor made this a legislative priority this year, and there is little doubt that his fierce advocacy for civil rights made passage this year possible.

Notably, Governor O'Malley is jockeying with New York Governor Andrew Cuomo in the early field for the 2016 Democratic Presidential Primary. Gov. Cuomo surprised political observers by pushing marriage equality through the New York legislature last year, and it quickly put him on the national radar. But at least one LGBT rights advocate thinks that Gov. O'Malley is the more worthy candidate. The website eQualityGiving.org bills itself as "The Online Donor Community for LGBT Equality," and today, former District 18 Delegate candidate and LGBT rights advocate Dana Beyer writes:
Maryland Governor Martin O'Malley is a politician with a firm, steadfast belief in civil rights who has managed to successfully evolve to extend full civil rights to the LGBT community.

Taking the lead on marriage equality in the state for the 2012 legislative session, the Governor weathered assaults from the Republicans and his own conservative Democratic allies....

This culminated in an historic signing ceremony in the State Capitol on March 1, 2012.

And his support for the rights of the LGBT community does not rest with marriage. Unlike too many Democrats, including his fellow Governor and 2016 Democratic Presidential contender, New Yorker Andrew Cuomo, he is a strong supporter of full equality for the trans and gender non-conforming communities....
Shortly after the video recorded beating of Chrissy Polis in a Baltimore County McDonald's went viral, he publicly announced his support for comprehensive protections, deliberately including public accommodations protections which had been stripped out of the previous year's bill.

While he does not have the power necessary to make gender identity protections a reality in the statehouse this year, his example sent important signals to two populous Maryland counties, Howard and Baltimore, which joined Montgomery County this year in providing comprehensive protections.

JUICE #2: SAM ARORA'S SENATOR ROGER MANNO DETAILS BEHIND-THE-SCENES EFFORTS: Yes, people are still pissed about temporary Delegate Sam Arora's betrayal on marriage equality. For example, a column in today's UMD Diamondback notes that the Internet has created a new form of accountability for politicians:
DIAMONDBACK: Years ago, before the netroots and social media were prominent in politics, Arora's betrayal would've been unknown to those who don't follow the minutiae of legislation and political leaders. However, in today's world of Change petitions, Twitter feeds and Facebook pages, there's nowhere for cowardly politicians to hide. White House 2016: Gov. Martin O'Malley Starts 2012 Strong // Baltimore Shows 10 Years of Progress, DGA Raises Big $$$

Throughout 2011, Maryland Juice reported on various hints that Gov. Martin O'Malley was beginning to position himself for a 2016 White House bid. Even though it seems like President Obama's 2012 re-election campaign is just beginning, rest assured that the post-November world will reveal a sudden interest in the selection of the Democratic Party's 2016 standard-bearer.

In fact, that jockeying will probably begin in earnest as potential 2016 candidates jockey for a speaking role at the Democrats' Convention in Charlotte, North Carolina later this year. In the meantime, today's news reveals a couple signs that 2012 is starting off on the right track for Gov. O'Malley.
